Why can I find the year of the car with the frame number?

The tenth digit of the frame number is the code of the production year of the vehicle. This code consists of 2 1 English letters and 9 numbers, which are A to Y and 1 9 respectively. There are no letters I and O, because these two letters are easily confused with the numbers 1 and 0, and the number 10 does not appear because it occupies two positions.
