After receiving an application for an entry visa for a domestic sailing ship, the receiver shall examine whether the application falls within the jurisdiction of the institution, whether the applicant meets the application conditions and whether the application materials are complete. The application materials shall include:
(1) Ship visa book and ship visa application form in the ship visa book;
(2) Ship electronic information card (applicable to ships);
(3) the certificate of nationality of the ship and its photocopy;
(4) Ship inspection certificate and its copy;
(five) the minimum safety manning certificate and its copy;
(6) Crew competency certificate and its copy;
(7) Oil Pollution Prevention Certificate and its copy (applicable to ships);
(8) Copy of ship safety management certificate and company safety management system compliance certificate (applicable to ships);
(9) Ship safety inspection record book and its copy;
(10) port fee payment or exemption certificate;
(1 1) Declaration Form for Approval of Ship Carrying Dangerous Goods (applicable to ships);

If the certificate information listed in items (3) to (8) of the preceding paragraph has been recorded in the ship visa book or stored in the ship electronic information card by the maritime administrative agency, it may be exempted from submission.

4. If there are errors in the application materials that can be corrected on the spot, the applicant shall be informed and allowed to correct them on the spot.
5. If the application materials are incomplete or do not meet the statutory form, or the applicant does not meet the requirements, it shall inform the applicant of all the contents that need to be corrected at one time on the spot, and issue the Notice of Correction of Maritime Administrative License to the applicant.
6. If the copy submitted by the applicant is consistent with the original after examination, it shall be stamped with the seal of "Check with the original", indicating the recipient and date, and the original shall be returned to the applicant.
(2) Audit
1. After the examination and approval, the receiver shall endorse the opinion of granting the visa in the visa column of the ship visa book, fill in the maritime administrative law enforcement certificate number, the code and date of the maritime administrative agency, and affix the special seal for the ship visa.
2, accept the audit does not agree, in the visa column of the ship visa book endorsement opinions and reasons for not granting a visa, fill in the maritime administrative law enforcement certificate number, maritime administrative agency code, date, stamped with the special seal for the ship visa.
(3) Handling and informing
1. The consignee shall hand over the ship visa book to the applicant on the spot.
2. If the consignee finds that the relevant information of the ship certificate and crew certificate is not recorded in the ship visa book, it shall check and record the relevant information of the ship certificate and crew certificate in the ship visa book according to the application of the applicant and the provisions of Article 24 of the Rules for the Administration of Ship Visa.
3. After processing, the receiver shall register in time and send relevant information to the on-site supervision department/personnel.

Four, the main standards of law enforcement
(1) The contents of relevant application materials are complete and standardized.
(2) Key points of certificate examination:
1, whether the ship's nationality certificate is legal and valid, and the validity period of the certificate shall not exceed five years; The temporary nationality certificate is valid for no more than one year; Check whether the ship profile in the nationality certificate is consistent with the ship inspection certificate.
2 whether the airworthiness certificate is within the validity period, the validity period of the cargo ship airworthiness certificate is not more than 5 years, and the validity period of the passenger ship airworthiness certificate is not more than 2 years; Check whether the navigation area in the airworthiness certificate is consistent with the actual navigation area of the ship.
3. 150 oil tankers of gross tonnage and above and non-oil tankers of 400 gross tonnage and above shall hold oil pollution prevention certificates. Check whether the certificate is valid and whether the statutory annual inspection has been carried out. The longest validity period of the certificate is five years, and the statutory annual inspection shall be carried out within three months before and after the expiration of the certificate. The certificate shall be accompanied by an attachment.
4, the ship tonnage certificate is valid for a long time; Pay attention to check whether the gross tonnage and net tonnage filled in the ship visa book are consistent with the certificate.
5. Ship load line certificate: ships with a length of less than 20M can be exempted; The validity period of the ship's load line certificate shall not exceed 5 years, and the statutory annual inspection shall be carried out within three months before and after the expiration of the certificate.
6. In general, the passenger quota certificate is valid for a long time. The temporary passenger quota certificate is valid for one voyage or no more than 3 months.
7. Towing certificate, one way.
8. The validity period of the Minimum Safe Manning Certificate and the Crew Competency Certificate is the same as that of the nationality certificate; Whether the navigation area restrictions and route restrictions of the manning certificate correspond to the airworthiness certificate; Check the manning situation of the ship according to the certificate, and check it together with the crew competency certificate and visa report, especially compare the navigation area, tonnage, main engine power and purpose of GMDSS operator equipment and competency certificate to determine whether it meets the requirements of the actual ship and the airworthiness certificate and manning certificate; Ships on the route can be inspected according to the requirements in the remarks column after the certificate; According to the actual situation of the type, navigation area, tonnage and power of the crew service ship, check whether the crew competency certificate is suitable for the ship, and focus on the restrictions on the certificate.
9. The validity period of the Document shall not exceed 5 years, and the validity period shall be subject to the annual audit; The validity period of Safety Management Certificate (SMC) shall not exceed 5 years, and the validity period shall be subject to DOC and intermediate audit.
10, the ship safety inspection record book checks whether it has been six months since the date of the last ship safety inspection, whether it meets the requirement of not being restricted by six months stipulated in 97 safety inspection rules, and whether the safety inspection has been carried out by the same maritime administrative agency for more than two consecutive times to determine whether it is necessary to carry out the inspection; Check whether there are any defects in the latest inspection report that need to be corrected in Hong Kong or those that have been corrected but not re-examined to determine whether it is necessary to re-examine in Hong Kong;

(3) the ship temporarily enters the port or sails through the waters of the port area due to reasons such as shelter from the wind, waiting for the tide, and replenishment. You don't need to apply for a ship entry visa. Except in any of the following circumstances:
1, the captain or crew performing corresponding duties changes;
2. Get on and off passengers;
3. Loading and unloading goods.
3. When the barge towing team wants to add and unload barges midway, the added and unloaded ships should apply for ship visas, and other ships of the barge towing team will no longer apply for ship visas.
(4) Entry visa for old transport vessels: Old vessels refer to old seagoing vessels and old river vessels in the Regulations on the Administration of Old Transport Vessels in People's Republic of China (PRC). In addition to the general visa procedures, this kind of ship should also submit the ship operation certificate (domestic routes) or the approval documents of international routes (international routes), and the ships that meet the special inspection should also be inspected for special inspection.
(five) the ship with IC card to apply for entry visa:
1. When applying for an entry visa with a card for the first time, a ship should apply for a visa with an IC card and the information specified in the Regulations on the Administration of Ship Visa in People's Republic of China (PRC). The receptionist should check the basic information of the ship in the ic card and input the ship certificate, ship manning, safety inspection, entry and exit information into the IC card. When applying for a visa in the future, the ship shall provide the ship IC card, visa book and ship safety inspection record book for visa application.
2. Precautions:
(1) If the relevant ship information changes, relevant certificates or supporting documents shall be provided at the same time;
(2) A ship can only hold one IC card. If it is found that the ship holds two or more IC cards at the same time, the IC cards should be temporarily detained and reported to the superior immediately;
(3) If the ship IC card information is inconsistent with the visa book or relevant certificate information, the reasons shall be found out, and the visa book and certificate information shall prevail in principle;
(4) If a ship's IC card or IC card is lost during the replacement period, a visa can be issued according to the requirements of the visa rules.
(6) The applicant shall apply for an entry visa within 24 hours after the arrival of the ship. If the ship has reported the situation of the ship to the maritime administrative agency of the intended destination within 24 hours before its arrival, the entry visa may be combined with the departure visa. A ship or its operator can apply for a ship visa by fax, e-mail, electronic data exchange, etc., and report the ship's arrival in Hong Kong by telegraph, telex, fax, mobile phone information, e-mail and electronic data exchange, etc. , and make corresponding records in the ship navigation (shore) log. The contents of the report shall include the name, type, scale, gross tonnage, draft, passenger and cargo carrying conditions and the proposed berthing place of the ship.
(seven) the ship visa is applied by the ship or its operator. Tugboat can be applied by tugboat or its operator, or it can be applied by tugboat or its operator on its behalf. The applicant may entrust an agent to apply for a ship visa.
