I. General principles
In order to further deepen the reform of professional titles, improve the evaluation mechanism of professional and technical personnel, and objectively, fairly and scientifically evaluate the professional level of professional and technical personnel, these conditions are formulated in accordance with the Regulations on the Trial Implementation of Library and Information Professional Positions and the actual situation in our province.
Scope of application: personnel engaged in the management and research of books and materials in the libraries and reference rooms of enterprises and institutions in the province (including the positions of document information development, document editing, reader service, technology development and service).
Qualification: Librarian, Associate Research Librarian, Research Librarian.
Second, the basic conditions
Article 1 Support the Party's line, principles and policies, adhere to the Four Cardinal Principles and abide by the Constitution and laws of People's Republic of China (PRC). Have good ideological and political quality and professional ethics.
Article 2 A healthy father can fully perform the duties of this post.
Article 3 The level of foreign language (ancient Chinese) and computer application ability meet the relevant provisions of the national and Guizhou provincial examinations on foreign language (ancient Chinese) and computer application ability.
Article 4 Complete the continuing education tasks specified by this major.
Article 5 Under any of the following circumstances, the following provisions shall apply:
1. If it is determined to be "basically qualified" within the specified service life, it will be declared one year later each time; Determined as "unqualified", each extension of two years.
2. Violation of discipline in the title examination shall be postponed for two years from the date of notification; Those who practise fraud in the declaration (falsifying academic qualifications, qualifications and achievements, and plagiarizing others' achievements) shall be postponed for three years from the date of identification.
3, by the party discipline, administrative "warning" punishment, from the date of lifting the punishment, an extension of three years to declare; Subject to "demerit" and above punishment, the declaration shall be postponed for four years from the date of lifting the punishment. Those who violate the law and are subject to criminal punishment shall be postponed for six years from the date of lifting the punishment.
Third, the reporting conditions
Article 6 The academic qualifications and qualifications of persons applying for the post qualification of librarians shall meet one of the following conditions:
1, master, engaged in books and materials work for more than two years.
2, graduated from the university, obtained the qualification of assistant librarian, and served as an assistant librarian for more than four years.
3, graduated from college, obtained the qualification of assistant librarian, and served as an assistant librarian for more than five years.
4, graduated from technical secondary school, obtained the qualification of assistant librarian, and served as an assistant librarian for more than seven years.
Article 7 The academic qualifications and qualifications of persons applying for the post qualification of associate research librarian shall meet one of the following conditions:
1, obtained a doctorate and worked in books and materials for more than two years.
2. Master's degree, qualified as a librarian, and served as a librarian for more than four years.
3. Graduated from university, qualified as a librarian, and served as a librarian for more than five years.
4. College degree, qualified as a librarian, and served as a librarian for more than seven years.
Article 8 To apply for the professional and technical post qualification of a research librarian, one must have a bachelor's degree or above, obtain the post qualification of an associate research librarian, and have served as an associate research librarian for more than five years.
Fourth, the evaluation conditions
Article 9 Qualification assessment conditions for librarians.
1. During the current position, you must have one of the following work achievements:
(a) literature information development major:
1. Participate in the topic selection, content analysis and actual development of document information development, and play a key role in some important thematic development.
2. Participate in the editing of literature information, and write abstracts, abstracts, bibliographies and general literature information.
3, familiar with information product marketing, and actively promote the dissemination of literature information.
(2) major of literary editing:
1. Be familiar with the collection, publication and distribution of books, and participate in the formulation and revision of documents acquisition rules and regulations.
2. Understanding various tools and methods such as classification, subject method, cataloging method and sorting method, and being familiar with the whole process of classification and cataloging play a key role in document morphological description and content indexing.
3. Skillful use of computer to organize documents.
(3) reader service major:
1, in charge of lending service, competent for general reference.
2, undertake the task of reader research, analysis of reading tendency, to carry out quality service.
3. Skillfully use all kinds of Chinese and foreign reference books and bibliographic retrieval methods (including traditional manual methods and computer retrieval methods) to serve readers.
(four) technology development and service major:
1. Participate in the formulation or implementation of the overall technical work plan of the department.
2. Understand microfilm, audio-visual, computer, multimedia and other technologies, and skillfully use one of them.
3. Solve general technical problems and undertake program design and system maintenance.
Personnel in other professional positions of books and materials should meet the conditions of the above four categories of personnel.
Two, during his tenure, must be independent or as the first author to obtain one of the following academic achievements:
(1) Publishing academic papers 1 article in academic journals published publicly at or above the provincial level; Or publish 2 academic papers in provincial internal information academic journals (internal journals and papers) and supplements (including academic conference exchanges at or above the provincial level).
(2) Publishing academic papers 1 article in city (prefecture) level journals (this paragraph is only applicable to books and materials majors below the county level).
(three) won the excellent thesis award of the professional society at or above the provincial level or the excellent service award of the municipal library.
(four) won the second prize of city (prefecture) level scientific research achievements or the provincial scientific research achievements Excellence Award.
(five) presided over the preparation of two or three documents (more than one hundred thousand words), the use of good results.
Tenth deputy research librarian qualification evaluation conditions:
1. During the current position, you must have one of the following work achievements:
(a) literature information development major:
1, according to relevant policies and social needs, grasp the development direction of literature information and develop relevant thematic literature information.
2. Accurately analyze and judge the value of literature information and its advantages and disadvantages, and independently process and sort out the information.
3. Preside over the compilation of large-scale bibliographic indexes and write high-quality abstracts, abstracts, notes and abstracts.
(2) major of literary editing:
1, mainly involved in the formulation and revision of documents acquisition laws and regulations, and played an important role in the work of document type structure, varieties entering Tibet and their proportion and number of copies.
2, familiar with the use of classification, theme, cataloging, inspection and other tools and methods.
3. Be familiar with the whole process of book purchasing and cataloging, and assist the general school to check.
(3) reader service major:
1. Fully preside over or guide a reader service.
2. Skillfully use all kinds of reference books and literature retrieval methods in Chinese and foreign languages (including traditional manual methods and computer retrieval methods), and engage in various reference or user consultation.
3. Hosting 1 major service projects; Or guide 1 the business backbone who is qualified to consult.
(four) technology development and service major:
1. Participate in micro-movies, audio and video, computer, multimedia and other technical work, and undertake feasibility analysis, overall scheme design and implementation of larger systems.
2. Participate in solving major technical problems, preside over the formulation of various rules and regulations, and organize and guide technicians to carry out program design and system maintenance.
Other professionals in books and materials should meet the conditions of the above four categories of personnel.
Two, during his tenure, must be independent or as the first author to obtain one of the following academic achievements:
(a) published 3 academic papers in academic journals published at or above the provincial level; Or publish 2 academic papers in academic journals published publicly at or above the provincial level, and publish 2 academic papers in provincial internal information academic journals (internal journals and papers) and supplements.
(2) Writing and officially publishing 1 academic monograph or 2 or 3 documents (over 150,000 words).
(three) won the third prize of provincial and ministerial level scientific research achievements or the first prize of city (state, prefecture) level scientific research achievements.
Eleventh research librarian qualification evaluation conditions:
1. During the current position, you must have one of the following work achievements:
(a) literature information development major:
1, grasp the development direction of literature information and develop influential thematic literature information according to relevant policies and social needs.
2. Accurately analyze and judge the value of literature information and its advantages and disadvantages, and independently process and sort out the information.
3. Preside over and participate in the compilation of large-scale bibliographic indexes, and write high-quality abstracts, abstracts, notes and abstracts.
(2) major of literary editing:
1, presided over the formulation of laws and regulations on document acquisition, and played a major role in determining the type, variety, proportion and number of copies of Tibetan documents.
2, familiar with the use of classified notes, subject method, cataloging method, inspection method and other tools and methods, presided over or mainly participated in the preparation of professional norms and technical standards at or above the provincial level, or mainly participated in the organization and implementation of major national or regional acquisition and editing business construction projects.
3. Proficient in the whole process of book acquisition and cataloging, and serve as the head school pair.
(3) reader service major:
1. Fully preside over or guide the reader service.
2. Make full use of all kinds of Chinese and foreign reference books and literature retrieval methods (including traditional manual and computer retrieval methods), and engage in all kinds of difficult reference services or user consultation.
3. Hosted two major service projects; Or guide two business backbones who are qualified for reference consultation.
(four) technology development and service major:
1, presided over the work of microfilm, audio-visual, computer and multimedia technology, and undertook the feasibility analysis, overall scheme design and implementation of larger systems.
2, presided over or mainly participated in the development planning of national or regional library departments, and put forward constructive opinions on professional and technical work.
Other professional staff of books and materials shall be handled according to the above four types of personnel conditions.
Two, during the current position, must be independent or as the first author to achieve the following academic achievements:
(a) published six academic papers in academic journals published at or above the provincial level, two of which were published in core journals or won the library society of china and China Information Science Society 1 Excellent Paper Award.
(2) Write and officially publish academic monographs 1 or 23 documents (more than 250,000 words).
(three) won the second prize of provincial and ministerial scientific research achievements.
