State organs, social organizations, enterprises and institutions, and urban and rural grassroots organizations within the administrative area of this province shall carry out national defense education and carry out national defense education activities at least once a year. Article 6 The National Defense Education Committee at or above the county level shall be responsible for the organization, leadership and management of national defense education within its administrative area. The Committee has an office responsible for the daily work of national defense education. Article 7 Military organs shall be responsible for the national defense education of servicemen, militia, reservists and citizens eligible for enlistment; Assist schools to carry out national defense education.
The China People's Liberation Army troops stationed in Guizhou and the People's Armed Police Force shall support and cooperate with local governments to carry out national defense education. Article 8 The administrative department of education shall be responsible for formulating the national defense education plan of the school, which shall be organized and implemented by the school. Ninth culture, sports, press and publication, radio and television and other relevant departments shall, in accordance with their respective responsibilities, cooperate closely and take various forms to carry out national defense education. Article 10 National defense education in urban streets and rural areas shall be organized and implemented by neighborhood offices and township people's governments.
The national defense education of the floating population is the responsibility of the employing units, sub-district offices and township people's governments. Eleventh enterprises and institutions shall, according to the characteristics of their own industries and units, carry out national defense education for their employees.
The national defense education of Chinese employees in Sino-foreign joint ventures, Sino-foreign cooperative ventures and foreign-funded enterprises shall be the responsibility of the enterprise trade union organization. Article 12 National defense education is divided into universal education and key education. The main contents of universal education include national defense spirit, national defense history, national defense geography, national defense sports, military common sense, civil air defense, national defense rights and obligations and other common sense.
In addition to the contents specified in the preceding paragraph, key education shall include national defense theory, national defense mobilization, national defense strategy, national defense legal system, national defense science and technology, national defense economy, military skills and situation education.
The target of key education is the staff of state organs and social organizations, the heads of enterprises and institutions, active servicemen, backbone militia, first-class reserve officers and soldiers, employees of national defense science, technology and industry units, students of colleges and universities, vocational and technical schools and senior middle schools; Other citizens are the targets of universal education. Thirteenth national defense education in schools is the basis of national defense education for the whole people. Schools at all levels and types should offer courses on national defense education or add national defense education content to related courses. Fourteenth national defense education in schools, the use of national or provincial education administrative departments approved textbooks; The national defense education of militia, reservists, soldiers and citizens eligible for enlistment shall use the teaching materials designated by the provincial military region; The national defense education of state organs, social organizations, enterprises and institutions, urban streets, rural areas and floating population shall use the teaching materials designated by the Provincial National Defense Education Committee. Fifteenth national defense education should be carried out in the following ways according to the characteristics of different educational objects:
(a) for the staff of state organs, social organizations and responsible persons of enterprises and institutions, through various training methods;
(two) for active servicemen, according to the provisions of the state military organs, combined with the actual situation of the army to determine; Conduct political education, organizational rectification and military training for militia, reservists and soldiers.
(three) employees of national defense science and technology industrial units, combined with military production and scientific research tasks;
(four) for students in institutions of higher learning, secondary specialized schools, vocational and technical schools and senior middle schools, through classroom education and military training; For students in technical schools, junior high schools and primary schools, it is carried out in combination with teaching and extracurricular activities in various disciplines;
(five) for other citizens, combined with ideological and political education, legal education and other forms of education. Article 16 People's governments at all levels shall incorporate national defense education into the national economic and social development plan, and the funds for national defense education shall be included in the fiscal year budget at the same level.
The national defense education funds of schools are listed separately in the education funds.
National defense education funds of state organs, social organizations, enterprises and institutions shall be charged in the funds of their own units. Seventeenth units and individuals that have made remarkable achievements in national defense education shall be commended or rewarded by the people's governments at all levels, the National Defense Education Commission or the relevant departments. Eighteenth units that fail to carry out national defense education according to the provisions of these regulations shall be ordered by the administrative department to make corrections within a time limit; Those who refuse to make corrections shall be given administrative sanctions.
Whoever disturbs or hinders national defense education or destroys national defense education facilities and violates the regulations on administrative penalties for public security shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
