The film mainly tells the story that chief investigators Lu Zhilian (Louis Koo) and Cheng Deming (Kevin Cheng) * * * accidentally discovered another major customs corruption case involving human trafficking while investigating a smuggling corruption case. This case is related to Jin, the leader of the terrorist attack group, and Xiao Zhuoya (Xie Tianhua), who is behind the scenes, and involves many senior leaders of Hong Kong Customs.
