Today, I take this opportunity to talk about how to do a good job in the investigation and publicity of group work in combination with the requirements of the articles needed for the group work newsletter. I mainly want to talk about a few common-sense questions about how to do a good job in the investigation and publicity of the Youth League for comrades' reference.
(a) why do you want to do a good job of investigation and research?
Investigation and research is a kind of work style, an important working method and one of the basic skills that civil servants must possess.
First, doing a good job of investigation and research is the premise of our scientific decision-making. All wise leaders attach great importance to investigation and study. Through investigation and study, we can grasp the accurate situation and realize scientific decision-making. However, investigation, research and decision-making are not only available to leading cadres, but also to ordinary cadres. It can be said that investigation, research and decision-making are all around us. Many comrades present here are engaged in organizational and personnel work and should participate in the selection and appointment of cadres. The selection and appointment of cadres is a typical form of inspection and decision-making. Because we have to inspect the selection and appointment of cadres and decide to promote and appoint them according to the inspection. The process of investigation is the process of investigation and study, and deciding whether to appoint or not is the decision. Only by doing a good job of inspection and accurately grasping the situation of cadres can we make a correct decision on whether to appoint cadres. Under the new situation, we must come up with new ideas, new countermeasures and new measures to better serve the overall situation and service center and complete the task of party building. This requires us to make practical decisions through in-depth investigation and study, thoroughly understand the situation, grasp the situation, come up with ideas and practical measures, make practical decisions on the basis of widely listening to opinions from all sides, further strengthen macro guidance and promotion, and enhance the systematicness, foresight and creativity of our work.
Second, doing a good job of investigation and research is an effective way to do a good job of implementation. No matter how well said, it is useless not to implement it. The Fourth Plenary Session of the Tenth Provincial Party Committee designated this year as the "year of implementation". Some time ago, when Wang Yang, secretary of the provincial party committee, visited our city for investigation, he repeatedly stressed that we should leave ourselves behind and do a good job in implementation. Investigation plays an important role in the implementation of the work. Only by doing a good job of investigation and study can we plan our work before and supervise it afterwards, find new situations and problems in the process of work implementation, put forward solutions to problems and promote the implementation of work. At the same time, we can combine the requirements of superiors with the reality of our own units in the region, and creatively carry out our work so that the work can be better implemented.
Third, doing a good job in investigation and research is an effective way to improve one's own quality. Investigation and research is a hard and complicated creative labor, involving a wide range of fields, knowledge and strong policy and practicality, so it can exercise people better and help improve our ability to understand, analyze and solve problems. Because doing a good job of investigation and research will help us master a lot of information and materials, thus broadening our horizons and increasing our knowledge. Second, doing a good job in investigation and study, summing up the new experience created in the work in time, and deeply thinking and analyzing the problems encountered are conducive to improving our comprehensive analysis ability. Third, doing a good job in research can not only find out the solution to the problem, but also help improve our ability to solve the problem.
Fourth, doing a good job in investigation and research is the basis for us to do a good job in material writing. As the saying goes, "A clever woman can't cook without rice." Investigation is the basic way for us to obtain writing materials. Even if your writing level is high, it is difficult to write a good article without enough material. As comrades engaged in organizing personnel and office work, we often have to deal with words, such as writing inspection materials, writing work summaries and writing situation reports. If you don't pay attention to investigation and study and master a lot of real first-hand materials, your mind will be empty and you won't be able to write good articles.
Doing a good job in investigation and research is an important task of party committees and governments at all levels. Only on the basis of rich research results can we put forward correct, profound and feasible consulting suggestions and perform our duties well. In order to meet the needs of the new situation and push this work to a new level and step, it is necessary to strengthen and improve the investigation and research work.

All departments and industries need to investigate and study, but the specific situation is different. It is very important for us to deeply understand and correctly grasp the characteristics of the investigation and research work of party committees and government departments, and sum up some things with regularity from them. Judging from the inherent requirements of the nature of work and basic functions, the investigation and research work of party committees and government departments has the following important characteristics:
1, policy. Policies and strategies are the life of the party. The fundamental purpose of our investigation and study is to serve the leaders in making correct decisions. In connection with this, the key to measure the quality of investigation and research work of party committees and government departments is to see how many research results have entered into decisions and become specific policies, and what role these decisions and policies have played in practical work. It can be said that policy is the most basic feature of the research work of party committees and government departments.
2. Be targeted. The work of party committees and governments at all levels is complex, and there are countless problems that need to be studied and discussed. To make such a decision, we must first predict the future. Therefore, investigation and research must have a strategic vision, both based on the present and facing the future, paying attention to foresight and retrospection. This is an important aspect of service decision. Only by broadening our horizons and seeing further can we not only foresee trends and general trends, but also see emerging and tendentious problems, so as to put forward insightful suggestions.
5. operability. The countermeasures and suggestions put forward by the Party Committee and government departments should not be vague and empty, but must be realistic, correct in thinking and concrete in measures. Economic and social life is extremely complicated, and some countermeasures and suggestions seem correct, but because there is no actual operation method, they can only become bookcases. A good proposal must consider the needs and possibilities, and should have practical and concrete measures.
6. timeliness. For urgent and important issues of concern to leading organs, we should concentrate our efforts, investigate in time, respond quickly, and provide information and suggestions in time to meet the needs of decision makers. "Wen is at the right time. In a word, it is better than a thousand dollars." If the times change and the focus of work shifts, it will be too late to slowly produce research results, even if they are comprehensive, correct and profound. In fact, for most research results, the timing factor is very important, and you can use "born at the right time".
(C) How to do a good job of investigation and study
Since investigation and research are very important, how to do it well in combination with the actual work? In my opinion, the key is to master scientific investigation methods. Most of our work here involves people, and things involving people are sensitive, so it is particularly important to master scientific investigation methods. Only by mastering scientific investigation methods can we grasp the real situation. There are many research methods, and the commonly used ones are as follows:
1, hold an investigation meeting. Holding investigation meetings and symposiums is the most basic method of social investigation. Its advantage is that it can gather more insiders and learn more about the situation in a short time.
2. Field trip. Field investigation is a way for researchers to get in touch with the respondents and collect information through their own personal feelings and experiences. Field investigation is the best way to get first-hand information.
3. Typical survey. A typical survey is an incomplete survey. It is an investigation method that consciously selects a few representative units for in-depth and detailed investigation on the basis of comprehensive analysis of the research objects according to the purpose of investigation. Its advantages are small investigation scope, few investigation units, flexibility, concreteness and depth, and saving manpower, financial resources and material resources.
4. Questionnaire sampling. This is an internationally recognized public opinion poll, such as the Gallup poll in the United States. In recent years, there are more and more units engaged in social situation and public opinion surveys in China, and leaders at all levels have begun to pay attention to these surveys. There are two main forms of this kind of investigation: first, after designing the questionnaire, choose the object and conduct the investigation by telephone or internet to understand the results; First, after the question is designed, it is sent to the respondent through communication and withdrawn regularly.
5. lump sum deposit and withdrawal (accumulation method). Sometimes some problems need to be investigated, but there is no relatively concentrated and complete time. We can take a piecemeal approach, do a little bit when we have a little time, and finish a side, a part and a sub-project many times in our spare time. After a period of accumulation, there are several parts and a batch of prefabricated parts, and then it takes a little time to assemble various parts, sides and prefabricated parts to form a complete material.
Which method to adopt depends on the content of our investigation. Engaged in empirical investigation, can hold a collective forum, on-the-spot investigation. However, if problems are found through investigation, we should pay great attention to the methods of investigation. Why do you say that? The main reason is the lack of atmosphere and environment for telling the truth. Some people worry that asking questions will offend others, while others are afraid of revenge. To do a good job in problem investigation, we think the most important thing is to pay attention to guiding the respondents. For example, in 2006, the project "Research on Supervision of the Top Leaders of the County Party Committee with Human Rights Norms" was held, which was very sensitive because it involved the use of human rights by the county party secretary. Therefore, when holding a collective forum or conducting individual interviews, we don't directly ask you what problems the county party secretary has in using human rights. If you ask this question directly, no one will answer it. Because we have to point out the problem of the county party secretary, everyone is a little scared. In this regard, we start from the periphery, first understand what problems exist in the selection and employment of people in this county, and then directly or indirectly understand what problems exist in the right to use the county party secretary; First understand what loopholes exist in the current cadre selection and appointment system and procedures, and then touch on whether the county party secretary will use the defects in the system and procedures to engage in cronyism, and so on. Through the investigation, although others did not directly reflect the problems of the county party secretary in using human rights, these problems naturally surfaced.
Investigation is not only a science, but also an art. To do a good job in investigation and research, we must be conscientious in practice, accumulate experience, enrich skills and improve our ability. For example, there are many ways to ask questions in the investigation, or come straight to the point; Or throw a stone to ask for directions and do a test first; Or peel bamboo shoots and deepen them layer by layer; Or draw water from a dry well and stick to it; Or patiently enlighten and persuade; Or attack by innuendo, listen to the implication. What kind of way to take must be decided according to the situation and improvise.
(D) How to write a good investigation report
Investigation report is the last working procedure of investigation activities. It is not only a sign of testing the depth of investigation and research, but also a basis for guiding improvement on the basis of investigation and research. How to write a good investigation report? Among them, there are both the * * * nature of writing articles in general and its own particularity. Particularity means that there must be three elements: situation, analysis and solution. The investigation report has its distinctive characteristics. To write a survey report, we need to do the following work:
1, rich in material. Materials are the basis of the investigation report. This is decided by the truth in the investigation report. If the investigation report wants to reveal the internal laws of things, it is impossible to reveal the laws of things without enough necessary materials. Therefore, it is necessary to make good preparations for the investigation. Make clear what investigation methods are used, design questionnaires and consult relevant materials. We should work hard in the investigation. At present, some comrades do not spend enough effort on the investigation, and the investigation is not in-depth. They only scratch the surface and have a little knowledge. Some even "build a car behind closed doors" and study the problem only by some situations accumulated at ordinary times. The information obtained from this kind of investigation is either one-sided or empty, and the investigation report written as a result is frivolous, untrue and unconvincing. So, how to investigate further? As I said above, we should pay attention to the investigation methods.
2. Summarize and refine the theme. The theme is the purpose of the investigation report. The purpose of doing this is to reveal the basic laws of things through analysis and induction from the materials obtained from extensive and in-depth investigation. The determination of the theme of the investigation report is determined by three factors: the initial purpose of the investigation; Basic data obtained from investigation and study; Questions to be answered in real life. Be good at finding the right questions. On the basis of investigation, a large number of materials obtained are deeply analyzed and carefully trained so that they can express their views, ideas and ideas. In particular, be careful not to confuse the problem with the cause. The problem is superficial, but the reason is deeper. Such as ideology, system, mechanism and system. These should generally belong to the cause, not the problem. On the basis of finding out the problems, the reasons are deeply analyzed and the countermeasures are put forward.
3. The structural layout is reasonable. Writing an investigation report, the material is the foundation, the investigation is the soul, the theme is the core, and the structural layout is like the blueprint of architectural design. This blueprint must be theme-centered, research-oriented and based on materials. The so-called layout is actually the manifestation of the investigation report. One is progressive structure or vertical structure. According to the sequence of occurrence, development and ending of things, organize the materials and report the ins and outs of things clearly, so that people can not only understand the whole picture of things, but also get directional and instructive experiences or lessons. This form of investigation report is mostly used for the investigation of professional and special events. The second is a parallel or horizontal structure. After the theme is formed, the materials explaining the theme are sorted into several viewpoints, and then arranged according to the relationship between these viewpoints and the theme and the relationship between viewpoints and viewpoints in a certain internal contact order. This form is suitable for investigation reports with rich content, broad background and strong comprehensiveness. The third is crisscross. This structure has the characteristics of both longitudinal structure and transverse structure, and adopts the combination of longitudinal structure and transverse structure. Some are vertical, supplemented by horizontal; Some are mainly horizontal, supplemented by vertical. The fourth is causality. Under the guidance of the theme of the report, first tell the readers the results and conclusions of the investigation, then describe the origin of the results and conclusions, and analyze the reasons for the results from several aspects. This kind of investigation report is mostly used to sum up typical experience.
4. Unity of ideas and materials. First of all, carefully select the most typical, representative and universal materials to explain the point of view. Secondly, he is good at using different materials to explain problems and clarify opinions from comparison. Third, be good at explaining problems and clarifying opinions with figures. We should not only explain the superficial situation, but also analyze some typical examples. (Example: Research on providing talent guarantee for county economic development). The structure and writing of the article should be logical. The problems, causes and countermeasures at all levels should be equal in size, and the logical relationship must be parallel or progressive, not overlapping or inclusive. ("Choose the secretary of the village party branch with strong support" and "Strengthen the construction of the leading group of the village party branch") This problem is also a problem we often encounter and should attract our attention. Not only the research report requires this, but also other types of articles should pay attention to this problem. Don't repeat or contain opinions in the article.
5. Revise the final version repeatedly. "Revising more" is an extremely important link in writing articles and investigating reports. Change from three aspects: change the mentality. See whether the theme is clear and whether the guiding ideology is reflected. To change the structure, we should have clear thinking, clear hierarchy and strict logic. Change the text. Do "not tired paragraphs", "not tired sentences" and "not tired words"
6. Read more and write more. The only way to improve your writing ability is to read more and write more. Say "read more books" first. Read more classic Marxist works, especially Marxist philosophy, Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, and strive to master the standpoint, viewpoint and method of dialectical materialism, so as to make the investigation report "well-founded". Read more excellent investigation reports, especially the classic investigation reports of revolutionary instructors, study their manifestations and characteristics, and achieve "imitation". Read more literary works, collect and learn more popular languages, master rich and colorful language expression knowledge and skills, and write an investigation report by "taking what you say". Say "write more". Practice makes perfect. This can be said to be the only way to improve the basic skills of composition and writing investigation reports. Generally speaking, keeping a work diary, learning experience and reading notes are all good methods. If you write too much, you will master the rules and use them freely.
