Recently, a regulation named "Meter Method" was promulgated to calculate the compensation for demolition. This "Opinions on Further Standardizing Urban Housing Demolition in Five Urban Areas" (hereinafter referred to as "Opinions") has formulated a unified standard for policies and measures such as compensation and incentives involved in demolition. In the future, the relocated households in Chengdu can get various preferential policies such as compensation and reward according to this opinion. In the "Opinions", for relocated households who choose monetary compensation and resettlement, in addition to the assessed price of the demolished houses, residential houses are subsidized at 30% of the assessed price of the demolished houses, and non-residential houses are subsidized at 20% of the assessed price of the demolished houses. At the same time, a series of policies and standards such as compensation, subsidies, subsidies and incentives for demolition have also been introduced. According to the introduction of Chengdu Housing Management Bureau, the opinions were formally implemented from June 65438+1October 65438+June.
Move within a time limit
The maximum reward for each household is 60,000
Choose monetary compensation, according to the demolition of housing construction area of not more than 500 yuan area award per square meter.
The Opinions issued by the General Office of Chengdu Municipal Government was officially issued in June 65438+1October 65438+June this year. A related person from Chengdu Housing Management Bureau said that the Opinions are a supplement to the existing regulations on the management of house demolition.
First of all, for relocated households who choose monetary compensation and resettlement, the calculation time of one-time payment of temporary resettlement subsidy is increased from 1.5 months to 6 months, and the area of demolished houses below 50 square meters is calculated as 50 square meters; The calculation time of one-time subsidy for economic losses caused by suspension of production and business is increased from 1.5 months to 3 months. With the improvement of the price level, according to the market situation, the Opinions adjusted the house moving subsidy from the original 300 yuan to 1.200 yuan. For non-resident subsidies, the original policy will be followed.
At the same time, the "Opinions" also clearly stipulates that the price difference shall be settled according to the construction area of the demolished house and the resettlement house, and the compensation for the pool area that should be paid by the demolished person shall be exempted.
In terms of incentive policy, the Opinions unifies the incentive policy, and clearly stipulates that for those who are relocated within the prescribed time limit, the reward for each household shall not exceed 60,000 yuan. If monetary compensation is chosen, the area per square meter shall not exceed 500 yuan according to the construction area of the demolished house.
Monetary compensation and resettlement
30% of the evaluation price subsidizes the purchase of houses.
Non-residential houses shall be subsidized by 20% of the assessed price of the demolished houses.
Regarding policy subsidies, the Opinions stipulate: First, for those who choose monetary compensation and resettlement, housing subsidies will be given to residential houses at 30% of the assessed price of the demolished houses, and housing subsidies will be given to non-residential houses at 20% of the assessed price of the demolished houses. The second is to increase subsidies for property management fees. In view of the fact that in recent years, elevator apartments are generally installed in houses, and the living cost of the demolished people has increased due to high property management fees, the Opinions immediately expanded the compensation standard for demolition, demanding that the demolished people be given a one-time subsidy at a monthly rate of 1 yuan per square meter for a period of five years.
According to the introduction of Chengdu Housing Management Bureau, the opinions were formally implemented from June 65438+1October 65438+June. However, the projects that have obtained the demolition permit before are still operated in accordance with the previous demolition regulations.
This opinion is a supplement and improvement to the original demolition policy in Chengdu. In the future, Chengdu will adhere to the principles of "demolition according to law", "sunshine demolition", "civilized demolition" and "territorial management", publicize the relevant policies and information of demolition on the spot, ensure that the compensation standards for demolition of the same project are consistent, and advocate exploring simulated demolition in areas where people have the will to relocate and most houses agree to demolition.
What changes will the Opinions bring to urban demolition? In this regard, many people, including Chengdu Housing Authority, have interpreted it.
Focus 1: Unified compensation standard
"Standardized evaluation and unified policies can be summarized as the core of the Opinions," said Yang Jingwei, director of the Chengdu Housing Demolition Management Office. It is clearly stipulated in the opinion that the compensation standard for demolition of unified projects is consistent and shall not be raised or lowered without authorization.
Chen Wuyuan, an economist at the Provincial Academy of Social Sciences, believes that since the implementation of the demolition project in Chengdu, there has been no unified regulation on compensation and resettlement and early relocation rewards. At the same time, the recent disunity of compensation standards for demolition also puzzles the healthy development of urban demolition. Yang Jingwei believes that the purpose of unifying the demolition compensation standard in the Opinions is to safeguard social equity, effectively avoid the arbitrariness of policy implementation and maintain social stability.
Focus 2: Encourage monetary compensation.
One of the highlights of the Opinions is the introduction of three measures to encourage monetary compensation: housing subsidies, an area of not more than 500 yuan per square meter, and the monetary compensation obtained by the demolished people in accordance with relevant state regulations is exempt from personal income tax and deed tax. A related person from Chengdu Housing Management Bureau said that, roughly speaking, if monetary compensation is chosen, you can buy a house in the same lot, and even the compensation funds are slightly higher than the funds needed for new house purchase.
Some insiders have noticed that on the other hand, encouraging monetary compensation will also stimulate consumption in disguise. "For example, the funds obtained through monetary compensation can be invested in other fields," said Chen Wuyuan, and such macro-control is also in line with the current pace of stimulating domestic demand.
Focus 3: Standardize evaluation management
The "Opinions" stipulate that the appraisal price of the demolished houses by the appraisal institutions should reflect the market price of second-hand houses with the same period, structure, use and area. At the same time, for the original demolition policy, assessment agencies with qualifications above Grade II can participate in the demolition assessment, and their opinions have also been improved. The task of rebuilding the old city is arduous.
Some insiders pointed out that the current "Opinions" and unified compensation standards are mainly due to the arduous task of transforming the old city of Chengdu. Relevant persons of Chengdu Housing Management Bureau pointed out that at present, only the main project of "two axes and four pieces" in downtown Chengdu involves the demolition area1170,000 square meters and the relocated households 10492 households. In addition, the 5. 12 Wenchuan earthquake has caused a large number of dangerous buildings to be rebuilt urgently. At the same time, the recent inconsistency of compensation standards for demolition also puzzles the healthy development of urban demolition. To this end, Chengdu issued the "Opinions" to regulate and adjust the new situation and new problems of demolition in time.
