Article 2 Scope of application: All engineering changes occurred during the implementation after the signing of the contract, including design changes, on-site visas not attributable to the construction unit under special circumstances, and claims caused by other reasons. Design change refers to all modified construction drawings (including modification, addition, abolition of construction drawings, new drawings, etc.). ) issued by the design institute after the project bidding is completed.
Article 3 Management principles
(a) to encourage the optimization of design and construction scheme, improve the quality of the project, shorten the construction period and save the project cost.
(two) the implementation of the examination and approval system, it is strictly prohibited to change and build without approval.
Article 4 Classification of engineering changes
(a) according to the amount of change and the degree of influence on the project:
1. Class I changes: refer to the engineering changes made in the contract to the construction scale, technical standards and major design schemes approved by the government, and the engineering changes that need to be dealt with by adjusting the total project budget (or project establishment), or the engineering changes with a single cost of 2 million yuan or more, or the engineering changes that affect the total construction period for more than 30 working days (including 30 working days);
2. The second type of change: refers to the engineering change that the estimated amount is increased by more than 200,000 yuan (including 200,000 yuan) and does not exceed the estimated amount, or the change that affects the total construction period 10 ~ 30 working days (including 10 working days);
3. Three types of changes: refers to the engineering changes whose estimated amount is increased from 50,000 yuan to 200,000 yuan (including 50,000 yuan) and does not exceed the estimated amount, or the engineering changes that affect the total construction period within 10 working days;
4. Four types of changes: refers to the change of a project whose estimated amount is increased to less than 50,000 yuan, and the cumulative change amount of this project does not exceed 500,000 yuan; Engineering changes that reduce or do not increase the engineering cost and do not affect the total construction period.
(2) According to the change proposer's classification: owner, design, supervision and construction.
Article 5 Division of responsibilities
(1) supervision engineer: fully handle the engineering change affairs within the scope authorized by the District Transportation Bureau, be responsible for accepting and preliminarily examining the engineering change application, put forward opinions on technical review, cost review and comprehensive review, and convene the employing unit, survey and design, construction, cost consultation and other departments (organize development, reform, audit and supervision departments if necessary) with Longgang District Construction Management Center to handle the engineering change application, issue engineering change orders, and manage and supervise the implementation of the changed projects. Be responsible for reviewing the design change budget submitted by the contractor;
(2) Design unit: participate in the review of engineering changes and the handling of engineering changes under special circumstances, and put forward the opinions of designers; Responsible for providing design documents or services for engineering changes, and sending design representatives to participate in handling engineering change affairs;
(3) Cost consulting unit: entrusted by the District Transportation Bureau to review the project change cost estimate and put forward independent cost evaluation opinions as the basis and reference for project change cost control; Be responsible for reviewing the engineering change budget submitted by the contractor;
(IV) Contractor: the implementer of the engineering change, who is responsible for filling out the application form for engineering change and providing relevant attachments (including contract terms, cost estimation, minutes of feasibility coordination meeting for the implementation of the engineering change plan issued by Party A, pictures and materials, and time limit impact calculation, etc.). ), cooperate with the examination and approval of the change, and put forward the implementation plan of the engineering change; After receiving the engineering change, put forward the engineering change budget and submit it to the supervision unit within the time stipulated in the contract; According to the engineering change order, implement the change project;
(5) District Transportation Bureau: graded management of engineering change and dynamic management of engineering cost. The construction management center is the representative of the on-site management of the District Highway Bureau, and is responsible for the examination and approval of engineering changes within the authority, and the changes outside the authority are reported to the deputy director, director and district leaders for examination and approval respectively. Division of labor of construction and management center: the director is the general person in charge of engineering change approval (within the approval authority); Project supervision is the main responsible person for engineering change approval, and professional engineers are the first responsible person for engineering change approval. Taking into account the cost review at the same time, be responsible for putting forward the examination and approval opinions of technical review and comprehensive review of engineering changes, and be responsible for urging the completion of the examination and approval procedures of engineering changes according to regulations; The cost engineer is responsible for putting forward the examination and approval opinions of engineering change cost audit according to the contract, and the minister of engineering department, the minister of contract department, the chief engineer and the deputy director put forward the examination and approval opinions of engineering change.
Article 6 Application for examination and approval of engineering change
(a) "engineering change declaration and approval form" and its annexes shall include the following main contents:
1. Design change order or on-site visa: the content of design change shall include the reason or basis, content and scope of change; The contents of the on-site visa shall include the reasons or basis, contents and confirmed quantity of the visa, and pictures and audio-visual materials must be provided when necessary;
2. Change pricing: increase or decrease of engineering quantity and contract price caused by change. When filling in the engineering change estimation form, it should be indicated in the remarks column whether the unit price is the contract bill of quantities unit price or the newly added unit price; If it is the contract unit price, the serial number shall be indicated in the list; If it is a new unit price, a comprehensive unit price analysis table (detailed list) should be attached, and the downward floating ratio should be explained;
3. Impact of the construction period: the impact of the change on the construction period and other related work;
4, the necessary drawings, engineering quantity calculation and related information, etc.
(II) Principles of examination and approval
1, the dynamic management of pre-control, in-process supervision and post-acceptance is implemented for the examination and approval of engineering changes;
2, engineering change approval should include technical review, cost audit, comprehensive examination and approval:
Technical review refers to the review of the contract duration, quality, progress and other factors caused by engineering changes, to assess whether the engineering changes meet the technical feasibility and reliability, do not lower the engineering quality standards, meet the functional requirements and safety reserves, and have no adverse impact on the use and management after completion; As far as possible, it will not adversely affect the construction period and construction conditions, and ensure the continuous construction of the project.
Cost audit refers to auditing the increase and decrease of engineering quantity and price caused by engineering change according to the contract, evaluating whether engineering change increases engineering investment and its economic rationality, and evaluating the influence of engineering change on contract total price, engineering settlement price and total engineering investment. The calculation rules of engineering quantity, contract unit price and new unit price of the changed project shall be calculated according to the original contract.
Comprehensive examination and approval refers to making an examination and approval decision on engineering changes on the basis of technical review and cost audit and considering all aspects of contract project objectives according to the contract;
3, engineering changes and expenses caused by the contractor shall be borne by the contractor;
4. On-site visa, the project team (project director, professional engineer, cost engineer), supervision engineer (director, professional engineer), contractor and other relevant personnel are present to confirm (notify the design institute and other relevant personnel when necessary);
5. Engineering changes need to complete the declaration and approval procedures (with the consent of the District Transportation Bureau or the Construction Management Center), report to the Municipal Audit Bureau for the record, and the supervision engineer can only take effect after issuing the engineering change order.
(3) examination and approval procedures
1, maintenance team, supervision engineer, design unit, contractor, etc. Negotiate engineering changes;
2. The design unit puts forward the engineering change document or the contractor fills in the visa form, and the contractor is responsible for filling in the engineering change declaration and approval form and its attachments (within 3 working days) and submitting them to the project supervision unit for signature;
3. The director is responsible for organizing relevant personnel to conduct technical review, cost review and comprehensive review of engineering changes, and form review opinions. After the examination opinions are signed and approved by the director (within 5 working days), they shall be submitted to the design unit for signature and approval (the relevant personnel shall sign and affix their official seals, and the time limit shall be 2 working days; On-site visa does not need to be signed by the design institute), and then submitted to the maintenance team for approval. Construction management center for approval, the cost consulting company can first put forward the cost evaluation opinions (3-5 working days);
4, if you don't agree with the engineering change, the supervision engineer will sign the opinions of the director and supervisor "engineering change declaration and approval form" sent to the proposer;
5. If the engineering change is agreed, the supervision engineer will send the engineering change declaration and approval form approved by the District Transportation Bureau to the design unit, and the design unit will issue the design change document;
6. The design unit will send the engineering change documents to the supervision engineer for signature, and the director will issue engineering change instructions to all relevant units; (The issuance of engineering change orders must be subject to the engineering change declaration and approval form approved by the District Transportation Bureau)
7. After receiving the engineering change order, the contractor shall immediately carry out the construction according to the change order and submit the engineering change budget to the supervision engineer within 15 working days; The pre-calculation (settlement) of engineering change shall not exceed the approved change cost estimate in principle;
8. Relevant personnel of the supervision engineer shall report to the construction management center after reviewing the engineering change budget, and the construction management center shall transfer relevant information to the cost consulting unit for review, and the audit opinions put forward by the cost consulting unit shall be approved and confirmed by the construction management center;
9. After the approval of the engineering change budget and the implementation of the engineering change, the measurement payment can be made according to the measurement payment management method;
10, the maintenance team is responsible for reporting the change log compiled by the supervision engineer to the deputy director in charge for the record every month;

Longgang District Construction Management Center is responsible for implementing the approved engineering changes according to the relevant provisions of the Regulations of Shenzhen Municipality on the Administration of Government Investment Projects and the Regulations of Shenzhen Municipality on the Audit and Supervision of Government Investment Projects.
12, the District Transportation Bureau approved the following procedures according to the change classification:
(Working hours: 3 working days for professional engineers of road and bridge construction management, 2 working days for cost engineers, 2 working days for project supervision, 3 working days for directors of engineering department and contract department, 2 working days for deputy director, 2 working days for director of construction management center, 3 working days for deputy director in charge and 3 working days for director. )
Four types of changes (12. 1) shall be implemented after being approved by the director of the Construction Management Center. When the estimated amount of accumulated engineering changes exceeds 500,000 yuan or 5% of the contract cost, all four types of changes will be upgraded to three types of changes;
12.2 for the three types of changes, the professional engineer of the Construction Management Center shall fill in the Approval Form of Regional Transportation Bureau for Engineering Change, which shall be signed by the director of the Construction Management Center and submitted to the deputy director in charge for approval. The deputy director in charge shall put forward written opinions and feed them back to the construction management center within 3 working days.
12.3 for the secondary change, the professional engineer of the construction management center shall fill in the Approval Form of Regional Transportation Bureau for Engineering Change, which shall be signed by the director of the construction management center, reviewed by the deputy director in charge, and submitted to the director for approval. (All applications and approvals shall be completed within 1 month after the project change is proposed)
12.4 the professional engineer of the construction management center shall fill in the Approval Form of Regional Transportation Bureau for Engineering Change, which shall be signed by the director of the construction management center, reviewed by the deputy director and the competent director, and submitted to the leaders in charge of the region for examination and approval (all declaration and approval work shall be completed within 2 months after the engineering change is put forward).
12.5 for the first, second and third types of changes, after examination and approval, the director of the construction management center will issue the declaration and approval form for engineering changes according to the examination and approval opinions of the transportation bureau of the engineering change area.
12.6 for class I and II changes, the Construction Management Center shall communicate and report with the competent deputy director in advance. When necessary, the approver should go to the site to check and understand the relevant situation.
12.7 For some changes, if the Construction Management Center thinks it necessary to organize an expert demonstration meeting, it can organize an demonstration meeting, which will be studied and discussed with the consent of the deputy director in charge, form a meeting minutes, and then be approved and implemented according to the procedures.
(4) Special circumstances
1. District Transportation Bureau authorizes the supervision engineer to take all necessary measures together with the contractor to ensure the safety of life and project under special circumstances, such as an emergency that endangers life, the project or the property adjacent to the project, without prior approval. At the same time, immediately report orally to the District Transportation Bureau, write a written report to the District Highway Bureau within 24 hours, and go through the formalities in accordance with the principle of seeking truth from facts within 7 working days.
2. When the construction management center deems it necessary, with the authorization of the district leader, director or deputy director in charge (according to the examination and approval authority), some engineering changes can be organized and implemented first, and then (1 month), the examination and approval procedures shall be handled according to the principle of seeking truth from facts.
Article 7 When the Construction Management Center deems it necessary, it may stipulate in the bidding documents or contracts that the contractor shall be required to recheck the bill of quantities within a specified time after entering the site, and shall truthfully declare if any mistakes or omissions are found. The construction management center can organize supervision engineers and cost consulting units to review this in order to realize investment control.
Eighth District Transportation Bureau has the right to analyze the reasons for the project change. If it is found that the design unit, supervision engineer, contractor, survey unit, cost consulting unit or themselves are at fault, or there is a false report on the engineering change fee, lax control or dereliction of duty in handling the engineering change affairs and reviewing the change, resulting in unreasonable engineering change or engineering loss, the corresponding responsible person will be investigated for responsibility according to relevant regulations. The detailed rules for the implementation of rewards and punishments for engineering change management shall be stipulated separately.
