Tonglu Economic Development Zone was established on 1994 with the approval of Zhejiang Provincial People's Government. It is one of the first provincial development zones approved and announced by the National Development and Reform Commission and the Ministry of Land and Resources, with an overall control area of 2 1 km2. It is also one of the advanced development zones with large scale, complete functions and the most competitive among the provincial development zones in Zhejiang Province.

Located in the south wing of the Yangtze River Delta, it is 55 kilometers away from Hangzhou and 260 kilometers away from Shanghai and Ningbo ports. It is only 1 hour drive from Xiaoshan International Airport and Yiwu, China Commodity City. Hangxinjing expressway and National Highway 320 pass through the territory. Fuchunjiang route can reach Lanxi, Qiandao Lake and Hangzhou Bay.

After more than ten years of construction, Tonglu Economic Development Zone has basically formed four functional sectors: industry, commerce, tourism and vacation, and culture and education. It has successively won the honors of "Zhejiang Advanced Export Development Zone", "Hangzhou Advanced Industrial Park" and "Hangzhou Characteristic Town Industrial Function Zone (Provincial Economic Development Zone) Demonstration Unit". In recent years, Tonglu Economic Development Zone, while fully enjoying the resources of information, capital and talents in the Yangtze River Delta, has given all-round support to foreign investors in land use, taxation and credit, and implemented tracking services from project to production. Enterprises with particularly large investment scale and high technology content can enjoy the preferential policy of "one factory, one policy".

During the Eleventh Five-Year Plan period, Tonglu Economic Development Zone will focus on "expanding quantity, improving quality and increasing efficiency", constantly consolidate and upgrade traditional industries, make efforts to build lace industry and special paper production bases, cultivate high-tech industrial bases such as optical, mechanical and electrical integration, and form industrial characteristics. By the end of the Eleventh Five-Year Plan period, the total industrial output value of the Development Zone will reach 30 billion yuan, and the industrial tax revenue will exceed 300 million yuan. The Development Zone will be truly built into a modern manufacturing concentration area, a concentration area for attracting foreign investment, a pilot area for system reform and a demonstration area for circular economy with rapid development, great social contribution, high technology content, high investment density and resource conservation. Tonglu County is located in the northwest of Zhejiang, in the middle reaches of Qiantang River, 80km away from Hangzhou, between 29 35' and 30 05' north latitude and between11910'19 58' east longitude.

Tonglu County was founded in the Wu 4th year of the Three Kingdoms (AD 225), with a history of 1780 years. Tonglu county has a total area of 1.825 square kilometers, showing the landform structure of "eight mountains, one water and one field". The county has jurisdiction over 7 towns, 4 townships and 2 streets with a total population of 400,000.

Since the reform and development, Tonglu has been actively reforming and innovating, coordinating urban and rural economic development, emphasizing the harmonious development between man and nature and the rapid development of social economy. After Tonglu entered Xiaokang County of Zhejiang Province from 65438 to 0998, Tonglu became "China's Top 100 Counties" in 2004.
