Qualification standard for engineering cost consulting enterprises (valid: effective on February 19, 2020)
The qualification grades of engineering cost consulting enterprises are divided into Grade A and Grade B. ..
Grade A engineering cost consulting enterprises can engage in engineering cost consulting business of various construction projects;
Grade B engineering cost consulting enterprises can engage in engineering cost consulting business of various construction projects with engineering cost below 50 million yuan.
The qualification standards of Grade A engineering cost consulting enterprises are as follows:
(a) to obtain the qualification certificate of Grade B engineering cost consulting enterprise for 3 years;
(two) the technical person in charge has obtained the first-class cost engineer registration certificate, has the senior title of engineering or engineering economy, and has been engaged in the professional work of engineering cost for more than 15 years;
(3) There shall be no less than 12 full-time personnel (hereinafter referred to as "full-time personnel") engaged in the professional work of engineering cost, among whom there shall be no less than 10 personnel with intermediate or above professional titles in engineering (or engineering economy) or who have obtained the registration certificate of the second-class cost engineer; No less than 6 people have obtained the first-class cost engineer registration certificate, and other people have professional work experience in engineering cost;
(four) the enterprise has signed a labor contract with full-time professionals, full-time professionals meet the professional age prescribed by the state (except investors);
(five) the accumulated operating income of the engineering cost consulting enterprise in the past three years is not less than 5 million yuan;
(six) whether the basic social endowment insurance procedures handled by the enterprise for the full-time professionals of the unit are complete;
(seven) no following acts within 3 years before the date of applying for the approval of the qualification grade:
1. Alter, resell, lease or lend the qualification certificate, or illegally transfer the qualification certificate in other forms;
2 beyond the scope of business qualification level to undertake engineering cost consulting business;
3. At the same time, accept the project cost consulting business of the tenderer, bidders or more than two bidders for the same project;
4. Unfair competition that gives kickbacks or maliciously lowers fees;
5. Project cost consulting business undertaken by subcontracting;
6. Other acts prohibited by laws and regulations.
The qualification standards of Grade B engineering cost consulting enterprises are as follows:
(a) the technical director has obtained the first-class cost engineer registration certificate, has the senior title of engineering or engineering economy, and has been engaged in the professional work of engineering cost for more than 10 years;
(2) There shall be no less than 6 full-time professionals, among whom there shall be no less than 4 persons with intermediate or above titles in engineering (or engineering economy) or who have obtained the registration certificate of second-class cost engineer; At least 3 people have obtained the first-class cost engineer registration certificate, and other people have professional work experience in engineering cost;
(three) the enterprise has signed a labor contract with full-time professionals, full-time professionals meet the professional age prescribed by the state (except investors);
(4) The enterprise has complete procedures for handling the basic social endowment insurance for its full-time staff;
(five) the cumulative operating income of the project cost consultation within the temporary period is not less than 500,000 yuan;
(six) before the date of applying for the approval of the qualification grade, there is no act prohibited by Article 25 of these Measures.
The qualification level of the newly applied engineering cost consulting enterprise is approved as Grade B, tentatively for one year.
