Grassland fire prevention measures in Gansu Province

Chapter I General Provisions Article 1 In order to strengthen grassland fire prevention, prevent and put out grassland fires, protect grassland resources and ensure the safety of people's lives and property, these measures are formulated in accordance with the Regulations on Grassland Fire Prevention and other laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the prevention and fighting of natural grassland and artificial grassland fires within the administrative area of this province. These measures are not applicable to forest areas and urban areas. Third grassland fire prevention work to implement the chief executive responsibility system of the people's governments at all levels and the leadership responsibility system of departments and units.

People's governments at all levels shall incorporate the special funds for grassland fire prevention into the fiscal budget at the corresponding level to ensure the development of grassland fire prevention and fighting. Fourth people's governments at or above the county level shall set up a grassland fire prevention headquarters, the headquarters office is located in the administrative department of grassland, responsible for the daily work of grassland fire prevention. The main responsibilities of the headquarters are:

(a) to lead and organize the command, fighting and investigation of grassland fires, arrange and deploy grassland fire prevention measures, and be responsible for coordinating grassland fire prevention work within their respective administrative areas.

(two) the release of grassland fire warning information, decided to start and stop the grassland fire emergency plan, coordinate the implementation of grassland fire fighting materials allocation, transportation, funding and other matters.

(three) to study and deal with other major issues related to grassland fire prevention. Article 5 Grassland administrative departments at or above the county level shall be in charge of grassland fire prevention within their respective administrative areas, and their subordinate grassland supervision and management institutions shall be responsible for grassland fire prevention supervision and inspection, fire monitoring, information collection and technical training, and investigate and deal with violations of grassland fire prevention laws, regulations and rules.

The relevant departments of the people's governments at or above the county level shall, according to their respective responsibilities, do a good job in grassland fire prevention. Sixth Township People's governments should strengthen the supervision and inspection of grassland fire prevention within their respective administrative areas, and set up rural volunteer fire fighting teams as needed. Seventh provincial grassland fire prevention headquarters shall establish a grassland fire prevention expert database and set up an emergency expert group to provide decision-making consultation for fire fighting and rescue work.

Key cities, prefectures, counties and urban areas of grassland fire prevention should also set up corresponding grassland fire prevention technical organizations. Eighth units and individuals that operate or use grasslands shall bear the responsibility of grassland fire prevention within the scope of their operation and use. Article 9 People's governments at all levels shall regularly organize publicity and education on grassland fire prevention to raise citizens' awareness of grassland fire prevention. Set up grassland fire prevention publicity boards and warning signs in grassland fire prevention areas and their traffic arteries.

Radio and television, newspapers and other news media should carry out grassland fire prevention propaganda. Schools in grassland areas should carry out publicity and education on grassland fire prevention.

All units and individuals have the obligation to prevent grassland fires, report grassland fires, protect grassland fire prevention facilities and participate in grassland fire prevention. However, the disabled, pregnant women, minors and the elderly shall not be mobilized to put out grassland fires. Chapter II Grassland Fire Prevention Article 10 The competent department of grassland fire prevention in the province divides the grassland in the whole province into four levels of grassland fire danger zones: extremely high, high, medium and low according to the distribution range of grassland and the degree of fire danger. Eleventh grassland fire prevention departments at or above the county level shall, according to the superior grassland fire prevention planning, combined with local conditions, formulate the grassland fire prevention planning in their respective administrative areas, and organize the implementation after the approval of the people's government at the same level. Article 12 People's governments at or above the county level shall organize relevant departments and units to strengthen the infrastructure construction of grassland fire observation and monitoring facilities, fire isolation belts, fire roads, fire prevention materials storage depots (stations), equip grassland fire prevention vehicles, fire extinguishing equipment, observation and communication equipment, reserve necessary fire prevention materials, and establish and improve the grassland fire prevention command information system.

Key towns of grassland fire prevention should reserve necessary fire prevention materials to ensure the effective supply of materials needed for grassland fire fighting.

Grassland fire prevention departments at all levels shall organize relevant departments to regularly check, maintain and update grassland fire prevention vehicles, fire fighting equipment, clothing, observation and communication equipment and other equipment stored in grassland fire prevention materials storage warehouses (stations) to ensure the emergency support of materials needed for grassland fire fighting. Thirteenth the implementation of grassland construction projects, it should also make plans for the construction of grassland fire prevention facilities. Fourteenth grassland fire prevention departments at or above the county level shall be responsible for formulating grassland fire emergency plans, and organizing their implementation after being approved by the people's government at the corresponding level. Article 15 The people's governments of counties, cities and towns shall, according to the specific conditions of grassland management and use, divide grassland fire prevention responsibility areas, determine grassland fire prevention responsibility units, establish grassland fire prevention responsibility system, sign grassland fire prevention responsibility letters, and conduct regular grassland fire prevention inspections.

Involving more than two administrative regions, the relevant people's government shall establish a grassland fire prevention and defense system, determine the defense area, strengthen information communication, supervision and inspection, and ensure emergency response. Article 16 The following materials shall be provided for blasting, exploration, prospecting, pipeline erection (laying), mineral exploitation, engineering construction and other activities on the grassland, and submitted to the grassland supervision agency of the province for examination and approval. When the grassland fire emergency plan is implemented, it shall be reported to the local county-level grassland fire prevention department for the record.

(1) an application;

(two) the verification opinions of the local county and city grassland fire prevention departments;

(three) the approval documents of requisition and occupation of grasslands and engineering construction, and the valid certificates of the implementing units and individuals;

(four) grassland fire extinguishing equipment and grassland fire emergency plan;

(five) the certificate that the grassland users or contractors agree to implement it;

(six) in the nature reserve, it is necessary to provide the opinions of the nature reserve management department;

(seven) proof of payment of grassland vegetation restoration fee;

(eight) three or more qualified personnel trained in grassland fire prevention and extinguishing technology.
