The Rules for the Administration of Civil Aviation Flight Dispatcher License (CCAR-65FS-R2) was adopted at the executive meeting of the Civil Aviation Administration of China on 20 10/0 on 25 October, and is hereby promulgated, and shall come into force on 20 10 on 25 May.

Civil aviation flight dispatcher license management rules

Chapter A. General provisions

And the basis of item 65. 1

In order to regulate the management of China civil aviation flight dispatchers' licenses, these rules are formulated in accordance with the Civil Aviation Law of People's Republic of China (PRC) and the Decision of the State Council on Setting Administrative Licensing for the Administrative Examination and Approval Items that Need to Be Retained.

Scope of application of Article 65.3

These rules apply to the application, issuance and management of civil aviation flight dispatcher license and flight dispatcher training institution qualification certificate.

The flight dispatcher training institution mentioned in these Rules refers to the institution that conducts license course training for flight dispatcher license applicants.

Article 65.9 Management responsibilities

(1) The Civil Aviation Administration of China (hereinafter referred to as CAAC) uniformly issues flight dispatcher licenses to applicants who have passed the examination.

(II) The flight standards functional department of the Civil Aviation Administration is responsible for organizing and guiding the examination and approval of flight dispatcher licenses and the qualifications of flight dispatcher training institutions, formulating test standards for flight dispatcher licenses, and issuing flight dispatcher licenses.

(3) The Regional Civil Aviation Administration is responsible for accepting applications for flight dispatcher licenses and flight dispatcher training institutions' qualifications in the region, reviewing application materials, organizing the examination of flight dispatcher license applicants, issuing temporary flight dispatcher licenses, managing the flight dispatcher licenses in the region, reviewing the qualifications of flight dispatcher training institutions, issuing qualification certificates of flight dispatcher training institutions, and supervising and inspecting the training courses and quality of flight dispatcher training institutions.

Application, examination and issuance of dispatcher's license

Article 65. 1 1 Qualification requirements for obtaining a license

An application for a flight dispatcher's license shall meet the following conditions:

(1) at least 2 1 one year old, in good health;

(2) College degree or above;

(3) Being able to read, speak, write and understand Chinese;

(4) Pass the theoretical examination specified in Article 65. 13 of these Rules;

(5) Meet the experience and training requirements specified in Article 65. 15 of these Rules;

(6) Pass the practical examination specified in Article 65. 17 of these Rules;

(7) The issuance date of the graduation certificate issued in accordance with Article 65.49 (b) of these Rules shall not exceed 24 calendar months from the date of application. If it is overdue, the applicant needs to attend the 200-hour course training again.

Article 65. 13 Theoretical Examination Requirements

(1) Applicants who take the theoretical examination of flight dispatcher's license shall complete the theoretical examination after obtaining a valid written graduation certificate as stipulated in Article 65.49 (b) of these Rules. Theoretical examination results are valid for 24 calendar months.

(b) The theoretical examination shall include the following aviation knowledge:

(1) Applicable clauses related to the rights, restrictions and flight operations of air transport drivers in China Civil Aviation Regulations;

(2) Meteorology, including front knowledge and influence, front characteristics, cloud formation, icing and high-altitude data;

(3) Collection, analysis, release and use of meteorological and navigational information;

(4) Understanding and using meteorological charts, maps, forecasts, series reports, abbreviations and symbols;

(5) Relevant meteorological service functions during the operation of the corresponding airspace system;

(6) Understanding, identification and avoidance of wind shear and downflow;

(7) Air navigation under instrument meteorological conditions;

(8) Air traffic control procedures and drivers' responsibilities related to route operation, terminal area and radar environment, as well as instrument approach, departure and approach procedures;

(9) The application of aircraft load and balance, charts, graphs, tables, formulas and calculations, and the influence on aircraft performance;

(10) aerodynamics related to the flight characteristics and performance of aircraft in normal and abnormal flight conditions;

(1 1) Human factors;

(12) decision-making and judgment;

(13) Dispatching resource management and unit resource management, including unit communication and coordination.

Article 65. 15 Experience and training requirements

Applicants for flight dispatcher's license must practice in the post of dispatch and release for at least 90 days under the supervision of qualified flight dispatchers within 0/2 months before applying for the license examination; At the same time, the requirements specified in the following paragraph (a) or (b) shall also be met:

(1) The applicant has at least two years of any of the following experiences or any combination in the three years before applying for the theoretical examination, and has successfully completed the flight dispatcher's license in accordance with Annex A of these Rules?
