Regulations of Suzhou Municipality on Agricultural Socialization Service

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Agricultural Law of People's Republic of China (PRC), the Law of the People's Republic of China on the Promotion of Agricultural Technology and relevant national laws and regulations in order to further deepen rural reform, improve the two-tier management system combining unification with separation, consolidate the basic position of agriculture, develop the socialist market economy and promote the modernization of agriculture and rural areas. Article 2 Agricultural socialization service is to provide comprehensive services for agriculture in the whole process of prenatal, mid-term and postpartum through various service organizations, and promote the development of agriculture to specialization, commercialization and modernization.

Agricultural socialization service system includes professional economic and technical departments, rural collective economic organizations and organizations and individuals that provide services for agricultural development in other aspects of society. Article 3 All units and individuals engaged in agricultural services and related agricultural service activities within their respective administrative areas must abide by these Regulations. Chapter II Organizational Structure Article 5 A village economic cooperative may set up service stations for agriculture, diversification and water conservancy as required. Agricultural technology extension institutions established in townships (towns) such as agricultural technology, water conservancy, agricultural machinery, aquatic products, veterinarians, fruit trees, sericulture, vegetables and agricultural economics. Responsible for the technical guidance of various agricultural services at the rural level, and can also establish commercial entities to serve agriculture.

The township (town) people's government should strengthen the leadership of agricultural socialized services and do a good job in the coordination and management of agricultural socialized services. Seventh city, county (city), District People's government of agriculture, multi-management, water conservancy, agricultural machinery, aquatic products, meteorology, land and other relevant professional economic and technological and agricultural scientific research and education units are the support of the basic agricultural service system. Eighth levels of planning, science and technology, finance, taxation, industry and commerce, prices, finance, insurance, materials, food, commerce, supply and marketing, power supply, transportation, economy and trade and other relevant departments should actively do a good job in serving agriculture. Article 9 All kinds of rural professional associations, research associations, non-governmental service organizations and specialized agricultural service households engaged in agricultural services are supplements to socialized services and should be encouraged and supported. Article 10 The personnel of agricultural service organizations shall be selected from college graduates assigned by the state, and the junior and senior high school graduates who have undergone professional training shall be gradually educated and younger.

Personnel engaged in agricultural technology popularization in agricultural service organizations must obtain qualification certificates in accordance with state regulations. Eleventh township (town) agricultural machinery service personnel, within the scope of staffing, can pass the examination, open recruitment, merit-based recruitment. Diversified service stations shall provide a series of services such as information, seedlings, technology, materials, resource development, processing and sales. Seventeenth township (town) agricultural service organizations are responsible for transmitting market information, guiding farmers to adjust agricultural structure, rationally developing agricultural resources, running experimental demonstration bases, introducing and popularizing new varieties, new agronomy, new agricultural machinery, new fertilizers and new pesticides, and providing business guidance for village-level agricultural services.

The township (town) agricultural service organizations, in collaboration with relevant departments, are responsible for organizing the supply of agricultural means of production such as chemical fertilizers, pesticides, feed, seedlings and agricultural machinery.

Township (town) agricultural service organizations can strengthen postpartum services such as processing, preservation, storage, transportation and sales of agricultural products through cooperation, closely combine farmers' production with the market, and form a new socialist market economic system integrating trade, industry, agriculture and industry in various forms. Eighteenth city, county (city), the relevant administrative departments of the District People's government and professional and technical units shall perform the following duties for rural agricultural service organizations:
