1. First of all, to obtain the business license for ordinary road freight and special road freight, an application shall be made to the road transport management institution at or above the county level, and the following conditions shall be met:
(1) It has funds suitable for its business;
(two) there are more than five vehicles that have passed the inspection;
(three) there are drivers who meet the prescribed conditions;
(4) Having a sound safety production management system and service quality assurance measures;
(5) Having a fixed office space and a parking lot suitable for its business scope and scale.

2. According to the relevant provisions of the Measures for the Supervision and Administration of the Detection of Fuel Consumption of Road Transport Vehicles (OrderNo.1kloc-0/2009 of the Ministry of Transport), the vehicle type must meet the list of vehicles whose fuel consumption reaches the standard published by the Ministry of Communications.
Then bring the vehicle inspection form, vehicle photos, driving license, registration certificate, employment certificate and ID card (enterprise code certificate) to the transportation management office of the local transportation bureau for handling.
