College graduates whose families enjoy the minimum living guarantee for urban and rural residents, or disabled people, or college graduates who are enjoying national student loans, or college students from poor families who are willing to find employment and actively seek employment and entrepreneurship, can enjoy job-seeking and entrepreneurship subsidies within the graduation year. The subsidy standard is per person 1 1,000 yuan. Vocational education graduates from technician colleges, preparatory technician classes and special education colleges enjoy the subsidy policy for job hunting and entrepreneurship with reference to college graduates.
Application and issuance procedures
College graduates' job-seeking and entrepreneurship subsidies are applied for and distributed in accordance with the principles of "voluntary application, openness and fairness, hierarchical management and earmarking".
(1) centralized application. Colleges and universities should actively publicize and organize qualified college graduates to apply for job-seeking and entrepreneurship subsidies, and collect and summarize application materials.
(2) preliminary publicity. Colleges and universities are responsible for the preliminary examination of the application materials, and the list of applicants who have passed the preliminary examination will be publicized in the official website of the school (the publicity time is generally not less than 7 days, and the supervision telephone number of the Municipal Talent Center is 88360286 to 8602. Pay attention to protecting the privacy and safety of personal information when publicizing. Colleges and universities will publicize the list of people who apply for subsidies without objection, and submit the application materials to the Municipal Talent Service Center according to the "20 19 Xi College Graduates' Job-seeking and Entrepreneurship Subsidy Audit Schedule" (see Annex 1).
(3) review. City talent service center shall timely review the application materials, and after the review, summarize the list of subsidy payers and hand it over to the Municipal Bureau of Human Resources and Social Security, which shall submit it to the Municipal Finance Bureau for review.
(4) disbursement of funds. After the audit of the Municipal Finance Bureau, the subsidy funds will be allocated to the basic account of colleges and universities by the Municipal Talent Service Center.
(5) Pay subsidies. Colleges and universities should pay the subsidies to the graduates' own bank accounts in the form of bank transfer within 1 month after receiving the job-seeking and entrepreneurship subsidies, and submit the details of the payment of the job-seeking and entrepreneurship subsidies for college graduates (see Annex 7) and the list of successful payments confirmed by the bank seal to the Municipal Talent Service Center before September 30 of that year.
Application materials and storage
(A) individual application materials for college graduates
1. Application Form for Job-hunting and Entrepreneurship Subsidy for College Graduates (see the end of the article);
2. A copy of my ID card;
3. According to the type of the applicant, the corresponding materials shall be provided:
(1) The lowest-income families must indicate the latest start and end time of enjoying the minimum living guarantee for urban and rural residents issued by the civil affairs departments at or above the county level (see the end of the article);
(2) Persons with disabilities provide a disability certificate issued by the Disabled Persons' Federation at or above the county level where their household registration is located, or their own disability certificate;
(3) The "Roster of National Student Loan" issued by the school in duplicate (downloadable from the Student Loan Information Network of China Development Bank);
(4) The poverty-stricken families with filing cards shall provide 2 copies of the "Roster of College Graduates from Poverty-stricken Families with Filing Cards" issued by the school (see the end of the article).
Note: If there are duplicate application types, the application of "having enjoyed the national student loan" will be given priority.

5. An account opening permit for colleges and universities to open an account in a bank.
Note: Technician colleges and special education colleges need to provide senior technician classes, preparatory technician classes and vocational education enrollment brochures for special education colleges.
(3) Material storage
The individual application materials for job-seeking and entrepreneurship subsidies for college graduates reported by colleges and universities shall be returned to colleges and universities after being audited by the Municipal Talent Service Center, and the colleges and universities shall be responsible for binding and filing, and keep them for future reference, with a retention period of 5 years.
Xi college students' employment subsidy
A one-time incentive subsidy of 1 1,000 yuan will be given to college graduates (including graduates from ordinary colleges, graduates who have returned from studying abroad, and graduates from advanced classes (preparatory technician classes) in technical colleges) who have settled in An 'an, signed labor contracts and paid social insurance, and a "gift package for recruiting talents from the west to live in peace" will be presented.

Application for submission of materials

Award application procedure
Application time: the end of June or the end of April of the following year after graduation.
Application process: fresh graduates fill in the application form (including personal bank card number) and submit materials according to the following process:
1. Graduates from central enterprises, provincial enterprises and municipal state-owned enterprises stationed in Ann, and graduates from institutions and research institutes affiliated to provinces and cities apply to Ann Talent Service Center, which will accept the application, and the rewards and subsidies will be directly allocated to college students' own bank accounts by the Municipal Talent Center;
2. Graduates who are employed in enterprises affiliated to the district (county) and development zone shall apply to the talent center of the district (county) and development zone to which the social security payment belongs. Reward subsidies are directly allocated to college students' bank accounts by the talent centers of districts (counties) and development zones.
