Interim Provisions on Bid Evaluation Management of Hefei Bidding Center:
Article 1 These Interim Provisions are formulated in accordance with the relevant laws and regulations of the state in order to ensure the normal and orderly evaluation of bid invitation projects and safeguard the legitimate rights and interests of tenderers and bidders.
Article 2 These Interim Provisions shall apply to the trading projects organized and implemented in Hefei Tendering and Bidding Center.
Article 3 Hefei Tendering and Bidding Center shall earnestly organize, coordinate and serve the bid evaluation process of the project, and cooperate with supervisors to strengthen the supervision and management of the bid evaluation process.
Article 4 The on-site management personnel in the bid evaluation area shall maintain the order of the bid evaluation site, and irrelevant personnel shall not enter the bid evaluation area to interfere with the bid evaluation process.
Article 5 Before the bid evaluation of a project begins, the following work shall be done:
(1) The person in charge of the project shall prepare the bidding documents, the Sign-in Form for Judges and Invited Supervisors, the Instructions for Project Bid Evaluation Supervisors and the Instructions for Judges of the Bid Evaluation Committee before the bid evaluation. If electronic bid evaluation is adopted, the project leader should input the bid evaluation method into the bid evaluation system in advance.
(2) The judges and supervisors shall sign the Sign-in Form for Judges and Invited Supervisors.
(three) the person in charge of the project introduces the members of the bid evaluation committee (hereinafter referred to as the "jury") and the supervisor.
(4) The supervisor reads out the Notice of the Judges of the Bid Evaluation Committee. The supervisor signs the Notice of Project Bid Evaluation Supervisor, and the judges sign the Notice of Bid Evaluation Committee Judges.
(five) the jury democratically elected the head of the jury, and the judges or representatives of the owners' units shall not serve as the head.
(6) The person in charge of the project, the representative of the tenderee (if any) and the cost consulting unit (if any) introduce the relevant information in the early stage of this project.
(7) The person in charge of the project will distribute the bidding documents and other materials to the judges for review, and each judge should carefully review all the bidding documents that should be reviewed.
Article 6 Where the tender documents clearly stipulate the bid evaluation methods and standards, the bid evaluation process shall be conducted in strict accordance with the provisions.
If the judges violate the bid evaluation methods and standards stipulated in the tender documents, the project leader shall cooperate with the supervisor to stop them in time and report to the Supervision Office of Hefei Municipal Bureau of Tendering and Bidding (hereinafter referred to as "Municipal Bureau of Tendering and Bidding"). Article 7 The judges shall, in accordance with the relevant laws and regulations and the provisions of the tender documents, conduct a preliminary examination of the tender documents, mainly examining the qualification certificates of bidders.
(1) If the bid documents are confirmed to be invalid after review, the jury shall have sufficient factual basis and reasons, record the reasons for rejection in writing, and inform the rejected bidders at the same time.
(2) If the jury is in doubt about the bid documents, it may ask the bidder to make a written explanation by asking the subject matter, but the written explanation shall not substantially modify the contents of the bid documents. If a bidder fails to make a written explanation within the specified time or fails to meet the requirements of the tender documents after review, the jury may determine that his bid is invalid and record the reasons for refusal in writing.
(three) after the preliminary examination, the project leader shall fill in the summary of the preliminary examination results, and all the judges shall sign for confirmation.
Article 8 For a project adopting the comprehensive evaluation method, the detailed evaluation of the tender documents shall be conducted in accordance with the following procedures:
(a) the judges independently review and score, and shall not negotiate with each other.
(2) The judges will sign for confirmation after scoring, the project leader will assist in summarizing, and all judges and invigilators will sign for confirmation on the summary table. Once the detailed evaluation score table and summary table are signed and confirmed, they shall not be re-scored.
(3) The project leader shall report the ranking of each bidder to the jury after summarizing the scores.
(four) in the process of bid evaluation, the person in charge of the project should review the evaluation results of the judges. If obvious mistakes are found, the supervisor shall urge the judges to correct them in time.
Article 9 For a project that adopts the effective lowest bid evaluation method, the bid documents shall be evaluated in the following ways:
(1) If the government procurement adopts the effective lowest bid evaluation method, the jury will begin to evaluate the bid documents with the lowest price until the pre-winning bidder and the pre-winning candidate who meet the requirements of the bidding documents are selected. The jury will no longer conduct preliminary examination and detailed review of the remaining bidding documents.
(2) If the construction project adopts the effective lowest bid evaluation method, the jury will first conduct qualification examination, starting from the bidding documents with the lowest quotation that have passed the qualification examination, until the pre-winning bidder and the pre-winning candidate that meet the requirements of the bidding documents are selected.
(3) In the process of bid evaluation, if the bid documents are confirmed to be invalid after evaluation, the jury shall have sufficient factual basis and reasons, record the reasons for rejection in writing, and notify the bidders of the rejected bid.
Article 10 The leader of the bid evaluation team is responsible for drafting (or entrusting others to draft) the bid evaluation summary, which is a report prepared by the jury according to the original bid evaluation records and the bid evaluation results signed by all the judges. All judges must sign the evaluation summary, and those who don't sign it will be regarded as the default evaluation result. After the judges sign, the supervisor finally signs the review minutes.
Eleventh after the bid evaluation, the person in charge of the project shall promptly clean up the project bid evaluation records in the computer of the bid evaluation room, and at the same time, with the assistance of relevant staff, clean up the bid documents and bid evaluation materials at the bid evaluation site, and keep them properly, and shall not be lost. The supervisor shall fill in the "Opinions on Supervision of Bidding Project of Hefei Bidding Center" and submit it to the Supervision Department of the Municipal Bureau of Recruitment and Management.
Twelfth projects using online electronic bid evaluation, the bid evaluation process should be carried out in accordance with the "Hefei bidding center online bidding operation procedures".
Thirteenth the Interim Provisions shall be interpreted by the Municipal Urban Management Bureau.
Fourteenth the Interim Provisions shall come into force as of the date of issuance and shall be valid for two years. City counties (cities) bidding agencies with reference to the Interim Provisions.
