Background information of Guidelines for Public Welfare Non-profit Organizations

According to the news from the International Conference on Accountability of Non-governmental Organizations, the Self-discipline Guidelines for Non-profit Organizations in China have been released to the public. This is a collective action of non-profit organizations in China under the knowledge of "voluntariness, self-discipline, and self-help" after the Ministry of Civil Affairs issued the Administrative Measures for Evaluation of Non-governmental Organizations. It is reported that the "Guidelines" issued this time are based on the existing laws and regulations of non-profit organizations in China, drawing on the self-discipline standards and credibility standards of non-profit organizations in Asian countries such as Europe and the United States, and soliciting opinions from various non-profit organizations, with a total of more than 80 clauses. The content includes nine aspects: mission, conflict of interests, internal governance, financing, finance, projects, personnel, cooperation with non-profit organizations, and information disclosure. Under the nine standards, there are two and three indicators to reduce the influence of the evaluator's subjective consciousness on the evaluation results, so that good non-profit organizations can be known to more people.

As early as ten years ago, China NPO industry began to explore the establishment of industry self-discipline mechanism. On June 5438+ 10, 2006, China Foundation for Poverty Alleviation, China Youth Development Foundation and amity foundation jointly launched the "Self-discipline Action of Non-profit Public Welfare Organizations in China", and entrusted the information consultation center of non-profit organizations as the executive body of the self-discipline alliance.

He said: "After accepting this standard, we should invite an independent third party to make an evaluation and disclose the information to the public. The establishment of this industry self-discipline mechanism can avoid the trouble of' one person is sick and everyone takes medicine' and avoid the terrible consequences of' bad money drives out good money'. "

Xu Yongguang, vice chairman of Narada Foundation, who is also one of the founders of the self-discipline alliance, said: "For fund providers like us, we also hope to help us screen non-profit organizations through the establishment of self-discipline standards. The Du Nan Foundation is also willing to abide by this standard. Although the Narada Foundation is a non-public fundraising foundation, most of our funds are the personal money of entrepreneurs, but we still will not lower the standard, and credibility is the first. "

For a long time, China lacks the supervision mechanism in the field of non-profit organizations, and the public's understanding of non-profit organizations mainly comes from the media. The media belongs to post supervision, and often only pay attention to problems. The serious information asymmetry between the public and non-profit organizations has affected the development of public welfare undertakings in China. He introduced that the next step will be to try to evaluate several non-profit organizations of different nature, and then modify the self-discipline criteria on this basis.
