1. The members' congress is the highest authority of the Association and exercises the following functions and powers:
(a) to formulate and amend the articles of association;
(2) Electing and dismissing directors;
(three) to consider the work report and financial report of the Council;
(4) To decide on merger, division and termination.
(5) Deciding on other major matters.
Two, the Council is the executive body of the members' congress, leading the association to carry out daily work during the intersessional period, and being responsible to the members' congress. Exercise the following functions and powers:
(a) Implementing the decisions of the General Assembly;
(2) Recommend honorary presidents, chief consultants and consultants, and employ invited directors and invited executive directors of the Association;
(four) to prepare for the convening of the members' congress;
(five) to report the work and financial situation to the members' congress;
(six) to decide to absorb or recall members;
(7) Deciding to establish offices, branches, representative offices and entities;
(eight) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;
(nine) to lead the institutions of the Association to carry out their work;
(ten) to formulate internal management system;
(eleven) to decide on other major issues.
