Engineering quality information management

Establish a networked quality management platform and incorporate the quality assurance system of "government supervision, social supervision and enterprise self-inspection" into the information management plan. Realize the dynamic collection and real-time release of engineering quality management information of all aspects of construction projects by quality supervision stations, owners, supervisors and contractors, and automatically generate various reports and provide queries according to needs, so as to keep abreast of engineering quality trends and achieve the purpose of comprehensive and whole-process management and control of engineering quality.

In the system, all kinds of quality management services in engineering construction, including commencement report, engineering test, engineering quality inspection (self-inspection, sampling and inspection), engineering quality evaluation (handover and completion), engineering quality defects and accident handling, handover certificate and other quality management services and various statistical queries, can automatically collect, sort out, export and print the quality information in the completed documents.

Engineering quality management has a large amount of data, and the basic data input workload is large. At present, there are two ways to input quality management data of domestic engineering construction projects: scanning and inputting in the form of spreadsheets in the system. The advantages and disadvantages of the two modes are compared and analyzed as follows (Table 2-7).

From the comparative analysis in Table 2-7, we can see that these two modes have their own advantages and disadvantages. In the "Jingying expressway Project Construction Information Management System", both input methods are supported, and users can choose according to their needs.

The original table data such as test table, checklist and row table can be submitted electronically, and the data can be automatically processed, counted and summarized. When entering quality inspection data, you can add photos, images and other attachments under the working procedure. Provide a variety of query methods by location, contract section, unit partial project number, approval status, keywords, etc.

In the system, users can set which tables are "main tables". For example, quality accidents, monthly quality inspection and appraisal, implementation of preventive measures for common quality defects, special inspection, intermediate handover certificate, monthly progress (completion of sub-projects) contractor self-inspection table, supervision sampling table, etc. can be set as "master table", and users only need to enter these table data in the system to realize macro management of project quality. If all quality tables are set as "main tables", it means that all materials of project quality management should be included in the system to realize comprehensive, real-time and dynamic management of construction project quality.

The user enters the quality management subsystem, and the table information that the detected data exceeds the specification is listed in the upper right corner. After opening the table, you will see that the data exceeding the standard is displayed in red. This authority is only granted to the owner's quality management engineer, not to the construction unit and supervision unit. Because there are many engineering quality tables of a project, in order to facilitate the owner's quality management engineer to focus on the parts with unqualified data, this function is designed in the system, as shown in Figure 2-43.

1. Bidding quality system

According to the standards and specifications issued by the Ministry of Communications, combined with the actual project, each contract section is divided into unit project, sub-project and sub-project Under the sectional works, the construction sections or parts (if necessary) and construction procedures will continue to be divided. Finally, determine the quality form to be filled in for each working procedure, and establish the project quality management system for each bid section, as shown in Figure 2-44.

Bidding quality system is the core of engineering quality management, and all quality management businesses are carried out on this basis. Because the quality system of each contract section is based on the "project quality system model", the standardization and unification of the quality management of the whole project have been realized, and the problems that often occur in the rework of office materials and completion documents in the past when construction units and supervision units managed according to their own models have been solved.

2. Quality inspection

Self-inspection: The contractor shall carry out various tests and inspections during the construction according to the project quality system of this bid section. After the self-inspection is qualified, the contractor shall fill in the corresponding forms and other materials and submit them to the supervision engineer for approval.

Sampling inspection: The supervision engineer conducts sampling inspection on the declared items and parts according to the self-inspection data declared by the construction unit and a certain inspection frequency. If it is unqualified, it will be returned to the contractor, requiring it to re-construct according to the specifications and re-self-check; After being qualified, the construction procedures and inspection contents declared by the construction unit shall be signed and recognized, and the contractor may proceed to the construction of the next working procedure.

In a construction process, you only need to fill in the original data in the form, and the relevant data will be automatically calculated and filled in, and the relevant columns in other forms will also be automatically generated. Automatically fill in the form number after determining the rules.

A working procedure shall be inspected by the construction unit and the corresponding form shall be filled in. Declare after signing, and the supervision engineer will conduct sampling inspection. Only after passing the inspection can the next procedure be signed for approval, as shown in Figure 2-45.

During quality inspection, you can add photos, videos and other attachments under the working procedure.

3. Quality assessment

The construction unit, supervision unit and construction unit (or highway engineering quality supervision department) shall fill in relevant forms and standards according to the engineering quality system standards established in each contract section and the methods and standards of Highway Engineering Quality Inspection and Evaluation Standards (JTG F80/ 1-2004, JTG F80/2-2004) promulgated by the Ministry of Communications. For each bid section (or bid section) that has been divided into subdivisional works, divisional works, unit works and construction projects, the engineering quality is automatically evaluated and printed step by step, and the corresponding query is provided, as shown in Figure 2-46.

In the project quality evaluation, the sub-project evaluation is completed, and the sub-project, unit project, bid project quality and construction project quality evaluation are automatically summarized and generated step by step. If there is a lower-level project without evaluation, the evaluation of the higher level cannot be carried out.

In quality evaluation, if there are original data in the evaluation of each sub-item inspection item, the system will automatically take out these data and fill them into the sub-item engineering evaluation table, and automatically calculate the average value, representative value, qualified rate and actual score to evaluate the engineering quality level.

4. Quality accident handling

In the process of construction, the supervision engineer shall require the contractor to submit the quality accident report for the quality defects and accidents found in the sampling inspection by the supervision unit and the inspection by the construction unit, and report to the owner as soon as possible. On the basis of reviewing, analyzing, diagnosing, testing or inspecting the site of the engineering quality accident, the supervision engineer shall organize relevant personnel to review, modify and approve the treatment scheme proposed in the contractor's report, and guide the contractor to carry out the construction according to the approved treatment scheme. The supervision engineer shall supervise the treatment process of the construction unit, and check and evaluate the engineering quality again during and after the treatment.

The project quality management system tracks and monitors the reporting, approval and handling procedures of the above-mentioned project quality defects and accidents in an all-round way, so that quality accidents can be handled in time and effectively, and users can query and master the handling process of project quality defects and accidents in real time.

In the construction preparation stage and construction process, users need to carry out a series of related tests and tests on raw materials and processes, and fill in the corresponding forms as an important basis for judging the quality of the project.

Just fill in the original basic data in the test form, and other data will be automatically generated according to the test process. A table with graphics will automatically draw graphics according to the data in the table, as shown in Figure 2-47.

Automatically generate engineering quality inspection ledger and monthly report summary at any time according to user requirements. The data of the test ledger and summary table come from the completed tests.

Classify and arrange test forms, and provide related services such as form printing and test data classification query.

6. Commencement report

The contractor shall submit the project commencement report and submit it to the supervision engineer for approval before the unit project, sub-project or sub-project starts. The commencement report puts forward the project implementation plan and construction scheme; List the quality control indicators, inspection frequency and methods of this project; Explain the preparation of materials, equipment, labor and site management personnel; Provide necessary basic data such as lofting survey, standard test and construction drawing.

In the quality system, if a node needs to submit the commencement report, but the commencement report of the unit project, sub-project or sub-project is not declared or the approval is not completed, the node is frozen, and the construction process under it cannot be filled out for self-inspection, sampling and other operations.

7. Intermediate certificate of completion

When the subdivisional work is completed or part of the work is completed and measurement is needed, the contractor shall fill in the intermediate completion certificate for the project that has passed the self-inspection by the construction unit and the sampling inspection by the supervision engineer, and submit it to the supervision engineer for examination and approval as the basis for the intermediate completion measurement of the project.

When filling in the intermediate completion certificate, the completed quantity is required. The completed quantity can only be imported from the contract bill of quantities of this bid section, and then fill in the quantity of the completed list. The cumulative value of this quantity cannot be greater than the changed quantity in the contract bill of quantities. After the intermediate completion certificate is approved, an intermediate measurement sheet will be automatically generated. If the intermediate measurement sheet is made by hand, the cumulative measured quantity cannot be greater than the cumulative completed quantity.
