(2) Having a sound organizational structure and a fixed place suitable for the scale of personnel.
(3) Having testing instruments, meters, equipment and means of transport to undertake the corresponding supervision work.

(two) the qualification grade standard of communication construction supervision enterprises
1, Grade A
(1) Qualification of relevant person in charge: the person in charge of an enterprise should have experience in communication construction or management, and have intermediate or above professional title or equivalent professional level; The technical person in charge of the enterprise should have more than 8 years of communication construction or management experience, have senior technical titles or equivalent professional level, and obtain the qualification of communication construction supervision engineer.
(2) Requirements of engineering, technology and economic management personnel: The total number of communication construction supervision engineers shall be no less than 60. If the application qualification includes telecommunication engineering, the number of telecommunication engineering supervision engineers shall be no less than 45; If the application qualification includes the specialty of communication tower, there shall be no less than 5 professional supervision engineers of communication tower. Among all kinds of professional and technical personnel, there are not less than 12 senior engineers or personnel with equivalent professional level, not less than 3 senior economic titles or personnel with equivalent professional level, and not less than 20 personnel with qualification certificates for budgetary estimate of communication construction projects.
(3) Registered capital: the registered capital is not less than 2 million yuan.
(4) Performance: In the past two years, the enterprise has completed 2 communication construction supervision projects with an investment of more than 30 million yuan or 4 projects with an investment of more than150,000 yuan.
2. Grade B
(1) Qualification of relevant person in charge: the person in charge of an enterprise should have experience in communication construction or management, and have intermediate or above professional title or equivalent professional level; The technical person in charge of the enterprise should have more than 5 years of communication construction or management experience, have a senior technical title or equivalent professional level, and obtain the qualification of communication construction supervision engineer.
(2) Requirements for engineering, technology and economic management personnel: the total number of supervision engineers for communication construction shall be no less than 40, and if the qualification applied includes telecommunication engineering, there shall be no less than 30 supervision engineers; If the application qualification includes the specialty of communication tower, there shall be no less than 3 professional supervision engineers of communication tower. Among all kinds of professional and technical personnel, there are not less than 8 senior engineers or personnel with the same professional level, not less than 2 personnel with intermediate or above economic titles or with the same professional level, and not less than 12 personnel with the qualification certificate of communication construction project budget.
(3) Registered capital: The registered capital shall not be less than RMB 1 ten thousand yuan.
(4) Performance: The enterprise has completed two communication construction supervision projects with an investment of more than 6.5438+0.5 million yuan or five communication construction supervision projects with an investment of more than 6 million yuan in the past two years, except for the first application for Grade B qualification.
3. level c
(1) Qualification of relevant person in charge: the person in charge of an enterprise should have experience in communication construction or management, and have intermediate or above professional title or equivalent professional level; The technical person in charge of the enterprise should have more than 3 years of communication construction or management experience, and have intermediate or above technical titles or equivalent professional level, and at the same time obtain the qualification of communication construction supervision engineer.
(2) Requirements for engineering, technology and economic management personnel: there shall be no less than 25 communication construction supervision engineers, no less than 3 senior engineers or personnel with equivalent professional level, no less than 1 person with intermediate or above economic titles or personnel with equivalent professional level, and no less than 8 personnel with budget qualification certificates for communication construction projects.
(3) Registered capital: the registered capital shall not be less than RMB 500,000.
(4) Performance: In the past two years, the enterprise has completed five communication construction supervision projects with an investment of more than 3 million yuan, except for those who applied for Grade C qualification for the first time.
Information system engineering supervision qualification refers to the supervision qualification obtained by the information system engineering supervision unit, which is a kind of practice license. The qualification of information system engineering supervision is divided into three levels: A, B and C. The total amount of information system engineering construction allowed to be supervised by different qualification levels is different. The category qualification is recognized by the Computer Information System Integration Qualification Certification Office of the Ministry of Information Industry.
According to the Interim Provisions on Supervision of Information System Engineering, if an organization with independent legal person qualification, a specified number of supervision engineers and registered capital, necessary software and hardware equipment, perfect management system and quality assurance system, fixed workplace and relevant supervision performance has obtained the qualification certificate of information system engineering supervision issued by the Ministry of Information Industry and engaged in information system engineering supervision, its qualification will be recognized by the Computer Information System Integration Qualification Certification Office of the Ministry of Information Industry. The qualification of supervision unit is divided into three grades: A, B and C.
