Article 3 The Ministry of Industry and Information Technology is responsible for the supervision and management of the quality of national communication construction projects, and the communication administrations of provinces, autonomous regions and municipalities directly under the Central Government are responsible for the supervision and management of the quality of communication construction projects within their respective administrative areas. The quality supervision institutions of communication construction projects (hereinafter referred to as the communication quality supervision institutions) established by the Ministry of Industry and Information Technology and the communication administrations of provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as the telecommunications management institutions) shall supervise the quality of communication construction projects in accordance with these Provisions.
