Employment and entrepreneurship certificate has the following functions:

4) Free entrepreneurship guidance services provided by public employment and talent service institutions.
4. The predecessor of the Employment and Entrepreneurship Certificate is the Employment and Unemployment Registration Certificate, which is a legal certificate to record the employment and unemployment of workers, register for employment and unemployment, enjoy public employment services and employment support policies, and enjoy unemployment insurance benefits.
People who can obtain employment and entrepreneurship certificates are:
1) Persons who have been unemployed for more than half a year in public employment service institutions of human resources and social security departments;
2) registered unemployed persons within the working age of zero-employment families and families enjoying the minimum living guarantee for urban residents;
3) College graduates in the year of graduation.
When a labor dispute occurs, the laborer can mediate with the company through a non-governmental mediation institution, complain to the Human Resources and Social Security Bureau, or apply to the Labor Dispute Arbitration Committee for arbitration. If the employee refuses to accept the arbitration result, he can bring a lawsuit to the court, and if he refuses to accept the first-instance result, he can appeal.
Article 4 of the Law of People's Republic of China (PRC) on Mediation and Arbitration of Labor Disputes, if a labor dispute occurs, the employee may negotiate with the employer, or request the trade union or a third party to reach a settlement agreement with the employer.
Article 5 In the event of a labor dispute, if the parties are unwilling to negotiate, fail to negotiate or fail to perform after reaching a settlement agreement, they may apply to a mediation organization for mediation; Unwilling to mediate, failing to mediate or failing to perform after reaching a mediation agreement, you may apply to the Labor Dispute Arbitration Committee for arbitration; Anyone who refuses to accept the arbitration award may bring a lawsuit to the people's court unless otherwise stipulated in this Law.
