A person who is not in a secret-related post, but is exposed to and knows a small amount of state secrets, is not necessarily a secret-related person. In this case, there are hidden dangers of information security, and necessary measures need to be taken to manage them. For those who fail to meet the standards of classified posts, the security review and qualification examination are not strict enough, and the information security awareness and related knowledge may be insufficient, which will increase the risk of information leakage and human error. However, due to work and other reasons, these people come into contact with confidential information or related personnel, which makes confidential information face the threat of unauthorized access or false positives.
Procedures for determining confidential personnel:
1, determine the location. Organs and units shall, according to the determined authority and the basis and standards for determining classified posts, clarify the classification of classified posts and fill in the registration form of classified posts.
2. Proposed personnel. Organs and units will prepare personnel working in classified posts as classified personnel, and determine corresponding grades according to the degree of classified posts.
3. review. The personnel to be classified shall fill in the Confidentiality Examination Form for Confidential Personnel, and the department where they work shall verify the basic situation, and put forward opinions on the proposed employment together with the government organs and secret-related institutions of the unit, and the personnel department shall conduct confidentiality examination.
4. Confidential education. Organs and units shall conduct confidential education and training for those who intend to enter classified posts, otherwise they shall not take up their posts.
5. Report filing. Organs and units shall establish a ledger for the management of classified personnel, and timely report the classified personnel below the bureau level (inclusive) to the secrecy administrative department at the same level for the record.
To sum up, although a person who knows a small amount of state secrets may not be directly classified as a secret-related person, if the information involves secrets, secrets, etc., then he must be clearly included in the secret-related scope and need to be subject to strict confidentiality management like a secret-related person, so as not to cause losses to national security.

Personnel working in classified posts (hereinafter referred to as classified personnel) are classified into core classified personnel, important classified personnel and general classified personnel according to the classified degree, and classified management is implemented.
The appointment and employment of confidential personnel shall be reviewed in accordance with the relevant provisions.
Secret-related personnel should have good political quality and conduct, and have the working ability required to be competent for secret-related positions.
The legitimate rights and interests of secret-related personnel are protected by law.
Article 36
Confidential personnel shall receive confidentiality education and training, master confidentiality knowledge and skills, sign a confidentiality undertaking, strictly abide by confidentiality rules and regulations, and shall not disclose state secrets in any way.
