Didi Chuxing has no driver to send it to the destination but charges. Who will bear the legal responsibility?

Drivers of Didi Chuxing are forced to charge if they don't send passengers to their destinations, which is forced to buy and sell, which violates the relevant provisions of Article 10 of the Consumer Protection Law of People's Republic of China (PRC). Consumers have the right to fair trade. When purchasing goods or receiving services, consumers have the right to obtain fair trade conditions such as quality assurance, reasonable price and correct measurement. Therefore, drivers need to bear legal responsibility.
