Improve the management of star-rated green building signs. Encourage all localities to actively carry out pilot projects for the delivery of fully decorated residential finished products, pay close attention to studying and formulating work plans or opinions to promote the full decoration of residential buildings, and reward and support the implementation of fully decorated residential projects under construction and newly started in finance, land transfer and credit.

Our province proposes to improve the health performance of residential buildings. Designers strengthen the concept of healthy housing in the design process, and encourage detailed and differentiated design in terms of comfortable space, fresh air, quiet environment, good lighting, sanitary water quality and physical and mental health according to local and project characteristics. The construction unit shall give priority to the use of reusable, recyclable and renewable building materials and products that are harmless to human health, continuously improve the sanitary performance indicators such as indoor air, water quality, sound insulation, lighting and lighting, and enhance the visual and psychological comfort of buildings.
Improve building energy efficiency. Combined with the transformation of old urban residential areas, on the basis of respecting public opinion, we encourage the selection of economically applicable and environmentally friendly technologies, processes, materials and products to improve the energy-saving level of existing residential buildings. Comprehensively promote the development of prefabricated buildings. In principle, government investment projects adopt prefabricated construction, and social investment projects should specify the proportion and assembly rate of prefabricated construction when planning approval and land supply. Actively promote the application of assembled steel structure housing in affordable housing, resettlement housing and commercial housing. Actively guide rural residents to build light steel structure prefabricated houses according to local conditions.

Actively carry out the evaluation and certification of green building materials, publish the catalogue of green building materials products, establish a tracking and acceptance mechanism for the whole process of green building materials design, construction and acceptance, develop the construction of building materials application database in the province, and establish an information sharing system. Formulate policies and measures to promote the application of green building materials, implement the application requirements of green building materials into the relevant standards of green buildings, promote government investment projects to take the lead in adopting green building materials, and gradually increase the proportion of green building materials in new urban buildings.
Establish a supervision mechanism for users of green houses. According to the requirements of the Ministry of Housing and Urban-Rural Development, the "Guidelines for Housing Inspection of Green Residential Buyers" was formulated to provide green performance and quality acceptance methods for buyers, and guide green residential development and construction units to cooperate with buyers to do a good job in housing inspection. Encourage all localities to incorporate residential green performance and related quality indicators into commercial housing purchase contracts, residential quality guarantees and residential instruction manuals, and clarify quality warranty responsibilities and dispute handling methods.
Strengthen the research and development of green building technology. Strengthen the research and development of green building technology, establish a provincial library of scientific and technological achievements, and promote the transformation of scientific and technological achievements. Actively explore the application of new technologies such as 5G, Internet of Things, artificial intelligence and construction robots in the field of engineering construction, and promote the integration and development of green buildings and new technologies.
