The marine and fishery administrative departments shall be responsible for the supervision and management of marine nature reserves, aquatic germplasm conservation zone, marine special reserves and other coastal wetlands, and protect the marine ecological environment.
The water administrative department is responsible for water and soil conservation, water resources protection and management of regional wetlands such as rivers, lakes and reservoirs.
The competent administrative department of ecological environmental protection is responsible for the supervision and management of wetland environmental protection, such as water quality monitoring and quality evaluation, for the water environment functional areas that flow into wetland water bodies.
Agricultural administrative departments are responsible for the management of agricultural production in wetlands, and reduce the pollution of agricultural production to the ecological environment of wetlands.
The administrative departments in charge of development and reform, finance, land and resources, planning, housing and urban and rural construction, transportation and tourism shall, according to their respective duties, do a good job in wetland protection according to law. Article 7 The Municipal People's Government shall organize the establishment of an expert committee on wetland protection, and shall solicit the opinions of the expert committee on wetland protection when compiling wetland protection planning, determining wetland directory, delineating wetland protection scope, formulating wetland protection scheme, monitoring and evaluating wetland resources, and carrying out construction and utilization within the scope of wetland protection. Encourage and support citizens, legal persons and other organizations to participate in wetland protection in the form of voluntary service and donation, and carry out scientific research, publicity and education and exchanges and cooperation at home and abroad on wetland protection. Article 9 The municipal planning administrative department shall, jointly with the administrative departments of forestry, marine and fishery, water affairs, ecological environment protection, land and resources, housing and urban and rural construction, agriculture and tourism. , organize the preparation of the city's wetland protection plan, promulgated and implemented after the approval of the Municipal People's government, reported to the Standing Committee of the Municipal People's Congress for the record, and filed with the provincial planning administrative department and the relevant provincial wetland management department according to law.
If the wetland protection plan needs to be changed, it shall be handled in accordance with the original examination and approval procedures and reported to the Standing Committee of the Municipal People's Congress for the record; If it is really necessary to make major amendments, the Municipal People's Government shall report to the Standing Committee of the Municipal People's Congress and organize the implementation after deliberation and approval by the Standing Committee of the Municipal People's Congress. Tenth municipal and district people's governments and relevant administrative departments shall strictly implement the wetland protection plan, and shall not approve construction projects or other development and construction activities that violate the plan. Article 11 The municipal forestry, marine and fishery administrative departments shall set up protection signs in a prominent position around the wetlands listed in the wetland list, indicating the name, type, boundary, protection level, management and protection objectives, management and protection responsible units, supervision telephone number and other contents of the wetlands.
No unit or individual may alter, bury, move, damage or destroy wetland protection signs without authorization. Twelfth ordinary wetlands with beautiful natural landscape, rich biological population and concentrated human landscape, which have the significance of popular science propaganda and education, can establish municipal wetland parks.
Units and individuals are prohibited from naming and listing municipal wetland parks without authorization. Article 13 The municipal administrative department of forestry, marine and fishery, the wetland protection management institution or the responsible unit of wetland management and protection shall organize and evaluate the environmental capacity of the municipal wetland park and the maximum carrying capacity of the scenic spot, scientifically delimit the tour routes, and reasonably control the number of tourists. Fourteenth general wetlands that have not established municipal wetland parks can establish wetland reserves.
The establishment of wetland reserves shall be put forward by the municipal forestry administrative department in conjunction with relevant departments and implemented after being approved by the Municipal People's government.
Without the approval of the original examination and approval authority, the nature, scope and boundaries of wetland reserves shall not be changed without authorization. Fifteenth Municipal People's government and the relevant administrative departments shall, according to the wetland protection plan, make a scientific assessment of the natural degradation and destruction of wetlands, formulate the restoration or construction plan and organize the implementation.
To restore or build wetlands, wetland plants suitable for the local environment should be planted, and an environment conducive to wildlife reproduction and habitat should be created according to the characteristics and laws of local wildlife activities.
