First of all, see if the developer has 5 certificates, including:

Construction land planning permit, construction project planning permit, construction permit, state-owned land use permit and commercial housing sales (pre-sale) permit.

If you don't apply for the real estate license within the time stipulated in the contract, take the purchase contract and solve it through legal channels.
