The construction administrative department of the autonomous region comprehensively manages the seismic fortification of urban construction and industrial and civil buildings, and supervises the relevant units to carry out the seismic design, construction and reinforcement of the project in strict accordance with the seismic fortification requirements and design and construction specifications.
The competent departments of finance, planning, science and technology of the autonomous region are responsible for incorporating earthquake prevention and disaster reduction into capital construction, social development, scientific and technological research and key project plans, and ensuring the necessary investment in earthquake prevention and disaster reduction.
Other relevant departments of the people's government of the autonomous region shall perform the functions related to earthquake prevention and disaster reduction according to law, and do a good job in earthquake prevention and disaster reduction within their respective administrative areas. Article 5 The relevant departments or institutions of the people's governments at or above the county level in key earthquake monitoring and defense areas and key defense cities shall formulate and improve short-term and imminent earthquake prediction schemes, establish earthquake tracking systems and earthquake precursor information transmission networks, and improve the earthquake monitoring capability and prediction level. Article 6 The construction plan of the earthquake monitoring network invested and managed by the people's governments of cities, prefectures, counties and municipal districts shall be approved by the competent administrative department of earthquake in the autonomous region, and accept the professional guidance of the competent administrative department of earthquake in the autonomous region. Article 7 Earthquake monitoring facilities and their observation environment are protected by law, and no unit or individual may endanger or destroy them. Shall not interfere with or hinder the earthquake monitoring work of the earthquake monitoring network; Do not occupy cables, channels and facilities of the special earthquake communication network. Article 8 A unified release system shall be implemented for earthquake prediction. The competent administrative department of earthquake in the autonomous region shall be responsible for the short-term and imminent earthquake prediction opinions of destructive earthquakes within its administrative region, which shall be uniformly issued by the people's government of the autonomous region in accordance with the relevant provisions.
Earthquake professionals are not allowed to disclose earthquake prediction opinions to the public without authorization.
Encourage and support the scientific research and application of earthquake prediction. No unit or individual may release short-term and imminent earthquake prediction information to the society without authorization, and may not spread earthquake rumors. People's governments at or above the county level shall take measures to promptly clarify earthquake rumors that affect normal social order.
News reports involving earthquake prediction shall be audited by the competent administrative department of earthquake in the autonomous region. Ninth new construction, expansion and reconstruction projects must meet the national seismic fortification requirements.
Major construction projects and construction projects that may cause serious secondary disasters must be evaluated for seismic safety in accordance with the provisions of the state and the autonomous region, and seismic fortification should be carried out according to the results of seismic safety evaluation.
Seismic safety evaluation must be undertaken by units with corresponding qualifications.
General industrial and civil construction projects shall be subject to seismic fortification in accordance with the "Seismic Parameter Zoning Map of China" promulgated by the state, and the construction administrative department shall conduct supervision and inspection jointly with the earthquake administrative department. Tenth seismic fortification requirements and seismic safety evaluation must be included in the basic construction management procedures.
The feasibility study report or design of a construction project that needs special seismic safety evaluation shall include the seismic fortification requirements determined according to the results of seismic safety evaluation.
General construction projects must be designed according to seismic fortification requirements and seismic design specifications, and construction and acceptance shall be carried out according to seismic design.
For construction projects that do not meet the provisions of the preceding paragraph, the relevant departments shall not approve the establishment, construction or acceptance. Article 11 The competent administrative department of earthquake in the autonomous region shall be responsible for examining and approving the results of seismic safety evaluation in the whole region and determining the requirements for seismic fortification.
The departments or institutions in charge of seismic work under the people's governments of cities, prefectures, counties and municipal districts are responsible for managing and supervising the implementation of seismic safety evaluation and seismic fortification requirements within their respective administrative areas. Twelfth people's governments at or above the county level and their relevant departments shall guide farmers, herdsmen and urban residents to adopt building structures and building materials with seismic performance in their own houses, and gradually improve the seismic capacity of buildings. Thirteenth buildings and structures that have been built and have an important impact on society or may have serious secondary disasters, but have not met the requirements of seismic fortification and have not taken seismic reinforcement measures, should be appraised for their seismic performance and take necessary seismic reinforcement measures.
Construction administrative departments shall, jointly with relevant departments, strengthen supervision and inspection of seismic fortification and reinforcement. Article 14 People's governments at or above the county level in key earthquake monitoring and prevention areas shall strengthen earthquake damage prediction. The prediction result of earthquake damage is the basis of economic construction and social development planning in this area.
Construction, transportation, electric power, telecommunications and other relevant departments should actively cooperate with the earthquake damage prediction and provide relevant information.
