Chapter I General Provisions
Article 1 In order to standardize management and ensure the safe, orderly, efficient and healthy development of parcel express trains (hereinafter referred to as parcel express trains), these Measures are formulated in accordance with the relevant provisions of the State and the Ministry of Railways.
Article 2 The term "baggage and parcel train" as mentioned in these Measures refers to the train organized according to the mode of passenger train transportation, grouped by special trucks, and loaded with parcels and other small goods by using baggage and parcel bases, passenger and freight stations, equipment and the whole train.
Article 3 Luggage and parcel trains are divided into cross-railway-bureau baggage and parcel trains and intra-bureau baggage and parcel trains.
Article 4 China Railway Express Co., Ltd. (hereinafter referred to as China Railway Express) shall be responsible for the daily operation, business and safety management of its luggage and parcel trains, and bear corresponding safety responsibilities. The Railway Bureau is responsible for the organization of railway transportation and the implementation of safety supervision and inspection.
Article 5 China Railway Express and Railway Bureau should attach great importance to the management of luggage and parcel trains, strengthen leadership, clarify management institutions, personnel and responsibilities, implement safety responsibilities, and ensure transportation safety.
Chapter II Transportation Management
Article 6 The operation of baggage and parcel trains shall meet the following conditions:
1. has a stable and reliable supply, and the traffic volume can reach the whole line;
2. Fixed date, running time and operating station;
3. The number of marshalling shall be fixed, and the marshalling trains shall be no less than 18 trains after launching and landing operations along the way; The maximum marshalling quantity and traction weight shall be handled in accordance with relevant regulations;
4 the necessary number of special vehicles, its technical performance meets the requirements;
5. Each operation station, freight yard and luggage and parcel base shall meet the operation and safety requirements of luggage and parcel trains;
6 vehicle maintenance base and train inspection station meet the requirements of vehicle maintenance and technical inspection.
Article 7 China Railway Express puts forward a package train operation plan, including:
1. The arrival, grouping content, planned departure date and running time of the parcel train;
2. Basic information of each operation station and luggage base;
3. Vehicle deadweight, load, volume, construction speed and other technical indicators;
4. Trailer dumping and loading and unloading operation plan along the way;
5. The situation of freight safety detection and measurement equipment in various loading and unloading workplaces and stations where loading and unloading operations are located;
6. Analysis of transportation market, including attractive areas, supply situation, estimated traffic volume and operational benefits. ;
7. Other relevant materials.
Article 8. If the parcel train operation plan is cross-bureau, it shall be reported to the Ministry of Railways for approval by China Railway Express after consulting the relevant railway bureaus; Within the jurisdiction of the Railway Bureau, it shall be determined by the China Railway Express Commercial Railway Bureau.
Article 9 The Railway Bureau and China Railway Express shall operate luggage and parcel trains in strict accordance with the approved plan. The Railway Bureau should actively support China Railway Express to do a good job in the operation of baggage and parcel trains and provide necessary conditions for the safety management, transportation organization, freight organization, loading and unloading operations and equipment maintenance of baggage and parcel trains.
Article 10 When changing the luggage and parcel train plan, the reasons for the change must be explained. Inter-bureau, approved by China Railway Express after consulting the relevant railway bureaus; Within the jurisdiction of the Railway Bureau, it shall be determined by the China Railway Express Commercial Railway Bureau.
Eleventh due to force majeure, equipment failure, cargo loading and other reasons need temporary trailer or stop, cross the bureau, by the relevant railway bureau to the Ministry of Railways Transportation Bureau scheduling department for instructions; Within the railway bureau, determined by the railway bureau. If it is necessary to dump or stop the car due to supply organization, market changes, business problems and other reasons. If it is a cross-bureau, China Railway Express will ask for instructions from the Operation Department of the Transportation Bureau of the Ministry of Railways; Within the jurisdiction of the Railway Bureau, it shall be determined by the China Railway Express Commercial Railway Bureau.
Twelfth in case of Spring Festival travel rush peak, key transportation and natural disasters, the Ministry of Railways may decide to suspend the operation of luggage and parcel trains, and the Railway Bureau may decide to suspend the operation of luggage and parcel trains managed by the Railway Bureau.
Thirteenth baggage trains should be based on point-to-point direct transportation, and try to reduce the hanging on the way.
Fourteenth baggage train loading and unloading operations should give priority to the baggage base, and the baggage base should comply with relevant regulations. When the capacity of the luggage base is insufficient, it will be arranged in other places. China Railway Express should strengthen the construction and management of luggage and parcel bases.
Fifteenth luggage base and luggage train should be unified business identification, unified operating standards, unified operating procedures, unified service standards.
Article 16 Goods transported by baggage and parcel trains must be suitable for loading into boxcars, and their name, packaging, weight, overall dimensions and physical and chemical properties must conform to the relevant provisions of railway transportation. The weight of a single piece shall not exceed 500kg, and the weight of container goods such as beverages, medicines, cosmetics and picture tubes packaged in pallets shall not exceed1000 kg; ; Dangerous goods, physical and chemical properties and articles prohibited or restricted by the state and the Ministry of Railways shall not be loaded.
Article 17 The load of baggage and parcel trains shall not exceed the marked load of vehicles or the weight specified by the Ministry of Railways. Overloading, unbalanced load, concentrated weight or blocking the door are strictly prohibited, and the distance between the goods and the door shall not be less than100 mm. ..
The load weight of P65 truck shall not exceed 40 tons.
Article 18 The loading and unloading of baggage and parcel trains shall be organized by China Railway Express. China Railway Express shall, in accordance with the provisions, organize the loading and unloading of trucks, perform the duties of supervising the loading and unloading, conduct the safety inspection of goods, formulate a safe and reasonable loading plan, ensure that the loading of goods meets the safety regulations, and ensure the safety of goods and loading and unloading trucks; At the same time, we should actively adopt new technologies and equipment to improve the efficiency of loading and unloading operations.
Article 19 Before the baggage train is loaded, the loading supervision unit shall collect the "List of Articles" (format III of the railway freight transport regulations) from the lessee and keep it for 180 days.
Article 20 When chartering a car, the lessee shall abide by the railway regulations and obey the railway administration. China Railway Express shall sign a charter party with the lessee. Clarify the rights, responsibilities, obligations and penalties for breach of contract of both parties.
Article 21 If the lessee entrusts the railway department to load and unload vehicles, it shall sign an agreement on the entrustment of loading and unloading vehicles and pay the loading and unloading fees. If the lessee carries the goods by himself, he shall carry out loading and unloading operations in accordance with the railway regulations and obey the command of the railway loading and unloading personnel; The railway department should provide convenient conditions for its loading and unloading operations.
Article 22 China Railway Express may set up a business department at the cargo handling station of baggage and parcel trains to be responsible for business management such as ticket sales, loading and unloading supervision, etc. The office space required by the business department shall be settled through an agreement between China Railway Express and the Railway Bureau, and the personnel shall use it according to the Opinions on Issues Related to Labor and Salary Management after the Reorganization of China Railway Luggage Express Co., Ltd. and China Railway Express Co., Ltd. (Tiehan [2005] No.817).
Article 23 The service fees related to baggage and parcel trains shall be uniformly settled by the Ministry of Railways to the Railway Bureau in accordance with the prescribed items (including the use of baggage and parcel trains in workplaces) and standards, and the Railway Bureau shall not charge China Railway Express separately.
The Railway Bureau and China Railway Express shall not charge fees in violation of regulations, and offenders shall be investigated and dealt with in strict accordance with relevant regulations.
Twenty-fourth baggage train freight is checked by China Railway Express parcel ticket.
Chapter III Transportation Organization
Article 25 The traction weight and maximum running speed of luggage and parcel trains shall be determined according to the technical conditions of locomotives, vehicles and lines.
Twenty-sixth railway dispatching departments at all levels should strengthen the operation organization of baggage and parcel trains, designate special personnel to master the operation status of baggage and parcel trains, and insist on driving according to the map. When the train is late or delayed, it shall be handled according to the Railway Transportation Dispatching Rules of the Ministry of Railways and other relevant regulations. When receiving and dispatching trains at the station, the baggage and parcel trains shall be handled as freight trains.
Article 27 The Ministry of Railways shall assess the Railway Bureau according to the delay of luggage and parcel trains. The railway bureau should formulate assessment methods such as whether the baggage and parcel trains are delayed, increase the assessment efforts, and ensure that the baggage and parcel trains run on time.
Article 28 The dispatching department of China Railway Express shall designate a special person to master the organization of luggage and parcel train transportation, and the dispatching department of the Railway Bureau shall give support and cooperation, and timely feed back relevant operation information to China Railway Express.
Article 29 The Railway Bureau shall do a good job in all work according to the operation plan of luggage and parcel trains, reasonably determine the locomotive responsibility, vehicle overhaul and maintenance, vehicle suspension and shunting operation plans, timely arrange the delivery of the underbody, and ensure the time for underbody maintenance, overhaul and loading and unloading operations.
The departure station must organize luggage and parcel trains in strict accordance with the prescribed arrival, train number and marshalling order, and the operating stations along the way must add vehicles in accordance with the prescribed position and quantity.
Thirtieth traveling wave trains shall be handled in accordance with the relevant provisions of the accident site and the technical operation time of the intermediate station. On-the-way operation station 15 minutes has no technical inspection operation, but has technical inspection operation in 25 minutes, 15 minutes to replace the trailer, and 10 minutes to replace the locomotive crew. When two or more operations are carried out at the same station, the longest operation time shall prevail.
Thirty-first baggage trains are not allowed to stay or merge in principle. In case of special circumstances, if it is necessary to retain or merge the operation on the way, it must be approved by the dispatching department of the Ministry of Railways and issue a dispatching order.
Article 32 After the railway line is blocked and opened, the first train is allowed to release luggage and parcel trains.
Article 33 Luggage trains shall not be woven and hung on special vehicles. When it is really necessary to compile and hang, the inter-bureau package train shall be reported to the Ministry of Railways for approval, and the railway bureau shall determine the package train by the Railway Bureau and China Railway Express; The weaving car must meet the technical requirements of the special car for luggage and parcel trains.
Thirty-fourth luggage train vehicles adopt quota management, and the adjustment of vehicle quota management needs to be approved by the Ministry of Railways. China Railway Express and its management section should strengthen the dynamic management of vehicles, abide by the relevant provisions of railway vehicles, ensure the good technical condition of vehicles, and ensure the safety of luggage and parcel trains.
Article 35 The use of luggage and parcel trains shall be carried out in accordance with the Rules for the Use and Maintenance of Railway Freight Cars. Luggage and parcel train vehicles are special vehicles, and no unit may use them for other purposes without the approval of the Ministry of Railways. Vehicles that have not passed the technical inspection of the vehicle department, are in poor technical condition and have expired regular inspection shall not be included in the baggage and parcel trains.
Article 36 Vehicles that arrive before the departure or after the loading of baggage and parcel trains must be prepared on a special preparation line for not less than 4 hours, and the quality of preparation meets the requirements of the Measures for the Administration of Railway Luggage and Parcel Express Freight Cars.
Thirty-seventh luggage train vehicle failure, to repair in time, try not to pick up the car repair; After the disposal of abandoned vehicles, in principle, the original train should be compiled and hanged. Can't be in the original train, should be in the original direction, with the number of trains.
Thirty-eighth railway bureaus found the lost luggage of trains and vehicles, heavy vehicles should be hung to the station in time, empty vehicles should be hung to the vehicle deployment management section.
Chapter IV Safety Management
Article 39 China Railway Express shall formulate the safety management system for luggage and parcel trains, clarify the work responsibilities and implement the work responsibilities; Strengthen staff training and implement the system of holding certificates after passing the training; Strengthen the publicity, education and management of the lessee, standardize the behavior and operate according to law; Take care of the vehicle, and don't damage the vehicle when loading and unloading; Establish and improve the safety assessment mechanism, strengthen supervision and inspection, and conduct strict assessment to ensure the safety of luggage and parcel trains.
Article 40 China Railway Express shall strengthen cargo safety inspection, complete facilities and equipment for cargo safety inspection and safety measurement detection, establish relevant work accounts and keep them for 90 days. If the safety facilities and equipment are insufficient, the commodities shall be randomly sampled at a sampling rate of not less than 10%.
Article 41 China Railway Express must sign the relevant safety agreement with the lessee, and define the safety responsibility and the liability for breach of contract.
Article 42 When the lessee loads and unloads the baggage train, China Railway Express shall sign a vehicle loading and unloading safety agreement with it, which shall not be lower than the standard of "three vehicles and one person" and supervise the loading and unloading personnel throughout the process. Supervising loading and unloading personnel should conscientiously perform their duties, strengthen cargo inspection, organize loading in strict accordance with the loading plan, monitor the whole operation process of loading and unloading vehicles, fill in the Registration Book of Supervising Loading and Unloading Work, bind it into volumes according to the number of trains and keep it for 90 days.
Article 43 If the starting station finds that the vehicle is unbalanced and overloaded, it shall notify the loading supervisor and instruct the lessee to completely replace or reduce the loading within the specified time; If it cannot be completed within the specified time, the station can abandon the car before ordering, and notify the loading supervision unit in writing.
Article 44 When the baggage and parcel train needs to be dumped due to overload, unbalanced load, unbalanced load and other cargo loading reasons during operation, the dumping station shall record the relevant information in detail, notify China Railway Express of its departure and arrival in time, and make dressing arrangements with China Railway Express personnel. The cost of trimming and finishing shall be borne by China Railway Express.
Article 45 China Railway Express and the Railway Bureau shall, in accordance with the Relevant Provisions on the Administration of the Use of Over-deviation Detection Devices for Railway Freight Cars, effectively strengthen the monitoring of baggage and parcel trains, and deal with problems in a timely manner when found.
Forty-sixth contraband and dangerous goods found in the process of baggage and parcel train transportation shall be investigated and dealt with by the municipal department of railway police according to law. China Railway Express and Railway Bureau shall report to the Ministry of Railways immediately. If the circumstances are serious or endanger the driving safety, you should abandon the car immediately and report to the superior.
Article 47 Public security and fire safety in the workplace of luggage and parcel trains shall be managed by the public security department according to its jurisdiction.
Article 48 The Railway Bureau shall establish a system, clarify the responsibilities, implement the responsibilities, strengthen the safety supervision and inspection of local baggage and parcel trains according to law, notify China Railway Express in writing to organize rectification when finding potential safety hazards, and report to the Ministry of Railways when necessary.
Forty-ninth luggage train traffic accidents, characterized as cargo train accidents, and according to the "Rules for Handling Railway Traffic Accidents" and other relevant provisions. If China Railway Express is required to participate in the accident investigation, the accident bureau shall promptly notify China Railway Express, and China Railway Express shall send personnel to participate.
Article 50 In case of cargo accidents on baggage and parcel trains, China Railway Express shall be responsible for the investigation and handling.
Chapter V Information Management
Article 51 The loading supervision unit shall put the parcel ticket transport declaration form and the cargo list into the envelope of the freight bill (format 2 of the Rules for the Administration of Railway Freight Transport), and deliver them to the loading station and the train departure station. The actual weight of the goods in the envelope of the waybill must be consistent with the parcel ticket. The waybill number should be filled with the parcel number, the name of the goods should be filled with "parcel", the consignee should be filled with the name of the lessee, and the remarks column should be filled with "train number/date".
Article 52 The departure station of luggage and parcel trains shall fill in the "Train Formation Order Form" according to the envelope of the waybill (including Yuntong 1 B, hereinafter referred to as Yuntong 1, the same below). Fill in the actual weight of the vehicle cargo in the loading column, and fill in the marked loading of the vehicle when the supervision unit cannot provide the actual weight.
Article 53 "Express 1" of the station must be re-compiled.
Article 54 The starting station, terminal station, hanging station and boundary station shall do a good job in filling, sending and receiving accurate reports.
Article 55 The envelope of the waybill and the train formation sequence table shall be handed over by the station to the locomotive attendant, and when the locomotive is replaced, the locomotive attendant shall hand it over to the station assistant attendant, and then the station assistant attendant shall hand it over to the successor locomotive attendant.
Article 56 China Railway Express shall designate a special person to be responsible for the statistics of luggage and parcel trains, and report the traffic volume and income to the Transportation Bureau of the Ministry of Railways every month. China Railway Express shall provide relevant information on accurate statistics of luggage and parcel trains to the statistics department of the Railway Bureau according to the prescribed time and format. 18 statistics are reported according to the relevant regulations of the Ministry of Railways.
Article 57 China Railway Express shall establish and improve an information system that meets the requirements for the operation and management of luggage and parcel trains to ensure accurate information and smooth transmission channels.
Chapter VI Supplementary Provisions
Article 58 Matters not covered in these Measures shall be handled in accordance with the relevant provisions of the State and the Ministry of Railways.
Fifty-ninth China Railway Express and Railway Bureau shall formulate management rules according to these Provisions and report them to the Ministry for the record.
Article 60 If there is any conflict between the previous telegram and this article, this article shall prevail.
Article 61 These Measures shall be interpreted by the Transportation Bureau of the Ministry of Railways and implemented as of April 6, 2006. The Interim Measures for the Organization and Management of Parcel Express Trains (No.1999) and the Interim Measures for the Organization and Management of Parcel Express Trains (No.1999+053) shall be abolished at the same time.
