Where an applicant applies for legal aid directly to a law firm, notary office, grass-roots legal service office and other legal service institutions, the accepted legal service institution shall inform him to apply to a legal aid center with jurisdiction, except that failure to provide legal aid in time in an emergency will cause great losses to the applicant or have a great social impact. However, in order to facilitate legal aid applicants, legal service agencies can directly accept legal advice, draft general legal documents or other simple civil legal aid applications and provide services.
