Chapter I General Principles

The library center serves all teachers and students, participates in library management, assists the library to carry out various tasks, and guides students to develop a studious and civilized style.

Chapter II Volunteer Librarians

Article 4 All full-time freshmen, sophomores and juniors in Shipai Campus of South China Normal University can apply to join the Guan Yi Center as long as they recognize the articles of association of the Guan Yi Center. In accordance with the principle of "voluntary registration, two-way selection and merit-based employment", the audit process selects librarians openly, fairly and justly. Each semester is one academic year, and librarians can only apply for withdrawal after working for at least one semester. An incompetent librarian may be dismissed after discussion by the leading group.

Article 5 Rights of Librarians

(1) Having the right to vote and stand for election;

(two) the right to supervise, criticize and make suggestions on organizations and cadres at all levels and their work through various proper channels and means;

(three) the right to participate in activities organized by the library center;

Article 6 obligations of librarians

(2) Mastering certain library work skills and effectively managing or engaging in the work of a certain post in the library under the guidance of full-time staff;

(3) Answering readers' inquiries, not perfunctory, not shirking, respecting readers' reading habits and safeguarding readers' rights and interests;

(4) Organize and reflect readers' opinions and suggestions on library work in time, inform students of the information feedback from the library in time, and actively play the role of bridge and link;

(5) Guide students to be civilized readers, improve the utilization rate of library resources, and guide students to develop an atmosphere of loving learning.

Chapter III Organizational Structure and Functions

Article 7 Organization

Article 80 The leading group of Guan Yi Center consists of the director, the deputy director of the competent department and the secretary-general in charge of the warehouse. The leading group guides and supervises the work of the Guan Yi Center and decides on major issues of the Guan Yi Center.

Article 9 Department responsibilities

(1) Secretariat: co-ordinate the daily work of the library, coordinate and supervise various functional departments, assist the head of the library, sort out office materials and files, wait for meetings and follow up various activities;

(2) International Liaison Department: responsible for organizing and carrying out various special activities of the library center, promoting communication among librarians, and creating a brand image externally;

(3) Propaganda Department: publicize all kinds of storage rooms, make characteristic exchange books, design publicity posters, arrange venues during activities, take photos and post-process photos;

(4) Discipline inspection department: formulate or improve the rules and regulations of the library center, be responsible for attendance and year-end assessment on duty and meetings, and collect and feedback the opinions of readers and librarians;

(5) Information Department: Edit, publish and distribute Building News, update the homepage of library center, and timely deliver all kinds of library information to the outside world;

Article 10

Responsibilities of library team

According to the requirements of the "Library Center", cooperate with the library teachers, be responsible for organizing, arranging and checking the work of the small team library, and understand the attendance and performance of the library; Hold regular monitor meetings and organize various activities of the monitor; Convey and implement the decision of "Yiguan Center" and feedback the opinions and requirements of Yiguan; Publicize library resources, attract readers and improve the utilization rate of library resources.

Chapter IV Supplementary Provisions

Article 1 The final interpretation right of the Articles of Association belongs to the Righteousness Center.

Article 12 The implementation of the Articles of Association shall be supervised by the Student Affairs Office of the Party Committee, the school library, the school youth league committee and the school student union.

Article 13 The Articles of Association shall come into force as of the date of revision.

Regular work and activity development system of volunteer librarian management center

1. All the daily work and activities of "yiguang Center" should be carried out according to this system.

2. Before the volunteer librarians take up their posts, the library shall conduct training in accordance with the Administrative Measures for the Pre-service Training of Volunteer Librarians in the Library of South China Normal University (Trial).

(1) The training of volunteer librarians is coordinated by the Secretariat, the library arranges the training of teachers and specific training contents, and the "Library Center" arranges the training by itself.

(2) Volunteer librarian training is divided into cadre training, professional and technical training and job training.

(3) Business and technical training is arranged by the library; On-the-job training is organized by team leaders, and the library room arranges training teachers and specific training contents.

All volunteer librarians must receive professional and technical training and on-the-job training before taking up their posts.

(4) The cadre training of "Yiguan Center" runs through the whole year, and the library and Yiguan Center arrange the contents according to the needs and selectively participate in the cadre training of the school student union.

3. The warehouse captain and team members should be on duty in the warehouse according to the duty time to complete their respective work. The discipline inspection department shall conduct inspection and supervision in accordance with relevant regulations.

4. The cadres of "Guan Yi Center" are on duty in the office according to the duty time, receiving and answering all kinds of inquiries, keeping records on duty and handling relevant issues in time. The discipline inspection department shall conduct on-duty inspection and supervision in accordance with relevant regulations.

5. At the end of each academic year, the discipline inspection department will conduct evaluation in strict accordance with the relevant evaluation system, and select outstanding volunteer librarian cadres and outstanding volunteer librarians.

6. Feedback readers' suggestions and opinions in time, and strengthen the exchange and communication of volunteer librarians. (1) In order to further strengthen the exchange and communication of volunteer librarian work and reflect the opinions of all teachers and students, a "volunteer librarian mailbox" was set up at the entrance of the library, a "volunteer librarian exchange book" was set up in each library room, and a work telephone number was set up in the central office of the library: 852 1 1402 to 83 1.

(2) The mailbox and message room are managed by the discipline inspection department. Open an email once a week, regularly collect and exchange opinions and suggestions in this book, and respond and deal with relevant opinions and suggestions in a timely manner in a certain form.

7. Each department or library should submit the activity plan to the Secretariat two weeks in advance, and the activities can only be carried out after discussion and approval, and the activity summary should be submitted within one week after the activity.

8. If the activities need the assistance of other functional departments and libraries, it is necessary to communicate with the person in charge first, and submit the coordination plan to the secretariat at the same time as submitting the activity plan, and the secretariat will make overall arrangements.

9. If you need to borrow the school space or classroom during the activity, you need to inform the International Liaison Department one week in advance, and the International Liaison Department will issue a receipt to apply for the space.

10. The main person in charge of the activity should make a detailed budget and submit the budget and the activity plan to the secretariat at the same time, which will handle it according to the financial management regulations.

Measures for attendance and disciplinary action of volunteer librarians

1. The Measures for Handling Attendance and Disciplinary Violations of Volunteer Librarians is the basic basis for the discipline inspection department to perform attendance and the volunteer librarian management center to handle disciplinary violations.

2. Volunteer librarians and their cadres must wear work permits during their work. The discipline inspection department is responsible for inspection, registration and handling.

3. The personnel on duty must sign in on the attendance sheet. In one semester, forgetting to sign in twice counts as leave, and five counts as truancy.

4. If the cadres on duty in the office are unable to be on duty for some reason, they should ask for leave from the discipline inspection department orally or in writing two days in advance, at the same time, do a good job of shift adjustment, and ask for leave from the discipline inspection department within two days afterwards. Those who fail to ask for leave in time, or submit the leave slip more than two days later, will be treated as absenteeism.

5. Those who can't be on duty in the library for some reason must ask for leave from the library teacher and team leader one day in advance and fill in the leave slip. If you can't ask for leave in person in the library due to special circumstances, you must call the library teacher to ask for leave orally in advance, ask the teacher to make a leave record for you, and fill out the leave form in the library within two days afterwards. Those who fail to ask for leave in time, or submit the leave slip more than two days later, will be treated as absenteeism.

Relevant personnel attending various meetings must be present on time. If you are absent for some reason, you must ask for leave from the discipline inspection department in advance, and you can ask for leave only after approval, otherwise you will be absent without reason.

6. The discipline inspection department shall check the attendance and work of the volunteer librarians in the office and libraries every week. Record attendance in detail, and deal with violations in the process of duty in time. Disciplinary actions include:

(1) was negative in the process of being on duty and didn't finish the work without reason.

(2) Noisy, frolicking, smoking and eating during duty.

7. The personnel on duty who violate the attendance system shall be dealt with by the discipline inspection department in accordance with the disciplinary measures; Or found that the personnel on duty in violation of discipline in the process, verbally reminded by the discipline inspection department, if the circumstances are serious, in the department, library room meeting informed criticism.

8. The discipline inspection department shall report the duty to the team leader once every two weeks, and each team leader shall follow up. The treatment of each librarian's absence or violation of discipline should be recorded by the secretariat.

9. Disciplinary measures

(1) If you fail to submit the leave slip for three or more times in one semester, or if you submit the leave slip late, you will be disqualified.

(2) If the person is absent without reason 1 time, the discipline inspection department will verbally remind informed criticism at the meeting of the department and warehouse, and 2 points will be deducted; The minister and team leader will give a warning to those who are absent for the second time without reason, and deduct 4 points; For those who have been absent for three or more times without reason, the welfare of compulsory librarians will be cancelled and the allocated welfare will be recovered.

(3) Those who are careless and irresponsible in their work and still do not repent after being criticized for three times (or more) will be disqualified as volunteer librarians and recover the allocated benefits.

(4) Those who are absent from the mobilization meeting or summary meeting without reason will be disqualified.

(5) Those who are usually absent from various meetings for three times or more without reason will be disqualified.

Evaluation system of volunteer librarians

1. In order to stimulate the enthusiasm of volunteer librarians and commend outstanding volunteer librarians, this evaluation system is specially formulated. The evaluation cycle is once every academic year, and the evaluation time is at the end of the academic year. The specific date is proposed by the Secretariat, decided by the meeting of all cadres of Guan Yi Center, and awarded at the next mobilization meeting and award presentation meeting.

2. The selection of "Yiguan Center" will be conducted in accordance with the principles of democracy, fairness, impartiality and openness.

3. The evaluation object is the librarian of the Volunteer Librarian Management Center of the Library of South China Normal University. Those who have not been absent for three times without reason within one year, have not been criticized by the library teacher, and have asked for leave for no more than four times are eligible to participate in the evaluation.

4 at the end of each academic year, according to the number of places given by the school student union, the selection of "outstanding school student cadres"; According to the proportion agreed by the four units of "* * *", "excellent volunteer librarian cadres" and "excellent volunteer librarians" were selected respectively.

5. "Excellent volunteer librarian cadres" selection method:

(1) Participants: central cadres of the library: directors, deputy directors, secretaries-general, ministers and deputy ministers of all departments, and captains and vice captains of all warehouses;

(2) Selection method: convene a general meeting of all cadres in the center of the museum to exchange work, announce the attendance results, hold a secret ballot, and determine the list of candidates according to the difference of 50%. After listening to the opinions of the relevant teachers in the museum and referring to the attendance results and points, the leading group of the center of the museum will discuss collectively to determine the final candidate.

6. Selection method of "excellent school student cadres": one or two students with the highest scores (the specific number is based on the quota given by the school student union) are selected as "excellent school student cadres" this year.

7 "excellent volunteer librarian" selection method:

(1) Participants: except students who have won "excellent school student cadres" and "excellent volunteer librarian cadres", other volunteer librarians with evaluation qualifications;

(2) Selection method: the number of evaluation places shall be allocated according to the evaluation proportion of the total number of warehouses and departments (part of one shall be counted as one).

(3) For the warehouse, the discipline inspection department will count the results of daily assessment and screen out the candidates who are qualified in the assessment and whose total score of daily assessment is in the top 50% of the warehouse; The team leader of each warehouse reports the daily assessment results of the candidates to the warehouse, listens to the opinions of the warehouse teachers, and finally determines the final candidate with the warehouse teachers and team leader after verification by the warehouse center cadres.

(4) Functional departments: departments hold departmental meetings. On the basis of summing up the exchange work for one year, they voted by secret ballot according to the attendance results and the selection quota, and the candidates were determined according to the difference of 50%. Finally, the leading group of the center refers to the attendance results and listens to the opinions of the masses, and determines the final candidate according to the proportion of 25%.

8. The evaluation results can only be passed after being reported to the school student union for approval. In addition to awarding honorary certificates to the winners, all departments will be notified in writing of the winners' list, and it is suggested that all departments should deal with them according to the standards of "student work activists" and "student work activists" in the comprehensive evaluation of that year.

3. Work is slack, often shirking work, unwilling to cooperate with ministers and team leaders to do necessary work, not actively participating in the daily activities of the library, and indifferent to the library. After doing ideological work, the minister and group leader can leave the organization relationship with the library upon application if they have no intention of repentance or intend to leave the library.

4. Specific evaluation rules

(1) Grader: member of the discipline inspection department, assisted by the secretariat.

(2) Scoring standard: basically divided into 60 points, with specific points added and deducted as follows (the total score of the semester will be used as a reference for evaluating each volunteer librarian):

(4) Reward points:

(1) is praised by the library teacher (subject to the exchange of messages from the library teacher in the book), and 2 points will be added each time, and the semester will not exceed 4 points.

(2) If the term expires and is praised and promoted by the library teacher, add 4 points.

③ If the volunteer librarian management center adopts any strategy, add 4 points each time. (Actively participate in the construction of departments and warehouses, add 2 points each time, and add 2 points for constructive opinions)

4 Full attendance plus 4 points per semester.

⑤ Anyone who participates in the solicitation activities of the Ministry of Information will get 2 points for each contributor. If published, add 4 points. ⑥ Actively participate in the activities organized by the volunteer librarian management center, with 2 points each time. If you perform or host a program at an event, add 3 points.

7. Get 2 points for a part-time job for one semester and 3 points for a part-time job for one academic year.

Note: Part-time jobs refer to cadres who are both librarians and volunteers in the librarian management center.

(2) Deduct 2 points for the cumulative leave of absence for three times each semester, and deduct 4 points for each leave from the fourth time.

(3) Take part in the (departmental) library meeting, and deduct 1 point for being late, and deduct 2 points for being absent without reason.

(6) Punishment:

(1) Those who are absent without reason 1 times will be verbally reminded to informed criticism by the discipline inspection department at the meeting of departments and warehouses, and 2 points will be deducted; Those who are absent for the second time without reason will be warned and deducted 4 points; Those who have been absent for three or more times without reason shall cancel the benefits of the volunteer librarians and recover the distributed benefits.

(2) Within a semester, those who fail to submit the leave slip for three or more times, or submit the leave slip after the deadline, will be disqualified.

③ Those who are careless and irresponsible in their work and still do not repent after being criticized (three times or more) will be disqualified from being a volunteer librarian and recover the allocated benefits.

④ Those who are absent from various meetings (except mobilization meeting or summary meeting) for three times or more without reason will be disqualified.

⑤ Those who are absent from the mobilization meeting or summary meeting without reason will be disqualified.

Remarks:

(1) If the volunteer librarian has other bonus points or bonus points, it will be indicated in the remarks, and the term of office will be counted by the staff.

Instructions for the use of volunteer librarian management center office

1. The office of the library volunteer librarian management center is the main place for the staff of the library center to carry out their daily work and related activities. The Secretariat is responsible for unified management and the Information Department is responsible for computer maintenance.

The key to the office is usually kept by the library security guard. If you need to use the office for work, you should show your work permit to the library security guard. Hang the key on the hook next to the door after entering the office, and put it back in time when leaving the office. Those who fail to return in time will be verbally criticized by the Secretariat. Except for the leading group, no cadre of Guan Yi Center may prepare the office key without permission, and unless there are special circumstances, the office key shall not be handed over to personnel other than the cadres on duty.

2. The office and the cadres on duty are not allowed to bring irrelevant personnel into the office at will, give the office key to irrelevant personnel for use, and configure the office key without permission. Offenders, depending on the seriousness of the case, criticize or give corresponding punishment at the regular meeting.

Don't talk loudly at will in the office, always keep the office clean and tidy, and don't litter at will.

4. The personnel on duty should be on duty in strict accordance with the duty system (duty time is Sunday to Thursday 19: 30-2 1: 00). The personnel on duty can use the office to exchange work and related information and strengthen communication.

Sign in first when you are on duty, and you must not be absent without reason. Those who can't be on duty for some reason must ask for leave from the discipline inspection department two days in advance and write a leave slip and put it in the office, otherwise it will be treated as absenteeism.

Those who make up or change shifts should sign in and indicate the situation in the leave column. Make-up classes must be completed within one week, otherwise it will be treated as absenteeism.

5. Librarians and readers can go to the office for relevant consultation during working hours.

6. The office phone number (852 1 1402 to 83 1) is set for office and cannot be used to handle private affairs.

7. The computers in the office are used for the daily work of the volunteer librarians and shall not be used for things other than work. Only the personnel of the leading group, the Secretariat, the Propaganda Department and the Information Department can master the password, and the relevant personnel shall not disclose the password. Other personnel who need to use computers for work can apply to the Secretariat.

8. If a department or library needs to borrow an office for a meeting (except normal meeting hours), it needs to apply to the Secretary-General two days in advance, and the secretariat staff will turn on the computer to use it.

9. All books and periodicals on the office shelves belong to the volunteer librarian management center of South China Normal University Library. The secretariat is responsible for the daily management of books and periodicals in the office and the collection of books and periodicals, including the counting, shelving and storage of books.

Books on the shelf are divided into preservation and loan: preserved books can only be read in the office and cannot be taken out of the office; For books that can be checked out, borrowers should consciously register before borrowing books and return them within two weeks.

10. Materials belonging to the library in the office are generally not allowed to be borrowed. If there are special circumstances, it must be approved by the library office; Under normal circumstances, the materials belonging to the center of the library are not allowed to be lent to others. Under special circumstances, an application shall be submitted to the secretariat and approved by the director of the center. Return it in time after use, and compensate for any damage or loss.

12. Volunteer librarians should make full use of various resources in the spirit of economy and on the premise of ensuring the completion of their work. Finally, the personnel on duty who leave the office should turn off all power supplies (pay special attention to the computer monitor and the main power supply of the computer) and close the doors and windows.

13. Those who violate the above system will be given a verbal warning by the Secretariat, and those with serious circumstances will be informed criticism at the regular meeting and punished accordingly.

Work permit system for volunteer librarians

The work permit of the library volunteer librarian is a symbol of the identity of the volunteer librarian and a proof that the volunteer librarian works in the stacks. The work permit is uniformly produced, distributed and managed by the volunteer librarian management center of South China Normal University Library.

2. The Secretariat is responsible for issuing certificates and supervising and managing the use of work permits of cadres and team members.

3. All members of the "Yiguan Center" are issued with work permits, which are for their own use only and may not be lent or altered.

4. The holder must wear a work permit when working or attending meetings and other group activities.

5. The holder shall consciously accept the supervision of the teachers and students of the whole school, and shall not use his power to engage in improper activities by wearing a work permit.

6. The work permit shall be properly kept. If it is damaged or lost, it should be reported to the secretariat immediately and reissued.

7. The work permit shall indicate the date of issuance and be stamped with the seal of "South China Normal University Student Union".

8. The work permit is valid for one year. After the expiration of the holder's term, the work permit shall be kept by the holder.

Financial management system of volunteer librarian management center

(Revised on June 10, 2008)

1.The funds required for the "* * * Construction" activity shall be shared by the four units of "* * * Construction" according to the opinions agreed in the Minutes of the Meeting of the Committee for Building a Civilized Library of South China Normal University, and shall be allocated according to the academic year.

2. At the beginning of each academic year, the Secretary-General fills in the payment form and receives funds for the academic year from four "* * *" construction units. If there are large-scale activities to be carried out during the school year, after approval, the required funds will be requested by the "Yiguan Center" to the relevant units.

3. The finance of "yiguang Center" shall be managed by the Secretariat in a unified way, and an income and expenditure account shall be established. All work and activity expenses should be based on the principle of "spend less, do more and do practical things", and save and make good use of funds.

4. The management center, functional departments and library team should work out the activity budget based on the principle of economy, and submit the detailed budget to the secretariat one week before the activity, which will be discussed and approved by the leaders of the library center.

5. The purchase of general materials can only be advanced with the consent of the Secretary-General the day before the withdrawal of 100 yuan; If the price exceeds 100 yuan but is less than 300 yuan, the Secretary-General shall be informed one day in advance, and the Secretary-General shall obtain the consent of the director before making an advance; 300 yuan needs to be discussed and approved by the leading group of Guan Yi Center.

6. To buy anything, you must issue a valid invoice and receipt. The specific purpose is indicated on the back of the reimbursement invoice, signed by the agent and the witness, submitted to the secretariat for reimbursement by the heads of departments and warehouses, and written off by the secretariat to the finance department at the end of each semester. (Note: The reference person must be a cadre at the next higher level)

7. At the end of each academic year, report the expenditure details to the "* * * Construction" four units in written form.

8. No one may misappropriate public funds without authorization. Anyone who practices favoritism and malpractice will be automatically removed from the list once found, and the losses will be fully recovered. If the circumstances are minor, it shall be handled by the secretariat; If the circumstances are serious, it shall be reported to the higher authorities for handling.

Archives management system of volunteer librarian management center

1. The archives of Guan Yi Center refer to all written and electronic materials accumulated by Guan Yi Center in its daily management, education and other activities, and are important property of Guan Yi Center. Without permission, the contents of archives shall not be disclosed or copied at will.

2. The archives of "yiguang Center" shall be sorted and filed by the Secretariat, so as to be well documented.

3. The archives of all departments and reference rooms are cleaned once every semester and sent to the secretariat for filing.

4. All the archives of the Medical Management Center must be in duplicate, one for filing and one for reference at ordinary times. Important materials must be kept, and CDs should not be lent out.

5. All activity materials planned and prepared by all departments and libraries must be submitted to the Secretariat in duplicate in paper and electronic form.

6. Departments and reference rooms may borrow relevant documents from the Secretariat according to their work needs, but they shall not use the relevant documents for non-work purposes. All files can be kept for up to one week. If the return is delayed, the Secretariat will give a verbal warning and criticism.

7. When all departments and reference rooms need to call files, the minister and team leader shall submit a written application. With the consent of the Secretary-General, files can be lent out accompanied by the responsible secretary, who should register the lending and return.

8. Borrowers of archives shall keep the archives complete and tidy, and shall not scribble, damage or lend them to others at will. If there are irreparable losses, in addition to compensation for the cost of copying files, a written review should be made, and the secretariat will warn and criticize them.

9 "Library Center" files shall not be lent to other units, and can only be read and registered in the office.

10. All borrowing documents shall not be original.
