Comrade Zhou Kai was diligent and dedicated all his life. In the long-term research and consulting work on macro-economy and economic management of machinery industry, he participated in and presided over dozens of scientific research and consulting projects, published more than 30 papers, and participated in the compilation of large-scale reference books such as Enterprise Management Manual of Machinery Industry and Enterprise Management Manual of China Electromechanical Industry. Comrade Zhou Kai conducted a long-term follow-up study on the management of export enterprises of mechanical and electrical products. The policy suggestions he presided over were affirmed and adopted by the leaders of relevant departments in the State Council. The three documents drafted by him to strengthen the management and assessment of export enterprises have become an important basis for implementing the policy of encouraging exports, which has played a positive role in promoting the internal management of export enterprises of mechanical and electrical products and has a far-reaching impact. During his tenure as the director of the Institute of Economic Management, it coincided with the great adjustment and reform of institutions by the state, and it was also an extremely complicated and difficult period for the Institute. Comrade Zhou Kai, together with other members of the leading group, closely focused on the development of the institute, United and led all the staff of the institute to unify their thinking and change their concepts, actively explored the reform and construction of the institute, and made important progress and achievements; During his work in China Machinery Industry Federation, Comrade Zhou Kai organized and compiled the collected works and picture books of proletarian revolutionaries of the older generation such as Chen Zhengren, Zhou Jiannan and Shen Hong. He presided over the completion of important research topics such as "Policy Research of China Industrial and Commercial Industry Association" and "Accelerating the Fiscal and Tax System of Revitalizing Equipment Manufacturing Industry", wrote a series of research reports on the basis of extensive and in-depth investigation of enterprises, and successively put forward suggestions for promoting the revitalization and development of machinery industry, accelerating the healthy development of machinery industry in China, and constantly improving the organization and construction of industry associations, which played a positive role.
Comrade Zhou Kai has contributed his whole life's experience to China's socialist modernization and made unremitting efforts to revitalize and develop the machinery industry. His life is a life of revolution, a life of hard struggle, a life of pioneering and enterprising, and a life of serving the people wholeheartedly. With his death, we lost an expert in economic management research, a respected leader and comrade. We deeply miss Comrade Zhou Kai, and we should turn our grief into strength, learn from Comrade Zhou Kai's revolutionary spirit and noble quality, and work hard to achieve the grand goal of revitalizing and developing the machinery industry.
