Heshui has a direct shuttle bus to Yan 'an, which runs every other day, and some of it goes from Pingliang to Yan 'an. They will stop at Heshui Station for a few minutes. If you miss it, you can reverse Qingyang. Qingyang has a bus to Yan 'an at ten o'clock every day, but I suggest you go to Wuqi from Heshui first, and then go to Yan 'an by bus.
