The relevant departments of the city, district and county shall, in accordance with their respective responsibilities, supervise and manage the information engineering construction. Article 4 The construction of information engineering in this Municipality shall follow the principles of overall planning, interconnection, resource sharing and security, and prevent blind investment and repeated construction. Article 5 The municipal, district and county people's governments shall incorporate the construction of information infrastructure into the overall planning of urban construction and the overall planning of village and market town construction. The pipeline construction in the urban public information infrastructure of this Municipality shall be uniformly planned, constructed and managed. The municipal administrative department of economy and informatization shall, jointly with the municipal development and reform, finance and other relevant competent departments, formulate the annual plan for the informatization construction of this Municipality, and organize and supervise the implementation. Seventh major information engineering projects with an investment of more than 2 million yuan (hereinafter referred to as major projects), when the municipal development and reform department and other competent departments examine and approve the projects, the municipal finance department shall, when examining and approving the funds, jointly with the municipal administrative department of economy and information technology.
For information engineering projects other than those specified in the preceding paragraph, the construction unit shall report the relevant project report and design scheme to the municipal or district/county economic and information administrative departments for the record before the project starts.
The specific procedures or measures for examination and filing as stipulated in this article shall be separately stipulated by the municipal administrative department of economy and information technology in conjunction with the municipal administrative departments of development, reform and finance. Article 8 The municipal administrative department of economy and informatization shall organize a review of the planning layout, security system, technical standards and other related contents of major projects, and make a reply on whether they are qualified within 30 days.
If the examination is unqualified, the relevant competent department shall not approve the project; Belong to the financial investment, the financial sector will not grant funds. Article 9 Information engineering construction shall be subject to tender according to law. Tenth construction units shall not contract out information engineering projects to units that do not have the corresponding qualification grades. Eleventh units engaged in the design, development, implementation and service of information engineering shall implement the relevant national standards, industry standards and local standards of this Municipality. The design scheme, products used, acceptance and related services of information engineering shall implement the relevant standards of information system security.
Major projects shall pass the information system security assessment and certification, and shall not be put into operation without assessment and certification. Thirteenth major projects should be subject to supervision.
The municipal administrative department of economy and information technology shall supervise and inspect the quality of major projects. Fourteenth construction units should participate in the completion and acceptance of major projects. Major projects that have not been accepted or failed to pass the acceptance test shall not be put into use. Seventeenth information engineering units in violation of the provisions of article eleventh, the second paragraph of article twelfth and the provisions of article fifteenth, the municipal administrative department of economy and information technology shall be ordered to make corrections and give a warning; If the circumstances are serious, a fine of 30 thousand yuan shall be imposed; If losses are caused, the relevant responsible units shall be liable for compensation according to law.
