Pharmaceutical trading enterprises must deal in drugs in accordance with the quality management standards for pharmaceutical trading formulated by the drug supervision and administration department of the State Council. The pharmaceutical supervisory and administrative department shall, in accordance with the provisions, certify whether the pharmaceutical trading enterprises meet the requirements of the Quality Management Standards for Pharmaceutical Trading; Those who pass the certification will get the certification certificate.
When purchasing drugs, pharmaceutical trading enterprises must establish and implement the system of inspection and acceptance of incoming goods, and verify the marks such as drug certificate; Do not meet the requirements, shall not be purchased.
Pharmaceutical trading enterprises must have true and complete records of drug purchase and sale. The purchase and sale records must indicate the general name, dosage form, specification, batch number, validity period, production enterprise, purchase (sales) unit, purchase (sales) quantity, purchase and sale price, purchase (sales) date and other contents as stipulated by the drug supervision and administration department of the State Council.
Drug trading enterprises must sell drugs accurately and correctly explain the usage, dosage and precautions; The prescription must be checked, and the drugs listed in the prescription shall not be changed or replaced without authorization. Prescriptions with incompatibility or overdose should be refused to be prepared; When necessary, it can be prepared only after being corrected or re-signed by the prescriber.

Article 51 of the Drug Administration Law of People's Republic of China (PRC): To engage in drug wholesale activities, it shall be approved by the drug supervision and administration department of the local people's government of the province, autonomous region or municipality directly under the Central Government, and obtain the Drug Business License. To engage in pharmaceutical retail activities, it shall be approved by the pharmaceutical supervisory and administrative department of the local people's government at or above the county level and obtain the Pharmaceutical Business License. Without a Drug Business License, no drug business is allowed.
The Drug Business License shall indicate the validity period and business scope, and shall be re-examined and issued upon expiration.
The pharmaceutical supervisory and administrative department shall, in implementing the drug business license, not only meet the conditions stipulated in Article 52 of this Law, but also follow the principle of facilitating the people to buy drugs.
