In order to do a good job in the preparation of the "Thirteenth Five-Year Plan" in our province, according to the overall deployment of the national "Thirteenth Five-Year Plan", the following guiding opinions are put forward.

I. Main tasks

It took about two years to compile the 13th Five-Year Plan of Hubei Province. At the provincial level, there are mainly four types of achievements, namely, the Basic Ideas of the 13th Five-Year Plan for Economic and Social Development in Hubei Province (hereinafter referred to as the Basic Ideas), the Outline of the 13th Five-Year Plan for Economic and Social Development in Hubei Province (hereinafter referred to as the Draft Outline), the provincial 13th Five-Year Plan in related fields and the provincial Basic Ideas.

The "Thirteenth Five-Year Plan" of Hubei Province mainly includes three categories:

(1) Overall planning. The Master Plan is a strategic, programmatic and comprehensive plan, which is divided into three levels: province, city and county. Prepared by the people's government at the corresponding level, the development and reform department in conjunction with relevant departments is responsible for drafting and reporting to the people's congress at the corresponding level for deliberation and approval.

(2) Special planning. Special planning is formulated for specific areas of economic and social development, and it is the refinement of the overall planning in specific areas, which is divided into provincial special planning and city and county special planning. The relevant departments at the corresponding level shall be responsible for drafting, and the people's government at the corresponding level shall examine and approve or authorize the relevant departments to examine and approve. It is necessary to appropriately reduce the number of special plans, highlight key points, and make a good connection with the overall plan. For areas that can guide development through action programs and guidelines, special plans are generally not prepared.

(3) Regional planning. Regional planning is based on the economic and social development of a specific region across administrative regions, and it is the refinement and implementation of the master plan in a specific region. Inter-city regional planning shall be compiled by relevant provincial departments and submitted to the provincial people's government for approval.

Second, the job requirements

All localities and departments should proceed from the overall situation, emancipate their minds, innovate ideas, standardize procedures, improve methods, and complete planning tasks with high quality and efficiency.

(1) Grasp the planning background. In the preparation of the 13th Five-Year Plan, we should thoroughly implement the spirit of the 18th CPC National Congress and the 2nd, 3rd and 4th Plenary Sessions of the 18th CPC Central Committee, profoundly grasp the background of China's economic and social development entering a new normal, firmly grasp the policy opportunities of major national strategies overlapping in Hubei, reflect the strategic positioning of the central government in Hubei and the major strategic deployment of the provincial party committee and government, and achieve "four links": First, we should link up with the national "two hundred years" struggle goals. (2) Innovative planning concept. The concept and method of innovative planning should run through the whole process of the 13 th Five-Year Plan.

1. Establish strategic thinking. First, we must have a sense of the overall situation. Put the development of Hubei into the national and even global pattern to plan. Adhere to and improve the "one yuan multi-level" strategic system, closely combine the overall layout of "five in one" with the construction of "five Hubei", and clarify the strategic focus. The second is to have long-term planning. 3. Adhere to the problem orientation. 4. Reflect functional integration. It is necessary to promote development in strict accordance with the positioning of the main functional areas and establish a space development and protection system. First, introduce the content of spatial coordination and the concept of spatial balance into development planning, guide the rational layout of industries, population and towns on the basis of defining spatial functions, and strengthen the spatial guidance and restraint functions of the overall planning. Second, it is necessary to strengthen the effective connection between economic and social development planning, urban and rural planning, land use planning and environmental protection planning, and guide the optimal allocation of resource elements. 5. Expand public participation. It is necessary to improve the transparency of planning and social participation. First, it is necessary to give full play to the planning system of various localities and departments, extensively carry out joint research activities, and avoid behind closed doors and acting in isolation. Second, it is necessary to establish and improve the planning expert consultation and demonstration system, set up the province's "Thirteenth Five-Year Plan" expert advisory committee, and make full use of the external brain to provide all-field, whole-process and all-round consulting support for planning. Third, with the help of modern information platforms such as the Internet, we should make extensive suggestions and fully listen to the insights from all walks of life, and truly turn planning into a process of gathering people's wisdom, coordinating interests and forming * * * knowledge.

(3) Strict planning procedures. The preparation of the "Thirteenth Five-Year Plan" in our province needs to go through preliminary work, drafting, soliciting opinions, connecting, demonstrating, approving and releasing.

The overall planning is organized by the people's governments at all levels, and the development and reform department is responsible for drafting. Special planning and regional planning shall be prepared by relevant functional departments. Planning or drafting departments should do a good job in the preliminary work of planning, including basic investigation, data collection, subject research, demonstration of major projects included in the planning, etc.

Before the preparation of special planning and regional planning, it is necessary to draw up a work plan, and clarify the necessity, connecting units, demonstration methods, progress and examination and approval departments of the preparation. The planning department shall, in accordance with the prescribed procedures, send the draft plan to the relevant departments for connection. The draft plan that has not been connected shall not be submitted for approval and promulgated for implementation. The convergence of the "Thirteenth Five-Year Plan" in our province should follow the following principles:

1. The lower level planning conforms to the upper level planning;

3. Special plans shall not contradict each other;

4. Other principles stipulated by laws and administrative regulations.

(4) Improve the planning method. We should actively learn from the advanced experience and practices of other regions, combine the reality and characteristics of our province, further improve the planning methods, and use new methods, technologies and means to enhance the operability of planning.

1. Set the index system scientifically. It is the core of the whole plan to study and formulate the objectives and indicators of the 13 th Five-Year Plan. Scientific design and calculation of planning indicators should not only reflect the requirements of "striving for quality, upgrading and increasing efficiency", but also pay attention to the specific planning of "laying a foundation and managing the long term". It is necessary to formulate differentiated development priorities, development goals and evaluation systems according to local conditions, so as to coordinate development with the carrying capacity of resources and environment and improve the level of sustainable development.

In order to ensure the smooth development of the planning work, we must strengthen the organization, expand our strength and mobilize the enthusiasm of all parties.

(1) Strengthen organizational leadership. The provincial people's government has established a coordination mechanism for the preparation of the province's "Thirteenth Five-Year Plan", and its office is located in the Provincial Development and Reform Commission. The main responsible persons of all localities and departments should take overall responsibility for the preparation of the 13 th Five-Year Plan and be in charge of the leadership. Four. Financing arrangement

Provincial "Thirteenth Five-Year Plan" funds are arranged in the budgets of provincial departments as a whole, which are mainly used for research on major issues, drafting of basic ideas, drafting of outlines, and preparation of provincial special plans. The funds required by the municipal and county governments for planning shall be included in the fiscal budget at the corresponding level.
