The relevant administrative departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, cooperate with the development of bulk cement management. Sixth bulk cement management institutions at all levels should strengthen the propaganda work of developing bulk cement, and provide information consultation and services for units and individuals that produce, transport and use bulk cement to implement specific management work. Seventh existing cement production enterprises, rotary kiln, bulk cement distribution capacity must reach more than 60%; For vertical kiln type, the distribution capacity of bulk cement must reach more than 30%.
Newly built, expanded and rebuilt cement production enterprises must have more than 70% bulk cement distribution capacity. Can not meet the requirements, the relevant departments shall not approve the construction. Eighth enterprises producing ready-mixed concrete and large and medium-sized cement products enterprises must all use bulk cement. Ninth engineering construction projects, the total use of cement reached more than 300 tons, the use of bulk cement should reach more than 70% of the total use of cement; Transportation, energy, ports, water conservancy, municipal engineering construction projects, the use of bulk cement should reach more than 80% of the total cement use.
If the construction project cannot use bulk cement due to objective conditions such as traffic and construction site, the construction unit shall report to the corresponding bulk cement management institution for the record before the commencement date of the construction project 15. Tenth belongs to the use of bulk cement or ready-mixed concrete construction projects, must be based on the bulk cement or ready-mixed concrete project budget, budget and final accounts. Article 11 When special vehicles for bulk cement, concrete transport mixers, concrete pump trucks and mobile tank self-loading and unloading sports vehicles enter urban areas and urban traffic control sections, the traffic police department of the public security shall go through the formalities in time and provide convenience for driving. Twelfth railway departments should strengthen dispatching, improve the transportation efficiency of bulk cement railway transport vehicles, and give priority to planning, vehicle deployment, dispatching and transportation. Thirteenth bulk cement special fund is a government fund approved by the State Council for the development of bulk cement. Enterprises engaged in loan cement production, construction units using bagged cement and cement products enterprises shall pay special funds for bulk cement to bulk cement management institutions at all levels in accordance with state regulations.
Bulk cement management institutions at all levels shall collect the bulk cement in accordance with the scope stipulated by the financial department of the provincial people's government and the competent department of bulk cement, or entrust relevant departments to collect it, and inspect and verify the production and use of bagged cement according to law. Fourteenth bulk cement special funds according to the provisions of the state earmarking, mainly used for:
(a) new construction, renovation and expansion of special facilities for bulk cement, purchase and maintenance of special equipment;
(two) the bulk cement construction project loan discount;
(three) scientific research and new technology development and popularization of bulk cement. Fifteenth bulk cement special funds shall not be reduced or exempted, and shall not expand the scope of collection or change the collection standards.
The auditing, finance and bulk cement administrative departments of the people's governments at or above the county level shall, in accordance with the relevant provisions of the state and this province, supervise and inspect the collection, payment, management and use of special funds for bulk cement. Sixteenth one of the following acts, the administrative departments of bulk cement of the people's governments at all levels shall entrust the bulk cement management institutions at the same level to be punished in accordance with the following provisions:
(a) cement production enterprises have not reached the bulk cement distribution capacity stipulated in these measures, and shall be ordered to reach it within a time limit; Fails to reach the deadline, punishable by a fine of 3000 yuan and 30 thousand yuan;

(3) Failing to pay the special funds for bulk cement in accordance with the provisions of the state, it shall be ordered to pay in full within a time limit, and an overdue fine of 3‰ shall be charged on a daily basis; If it fails to pay within the time limit, a fine of +0 to 3 times the amount of special funds for bulk cement shall be imposed.
According to the provisions of the preceding paragraph, the late fees charged are included in the special funds for bulk cement; All fines must be turned over to the state treasury. Seventeenth areas where people's governments at or above the county level prohibit on-site mixing of concrete, without approval, shall be ordered by the construction administrative department to make corrections; And the construction unit shall be fined per cubic meter 100 yuan according to the amount of concrete mixed on site.
