The term "agency affairs" as mentioned in these Measures refers to the funds, assets, logistics services and other affairs related to the normal operation of the security organs.
The term "administrative affairs management" as mentioned in these Measures refers to administrative activities such as planning, organizing, coordinating and controlling administrative affairs. Article 3 Government affairs shall follow the principles of centralization and unification, safeguarding official duties, practicing economy, being pragmatic and efficient, and being open and transparent. Article 4 People's governments at all levels and their departments shall scientifically set up institutions (institutions that the people's governments of cities, districts and counties (cities) undertake this function, hereinafter referred to as administrative departments), clarify their responsibilities and tasks, strengthen staffing, co-ordinate the allocation of resources, and uniformly implement administrative systems and standards. Article 5 The competent department of organ affairs shall be responsible for the organ affairs of the people's government at the corresponding level and give guidance to the relevant organ affairs of the people's governments at lower levels.
The competent department of organ affairs shall formulate the rules, regulations and standard system of organ affairs management at the corresponding level, carry out the measurement and evaluation of management benefits, and optimize the workflow and decision-making operation mechanism. Article 6 The municipal administrative department shall establish an information platform for municipal government management, realize information sharing of assets, office buildings, official vehicles and logistics services, and promote the legalization of government affairs, standardization of services, standardization of safety and informationization of means. Article 7 The municipal, district and county (city) people's governments shall, in accordance with the principles of adjusting measures to local conditions, combining unification with separation, balancing and ordering, and giving priority to benefits, promote the reform of government administration.
Where centralized office is implemented, the competent department of organ affairs at the same level shall organize and provide the services required for the operation of the organ, and the relevant funds shall be included in the budget of the competent department; Other matters suitable for decentralized management shall be the responsibility of each department.
If centralized office is not implemented, the institution that undertakes the relevant functions of organ affairs management shall be responsible or may entrust the competent department of organ affairs to organize and provide services. Chapter II Management of Funds Article 8 People's governments at all levels and their departments shall strengthen the management and supervision of the operating funds of organs, improve the expenditure items and standards, standardize the examination and approval procedures for the use of funds, and improve the efficiency of the use of funds.
The term "operating expenses of organs" as mentioned in these Measures refers to the funds used to purchase goods (including projects) and services to ensure the operation of organs. Article 9 The administrative department of organ affairs shall adhere to the orientation of ensuring basic needs, distinguish between systems and levels, and formulate the physical quota and service standards for the operation of organs at the same level.
The quota of physical objects for organ operation mainly includes the standards of quantity, quality, technology, etc. required for the operation of organs, such as office buildings, official vehicles, office equipment, office furniture, etc.
The service standards for the operation of organs mainly include the content and grade standards of services needed to ensure the operation of organs, such as meetings, travel, training and property services. Tenth city and district, county (city) financial departments shall, according to the physical quota and service standards, refer to the market prices of goods, projects and services, and organize the formulation of the budget expenditure quota standards of the organs at the same level.
The competent department of government affairs and the financial department should strengthen cooperation and improve the dynamic adjustment mechanism of the standards mentioned in the preceding paragraph according to policy changes, functional adjustment and market prices. Eleventh government departments shall, according to the physical quota, service standards and budget expenditure quota standards, prepare their own operating budgets.
The financial department shall, in accordance with the principle of total control and strictness, make a unified review and summary, and prepare the operating budget of the government organs at the corresponding level. Article 12 The municipal, district, county (city) people's governments and their departments shall include official reception fees, official vehicle purchase and operation fees, and expenses for going abroad (border) on business into budget management, strictly control their scale and proportion in the total government operating budget, and strictly manage expenditure plans. It is strictly forbidden to misappropriate other budgetary funds for this expenditure. Thirteenth people's governments at all levels and their departments shall establish and improve the internal control management system of government procurement, and carry out government procurement activities in accordance with relevant regulations.
Government departments in the preparation of the annual departmental budget, should be in accordance with the centralized procurement catalog and procurement quota standards for the preparation of government procurement budget. If the department budget added or adjusted in the year belongs to the government procurement project, it shall be added or adjusted at the same time. Strictly implement the government procurement budget approved by the financial department, and use funds according to the expenditure items and purposes stipulated in the budget, and shall not be adjusted or changed at will. Fourteenth government centralized procurement institutions should establish and improve the management system, shorten the procurement cycle, improve procurement efficiency, reduce procurement costs and ensure procurement quality. The prices of goods and services purchased centrally by the government shall be lower than the average market prices of similar goods and services.
Government departments should purchase affordable goods, not luxury goods, super-standard services and luxurious office buildings.
Government departments are not allowed to purchase projects listed in the centralized procurement catalogue and purchased by centralized government procurement agencies, and are not allowed to purchase on their own or break up parts to avoid centralized government procurement.
