Highway management units take measures such as channelization of the pavement and setting signs to physically isolate the freight vehicle passages in the toll plaza; Scientifically set the positions, shifts and specific operation procedures of on-site entrance weighing inspection, meet the requirements of 24-hour work of entrance weighing inspection, and strictly implement the control measures of "trucks must be inspected and prohibited from exceeding the limit" at the entrance; For trucks that violate the law and refuse to enter the weighing detection lane, it is forbidden to enter the expressway, and timely report to the road administration and the public security traffic control department for handling according to law; Upon verification, if it is found that the vehicle holding the Pass for Over-gauge Transport Vehicles does not meet the requirements, it shall promptly report to the road administration institution for handling according to law.
Entrance inspection standards shall meet the following requirements:
1. Check the entrance according to the limit value of axial load. In strict accordance with the standards stipulated in Article 3 of Order No.62 of the Ministry of Transport (20 16), refrigerated trucks, automobile trains, air-suspended vehicles, fire engines, wreckers and other special operation vehicles meet the requirements of overall dimensions, axle weights and mass values (GB 1589) of automobiles, trailers and automobile trains.
2. Linkage management of entrance inspection. The entrance weighing test data shall be coordinated with the entrance railing machine of the toll station, and the weighing test data shall be automatically transmitted to the railing machine. Trucks without entrance weighing inspection shall not be lifted and released.
3. In strict accordance with the "business norms" for weighing detection and overrun judgment. Ensure the rapid passage of legal vehicles, persuade illegal and over-limit vehicles to return and prohibit them from entering the expressway.
4. The entrance inspection equipment runs stably. Establish system schemes such as equipment operation and maintenance, standby equipment management, emergency plan, etc., do a good job in daily operation and maintenance of testing facilities, repair damaged entrance testing equipment in time, and ensure stable equipment operation and smooth network in the road section.
(2) Export investigation
1. Expressway management units shall use toll station exit weighing and charging equipment and set up vehicle image acquisition equipment to realize automatic vehicle license plate recognition, automatic weight detection and automatic image acquisition. At the exit of the toll station, check the information such as truck weighing detection, blacklist and large transport license. When illegal and out-of-gauge vehicles are found at the exit, verify the name of the entrance toll station and report it to the road administration agency for handling.
2. The toll station export report does not have the "Pass for Over-limit Transport Vehicles" or the vehicles with the "Pass for Over-limit Transport Vehicles" are inconsistent with the vehicle cargo certificates, and the highway management agencies shall deal with them according to law; If the entrance is a toll station in this province, the highway management organization shall order the highway management unit in this area to rectify; If the entrance is a toll station in other provinces, it shall be reported to the Provincial High-level Management Bureau after the monthly statistical summary by the road administration institution, and shall be reported to the Provincial Department of Transportation for copying according to the business coding requirements after the summary verification by the Provincial High-level Management Bureau.
3. When illegal and out-of-gauge vehicles transporting scattered goods are found at the exit of toll stations, they shall report to the road administration and public security traffic control departments and accept investigation. If the entrance is a toll station in this province, the highway management organization shall order the highway management unit in this area to rectify; If the entrance is a toll station in other provinces, it shall be reported to the Provincial High-level Management Bureau after the monthly statistical summary by the road administration institution, and shall be reported to the Provincial Department of Transportation for copying according to the business coding requirements after the summary verification by the Provincial High-level Management Bureau.
(3) On-site disposal
1. Classified management of toll stations. According to the daily average traffic data of trucks, the expressway toll stations in the province are divided into Class A (daily average 1500 or more, including 20 toll stations), Class B (daily average 1000- 1500, including 3 1 toll stations) and Class C (daily average 65430).
2. On-site management of entrance inspection
(1) The expressway management unit analyzes the traffic flow data of this section, improves the workflow of entrance weighing detection, leads the shift-taking system, and formulates emergency plans such as congestion prevention; Set up special (standby) lanes for persuasion by channelizing roads and placing signs at the entrance of conditional stations; According to the number of weighing inspection lanes at the entrance of each toll plaza, and in accordance with the duties of publicity, guidance, inspection, persuasion and monitoring, fully deploy the weighing inspection personnel at the entrance and strengthen training to ensure that the weighing inspection lanes at the entrance run 24 hours a day.
(2) During the period from 65438+February 16 to 65438+1October 23, 2020, all road administration agencies and public security traffic control departments are on duty at A-level stations all day, rotating randomly at B-level stations (8 hours a day, the period with the largest traffic volume) and arriving at C-level stations within a limited time (after receiving the toll station report, under normal circumstances, 30.
(three) the expressway management unit shall persuade the vehicles that do not meet the traffic conditions to enter the expressway. On-site workers open special (standby) persuasion channels to guide vehicles away; For vehicles that can't be persuaded to return in the station, the relevant information of the vehicle should be registered in detail, and a Notice of Refusing to Return by Weighing in the Station should be issued, which clearly informs the driver to leave the expressway near the next stop on the road network and bear relevant legal responsibilities and legal consequences. The monitoring room will track and verify the driving information of the vehicle.
(4) The toll station shall verify the large transport vehicles through the toll collection system (if it cannot be automatically verified, manually scan the QR code of the over-limit transport vehicle pass for verification), and pass after inspection; For vehicles that have not gone through the "Pass for Over-limit Transport Vehicles", they shall be persuaded to return according to the procedures and report to the road administration brigade in time.
(5) For the over-limit vehicles that block the entrance weighing detection lane and still fail to comply with the persuasion requirements after being persuaded by the on-site staff, the expressway management unit shall immediately report to the public security traffic control department and the road administration institution under its jurisdiction, and the traffic police and road law enforcement personnel shall deal with them according to law, and if necessary, forcibly tow them away according to law.
(VI) For those who maliciously disturb the normal charging order, attack or abuse or beat the on-site staff, the expressway management unit shall report to the local public security organ for handling, and the road administration institution and the public security traffic control department shall assist and cooperate with the local public security organ to do the relevant work.
(4) Data submission
1. Import and export data of toll station. The expressway management unit shall use weighing detection equipment at the entrance and exit of the toll station, and upload the weighing detection data such as vehicle number plate, vehicle model, total mass of goods, maximum allowable total mass, weighing image data including three photos of the front, back and side of the vehicle, and video with a length of not less than 5 seconds to the provincial networked toll center through the private network.
2. Data of road administration institutions.
(1) The road administration brigade in the jurisdiction shall check the use of weighing and testing equipment at the entrance of each toll station in the jurisdiction daily. If the entrance inspection equipment is not used as required or damaged for more than 1 day, it shall be ordered to make immediate rectification. The road administration detachment shall report the usage of inspection equipment at the entrance of each toll station in this section every week, and report it to the provincial senior management office (hereinafter referred to as the overload control office).
(2) The road administration brigade shall check the traffic data of vehicles at the exit of toll stations in the jurisdiction at least once a week, and when it finds illegal vehicles with overload and overrun, it will check the information of the entrance toll stations and report it to the road administration detachment. For the road sections under the jurisdiction of the detachment, the road administration detachment will urge the expressway business units under its jurisdiction to rectify through interviews and copying.
(3) Joint punishment for dishonesty. The untrustworthy transportation enterprises or individuals who conceal relevant information or provide false materials to apply for the license of highway overloading are listed in the blacklist of large-scale license of the examination and approval platform, and may not apply for the license of highway overloading within 1 year (all branches and brigades shall report it to the Bureau Governance Office within 3 days after discovering it, and the Provincial Senior Management Bureau will summarize the reported information and report it to the large-scale license blacklist office of each provincial bureau every month.
For freight vehicles or drivers who have illegally transported more than three times in a year, who conceal relevant information or provide false materials to apply for administrative license for overloading transportation, and who refuse to inspect overloaded vehicles that forcibly pass through the expressway overloading detection station, disciplinary measures for dishonesty shall be implemented in accordance with the relevant contents of the Notice of the General Office of the Ministry of Transport on Defining Serious Illegal and Untrustworthy Overloaded Transportation Behavior and Relevant Matters of Responsible Subjects (Jiaodao [2017] No.8). For freight vehicles included in the list of untrustworthy parties, during the period of joint punishment, they do not enjoy the preferential policy of "green passage" to waive vehicle tolls. (Before 65438+10.3, April 3, July 3, and 65438+10.3 every year, each detachment shall summarize the road transport enterprises, road transport employees, freight vehicles, types of dishonesty and specific circumstances in the last quarter within its jurisdiction, and submit the relevant information summary table and relevant evidence information materials to the provincial high-level management bureau to enter the list and submit it to the system).
Article 59 of the Highway Law of People's Republic of China (PRC) * * * The following highways that meet the technical level and scale stipulated by the transportation department of the State Council can collect vehicle tolls according to law:
(1) Roads built by the transportation departments of the local people's governments at or above the county level with loans or funds raised from enterprises and individuals;
(two) domestic and foreign economic organizations to accept the right of toll roads in accordance with the law;
(3) Roads invested and built by domestic and foreign economic organizations according to law.
