Police auxiliary personnel do not have the identity of people's police and civil servants. Article 3 These Measures shall apply to the administration of auxiliary police personnel within the administrative area of this Municipality. Fourth city and district (city) county public security organs are responsible for the management of their own organs and their subordinate institutions.
City and district (city) county finance, human resources and social security departments in accordance with the division of responsibilities, responsible for the management of police auxiliary personnel. Article 5 When police auxiliary personnel perform their duties according to law, the relevant units and individuals shall cooperate with them; If a police assistant is illegally infringed upon while performing his duties, the infringer shall be investigated for legal responsibility according to law.
Police auxiliary personnel should consciously accept social supervision. Article 6 The daily management of wages and benefits, equipment allocation, training and education, assessment and rewards of police auxiliary personnel shall be included in the annual financial budget. Chapter II Recruitment and Training Article 7 The recruitment of police auxiliary personnel shall be entrusted by the public security organ to the unit providing police auxiliary personnel after being examined and confirmed by the financial department and approved by the government at the same level. Article 8 Auxiliary police shall meet the following conditions:
(1) Citizens aged 20 to 35 who have registered in this Municipality;
(2) Having a college degree or above;
(3) Having good conduct and the ability to perform duties;
(4) Other conditions prescribed by the public security organ. Article 9 Under any of the following circumstances, a person may not be employed as a police assistant:
(1) Having received criminal punishment or being under judicial investigation for being suspected of violating the law;
(2) Being placed in administrative detention or taking administrative compulsory measures;
(3) Being expelled from the unit or public office due to violation of discipline and law;
(4) The labor contract is terminated due to violation of labor laws and regulations;
(five) other circumstances stipulated by the public security organs that are not suitable for police assistance. Article 10 When recruiting police auxiliary personnel, units equipped with police auxiliary personnel shall carry out procedures such as issuing recruitment announcements, registering, taking exams, interviewing, physical examination, political examination, and concluding labor contracts, and adhere to the principles of openness, fairness, and merit-based employment. Article 11 The public security organ shall implement the pre-job training system for police auxiliary personnel, and the training contents include ideology and morality, post quality, professional ability and working methods. Only after passing the training examination can they engage in police auxiliary work; Those who fail the exam will not be hired.
The daily education and training of police auxiliary personnel should be included in the post training plan of the people's police of public security organs, and legal professional knowledge and post skills training should be carried out regularly every year, and the training time should not be less than fifteen days. Chapter III Duties and Rights Article 12 Under the command and supervision of the public security organ and its people's police, police auxiliary personnel shall assist the people's police to perform the following duties in their posts:
(a) the actual population management in the community, the internal security management of enterprises and institutions within the jurisdiction of the police station, the management of public places and mass services;
(2) Information collection, data statistics, written records, video inspections, etc. Public security organs;
(3) Public security patrol to prevent and maintain the order of large-scale public activities and unexpected cases (incidents), surrender of criminal suspects, mediation of civil disputes that are not handled as cases, publicity and education on public security prevention, etc.
(four) to divert traffic, discourage or assist the traffic police to check and correct traffic safety violations, and maintain order at the scene of traffic accidents; Protect or assist the traffic police to investigate the scene of the accident, rescue the injured, carry out traffic safety publicity and education, window service, etc. ;
(5) Other auxiliary policing activities arranged by public security organs. Thirteenth auxiliary police shall enjoy the following rights according to law:
(a) to obtain the working conditions that should be met to perform their duties;
(2) Obtaining wages, welfare and insurance benefits;
(three) to participate in political theory learning and professional knowledge training;
(four) to put forward opinions and suggestions on the work of this unit;
(five) according to the law to deal with complaints against their legitimate rights and interests;
(six) other rights stipulated by laws, regulations and rules. Article 14 Auxiliary police shall abide by the following provisions:
(a) abide by laws, regulations, rules and the management system of public security organs;
(two) according to the requirements of the public security organs to sign a confidentiality agreement, keep the secrets of the state and police work;
(three) according to the authorization to use the public security information system, to ensure the security of public security information network;
(four) civilized duty, dedication, exemplary compliance with social ethics, respect for social customs. Chapter IV Guarantee of Treatment Article 15 The post salary of police auxiliary personnel shall be implemented with reference to the civilian personnel in the same post and enterprise of public security organs, and they shall pay pension insurance, medical insurance, maternity insurance, unemployment insurance and work-related injury insurance, pay housing provident fund and enjoy corresponding treatment and heating subsidies in accordance with regulations.
Units providing police auxiliary personnel shall, under the guidance of public security, finance, human resources and social security departments, formulate detailed rules for the wages and benefits of police auxiliary personnel, and make adjustments according to social and economic development, living standards of urban and rural residents and local financial conditions.
