Since last year, Haikou has begun to explore the reform of "house delivery and certificate delivery" and has formed a relatively mature workflow and supervision mechanism. Hunan and Gansu put forward "voucher delivery" in the whole province from 2023. Chen Wenjing, director of market research of the Index Division of the Central Reference Institute, believes that the current real estate market is in a period of deep adjustment, and buyers lack confidence in the market. The "proof of delivery" may play a positive role in property buyers' home ownership. Under the goal and work of "ensuring delivery", the pilot project of "delivery certificate" will be further expanded, and it is expected that more regions in the country will follow up.
Cinda Securities' research report pointed out that compared with the previous "difficulty in obtaining a certificate", "paying the certificate upon delivery" will bring convenience to buyers, children's schooling and housing transactions. , and help boost market confidence; In addition, the implementation of the New Deal has greatly shortened the relevant time limit and put forward higher requirements for the development ability of housing enterprises. For example, enterprises need to do a good job in completion acceptance, house confirmation, tax declaration and fire inspection in advance, and also coordinate with relevant departments such as the real estate registration center to ensure timely handling of real estate licenses.
At the same time, Cinda Securities also said that the main problem in the current market is still the "property delivery" problem. In the case that some projects of some housing enterprises can't even be delivered on time, it is still difficult to achieve "handing over the house and handing over the certificate".
