[Editor's Note] In order to strengthen the construction of international business talents in Heilongjiang Province, the Heilongjiang Provincial Department of Commerce issued the "Implementation Opinions on the Development Project of International Business Talents in Heilongjiang Province" on 20 12, and the full text is now released. In order to thoroughly implement the spirit of the national and provincial talent work conferences, this implementation opinion is formulated according to the deployment of the Ministry of Commerce's Medium and Long-term Development Plan for International Business Talents and the Outline of Heilongjiang Medium and Long-term Talent Development Plan (20 10-2020), combined with the Twelfth Five-Year Plan for business development in Heilongjiang Province and the actual situation of the talent team in the business field.

I. Guiding ideology

Guided by Deng Xiaoping Theory and Theory of Three Represents, we will thoroughly implement Scientific Outlook on Development's concept of scientific talents, closely focus on the construction of "eight major economic zones", "ten major projects" and "ten major industries" and the central tasks in the business field, take building a high-quality international business talent team as the goal, thoroughly implement the strategy of "strengthening enterprises through talents" and make overall plans for the development of human resources in the business field. Accelerate the training of professionals urgently needed in the field of international business in Heilongjiang Province, improve the incentive mechanism for attracting, retaining, cultivating and using talents in the business field, and provide strong intellectual support and talent guarantee for the scientific development of economic, social and business undertakings in Heilongjiang Province.

Second, the training standards

According to the requirements of the Medium-and Long-term Development Plan for International Business Talents of the Ministry of Commerce, international business talents refer to those who have certain knowledge and ability in international business, can skillfully use economic and trade policies and regulations, trade practices and rules, and engage in foreign trade, international economic cooperation, international business operation and related teaching and research in government departments, enterprises, social organizations and universities. The above-mentioned personnel shall have more than eight years working experience in relevant positions and graduated from university for more than twelve years; Have the title of deputy high school or above, or hold the position of middle-level deputy or above in the unit.

Specifically, it includes: senior transnational management talents, senior international investment management talents, senior international business marketing talents, senior international economic law talents, senior international business negotiation talents, and senior international intellectual property protection talents.

Three. Development goals

According to the needs of implementing the construction of "eight economic zones", "ten major projects" and "ten major industries", we will increase the development of urgently needed talents in the international business field through independent training, introduction and exchange, continuing education and establishment of a talent database. By 20 15, 2530 international business talents will be added, and by 2020, 7540 international business talents will be added. All kinds of professionals in the field of international business are abundant, with reasonable structure and strong strength, and their overall quality and innovation ability have been significantly improved, achieving the goal of "expanding scale, improving quality, optimizing structure and developing in a balanced way". The specific objectives are:

Fourth, promotion measures

(1) Accelerate the cultivation of talents in the field of international business.

1. Strengthen self-cultivation. Vigorously promote school-enterprise cooperation and work-study combination, actively carry out order-based training, set up international business marketing, international investment management, international project management, Russian law, business Russian and other majors in some colleges and universities in Heilongjiang Province in a planned and step-by-step manner according to the actual market demand, make use of the existing resources of colleges and universities, expand the recruitment and training of urgently needed talents in the field of international business, adhere to the needs of economic development in Heilongjiang Province, and strengthen the training of applied international business talents.

2. Innovative training methods. Relying on the resource advantages of five business vocational colleges directly under Heilongjiang Black Dragon Department of Commerce and combining social forces of Heilongjiang Province, the Business Tourism Vocational Education Group was established to promote vocational colleges, trade associations and business enterprises to realize complementary advantages and share resources, build a bridge and information exchange platform for school-enterprise cooperation, and guide vocational education to take the road of large-scale, intensive and chain development, providing an important carrier for cultivating high-quality skilled business tourism talents and serving the development of business tourism in Heilongjiang Province.

3. Promote continuing education. In accordance with the principles of government guidance, unit autonomy and individual voluntariness, we will adopt various training methods, hold training courses in a planned, step-by-step and phased manner, and develop new knowledge and information.

(2) Broaden the channels for training talents in the field of international business.

1. Strengthen cooperation between ministries and provinces. Make full use of the cooperation mechanism signed by the provincial government and the Ministry of Commerce, actively strive for special funds from the Ministry of Commerce, continue to implement the strategic training plan of "strengthening business through talents", and strive to train business cadres and key enterprise managers at or above the county level in the province in updating business knowledge in three to five years.

2. Strengthen inter-provincial cooperation. Actively cooperate with the Yangtze River Delta, Pearl River Delta and other developed regions, establish a long-term cooperation mechanism for personnel training in the field of international business, focus on industrial park construction, investment management, network platform application and other fields, and exchange students for exchange training, study and attachment training, so as to improve the comprehensive management and guidance service capabilities of local leading cadres.

3. Conduct overseas training. Actively cooperate with Russia, Japan, South Korea, Singapore, Hong Kong, Macau, Taiwan Province Province and other countries and regions, send outstanding young and middle-aged leading party and government cadres or backbone of foreign trade and economic enterprises abroad in a planned way, carry out special training on overseas investment attraction, park management and investment management, enhance the awareness of opening up, and learn advanced concepts, management models and work experience from developed countries and regions.

(3) Strengthen the introduction and exchange of talents in the field of international business.

1. Increase the introduction of talents. Vigorously develop two international and domestic talent markets and two talent resources, and strive to introduce high-level international business talents urgently needed in Heilongjiang Province. In view of the urgent demand for international business talents in key industries and projects in Heilongjiang Province, overseas students are encouraged to work in Heilongjiang Province, and the channels for attracting talents are actively expanded, and flexible and diverse talent flow policies are adopted to introduce talents in an eclectic manner. Give full play to the role of Heilongjiang Provincial Department of Commerce in attracting investment, focus on talent introduction, and take advantage of the opportunity of visiting investment promotion and foreign economic cooperation to expand publicity and recruit talents. Give full play to the role of Heilongjiang Provincial Department of Commerce as an office in economically developed areas and adopt various ways to attract outstanding talents to start businesses in Heilongjiang.

2. Increase talent exchange. Strengthen exchanges with cadres in developed coastal areas, regularly send cadres of business systems and managers of foreign trade and economic enterprises in Heilongjiang Province to work in coastal areas, and actively introduce cadres from outside the province with rich experience in international business to work in Heilongjiang Province, thus continuously injecting new vitality into the business development of Heilongjiang Province. Actively recommend outstanding foreign languages and business backbones in Heilongjiang Province to work and exercise in the business institutions of Chinese embassies and consulates abroad, and further improve the level of foreign languages and international business on the international economic and trade platform. The Department of Commerce has established a cadre exchange mechanism with cities (prefectures), counties (cities), especially border counties (cities), and sent professional cadres to each other for training, so as to enhance grassroots work experience and macro-management ability.

3. Establish a linkage mechanism between provinces and cities. Implement the target responsibility system for personnel training, make full use of various resource platforms, strengthen the basic work of personnel training, gradually improve the top-down network system for personnel training, increase capital investment, and actively create a good environment for personnel training and growth.

(4) Give full play to the role of social organizations in the commercial field.

Encourage and support social organizations in the business field to actively participate in the promotion and implementation of talent development projects in the international business field, formulate and improve policies and measures for talent training, talent introduction and talent use of social organizations, and provide institutional guarantee for the construction of talent teams in social organizations. Commercial departments at all levels should actively establish contact mechanisms with social organizations, and give full play to the role of social organizations as a bridge and link to introduce, exchange and train international business talents in international trade, economic cooperation and investment attraction.

(five) the establishment of international business talent information database.

Relying on the government portal of the Provincial Department of Commerce and the network platform of its affiliated higher vocational colleges, we will establish a talent information database in the field of international business, and strive to build a three-level network system at the provincial, municipal and county levels in three to five years, and incorporate talents in key fields such as international business marketing, investment management, large-scale project management, Russian law, business negotiation and intellectual property protection, and Russian translation of advanced business into the information platform. Cooperate with organizations, personnel, education and other departments to establish a professional qualification certification system, implement registration management, input information into the international business talent pool for employers and key enterprises to inquire, and provide information consulting services for the society.

1. Strengthen organizational leadership. Commercial departments at all levels, enterprises, institutions, social organizations and colleges and universities should fully understand the significance of implementing the international business talent development project from the strategic height of implementing the "eight economic zones", "ten major projects" and "ten major industries" projects, enhance their sense of urgency, responsibility and mission, put the business talent development project on the important work agenda, formulate development plans, improve policies and measures, and effectively achieve results.

2. Clear target responsibility. Talent development is included in the annual target assessment scope of the municipal (prefectural) party committee and government, and the "number one" project is implemented. Commercial departments at all levels should, under the leadership of local party committees and governments, incorporate the development of talents in the business field into the local overall talent development plan, improve the target responsibility, formulate specific measures, conduct regular assessment and inspection, and organize the implementation of talent development projects in the business field.

3. Improve the working mechanism. All localities and departments should, under the unified leadership of the provincial talent work leading group, strengthen work coordination, establish a joint meeting system, timely study and solve new situations and problems in the process of promotion, establish a scientific decision-making mechanism, a coordination and communication mechanism and a supervision and implementation mechanism, and form a working mechanism of "unification and separation, linkage from top to bottom, coordination and efficiency, and overall promotion".
