The public's environmental awareness and ecological awareness are reflected in protecting their own rights and interests, but they lack the awareness of participation and? Great environmental protection? Consciousness, the consciousness of consciously fulfilling environmental protection obligations is relatively indifferent.
(2) Environmental supervision has not formed a joint force. Environmental protection involves many functional departments, such as environmental protection, agriculture, water affairs, construction, municipal administration, industrial parks and so on. The system of "one post and two responsibilities" and "departmental linkage" is not perfect and has not yet formed? Great environmental protection? The management mechanism and management functions cross each other, and there is a phenomenon of lack of supervision and buck passing when dealing with specific environmental protection issues. (3) Investment in environmental protection needs to be strengthened. In recent years, the construction of town-level sewage treatment plants in our district has been accelerated, but the construction of supporting pipe networks has lagged behind, and some of them cannot operate normally, with a low sewage collection rate of about 40%. Environmental protection facilities and equipment have high operating costs, such as garbage transfer and disposal fees and sewage treatment fees. A town will cost millions. However, at present, the shortage of financial funds at the town level leads to poor operation of environmental protection facilities.
(D) The status quo of underground pipe network is not optimistic. There are many problems in the underground pipe network in our area, such as low construction standard, small pipe diameter, cement pipe, easy collapse, no rain and sewage diversion and so on. It is difficult to collect and treat sewage. It is understood that the daily treatment capacity of the sewage treatment plant in the south area of the industrial park is 20,000 cubic meters. At present, the normal discharge of sewage in the park is about 7000m3, but only1.500 ~ 2000m3 is collected and treated every day. After the rainstorm, the collection and treatment capacity reaches 1 1,000 cubic meters, which shows that there is no difference between rain and sewage in the pipe network. The relevant departments did not fully cooperate in the construction of pipe network. For those who build their own houses, such as Dongsheng Street in the old city, due to different construction departments, the caliber and location of the construction pipe network are inconsistent, and the pipe network is ineffective, resulting in cross-flow of sewage.
(E) The problem of rural non-point source pollution is prominent. First, the pollution problem of livestock and poultry breeding is still serious. The total amount of livestock and poultry breeding in our region is large, and there are many and scattered farms. Although some achievements have been made in aquaculture pollution control in recent years, there are still 325 pig-scale farms and 34 poultry-scale farms that exceed 1 10,000. Some farms have imperfect environmental protection facilities, feces and sewage seriously pollute soil, water and atmosphere, and some seep into underground to pollute well water, resulting in many complaints and great reactions from the masses. The second is planting pollution. It is understood that our region uses 33,700 tons of chemical fertilizer, 0/.458 tons of agricultural film and 377 tons of pesticides every year, mainly in vegetable sparse bases. A large number of pesticides, agricultural films and fertilizers are used unscientific, and abandoned and rotten vegetables have caused great agricultural pollution. Third, rural garbage and sewage are randomly discarded, piled up and discharged, which seriously affects the rural environment.
Three. Countermeasures and suggestions
(1) Intensify publicity and enhance the environmental awareness of the whole people. (2) Strengthen security and improve environmental protection infrastructure. 2. The total emission reduction task has been fully completed.
