Development and reform, finance, personnel, public security, justice, customs, supervision, industry and commerce departments shall, in accordance with their respective responsibilities, do a good job in file management. Article 4 The municipal and county (city, district) people's governments and their archives administration departments or relevant competent departments shall commend and reward the units and individuals that have made remarkable achievements in archives work and donated important and precious archives to the state. Chapter II Archives Institutions and Their Duties Article 5 The archives administrative departments of cities and counties (cities, districts) shall be in charge of archives work within their respective administrative areas and perform the following duties:
(a) overall planning, organization, coordination, supervision and guidance of archival work;
(two) to supervise and guide the archives management of professional archives and units, and coordinate and guide the collection and utilization of existing documents of state organs at the same level;
(three) to carry out the publicity and popularization of archives laws, regulations and archives standardization and archives training;
(four) to guide the collection, storage and utilization of archives of private enterprises, individual industrial and commercial households and scientific and technological demonstration households. Article 6 Cities and counties (cities, districts) shall establish national comprehensive archives and perform the following duties:
(a) the implementation of archives laws, regulations, rules and regulations related to archives management;
(2) Collecting and receiving archives and related materials with preservation value within the management scope of the library, and collecting historical archives scattered in the society;
(3) Classifying, sorting out and cataloguing the archives and materials entering the library;
(four) the use of modern technology to effectively protect archives, to ensure the integrity and safety of archives;
(5) If the archives may be seriously damaged or unsafe due to poor storage conditions or other reasons, the archives have the right to take custody or storage for safekeeping;
(six) the development and utilization of archival information resources, to provide effective services for social development and citizens, and in accordance with the relevant provisions of the timely opening of archives;
(seven) responsible for the confidentiality and decryption of files, statistics, identification and the destruction of expired files. Article 7 Archivists or archivists of state organs, public organizations, enterprises, institutions and other organizations shall be responsible for managing the archives of their own units and supervising and guiding the archival work of their subordinate units.
The main responsibilities of organs, organizations, enterprises, institutions and other organizations are:
(a) to implement the archives laws, regulations, rules and relevant provisions, and to guide, supervise and inspect the archives work of subordinate units;
(two) responsible for the collection, collation and centralized management of the archives and materials formed by the unit;
(three) actively carry out the work of archives utilization, and develop archives information resources to serve the work of this unit;
(four) in accordance with the relevant provisions of the timely transfer of archives to the national comprehensive archives.
The establishment, alteration and cancellation of archival institutions shall be registered with the archives administration department. Eighth Township People's governments and sub-district offices shall designate personnel to be responsible for file management, and their main responsibilities are:
(a) to implement the relevant provisions of the archives laws, regulations, rules and archives work;
(two) centralized management of the archives and materials formed by this organ;
(three) to guide, supervise and inspect the archives work of villagers' committees, residents' committees (community service centers), enterprises, institutions and other organizations;
(four) according to the provisions of the county (city, district) archives transfer files. Ninth archives administration departments should strengthen the professional training of archives staff and improve their professional quality.
Archivists should be loyal to their duties, observe discipline, have professional knowledge of archives and do a good job in archives management. Chapter III Archives Management Article 10 Units undertaking or undertaking the following major activities and events shall collect relevant documents and materials, and timely arrange and file them:
(a) inspection, investigation (research), inspection and guidance by state leaders;
(2) Visits and visits by foreign (nationality) politicians;
(3) Regional, national and international conferences;
(4) Major natural disasters and major accidents;
(5) Important political, economic and cultural activities;
(six) other major activities and events.
After the end of major events or the completion of major events, the organizer or organizer shall go through the filing formalities with the archives management department at the same level within 60 days.
The originals of inscriptions, photos, audio recordings, video recordings and other materials formed in major activities and events may be handed over to the comprehensive archives in advance.
Before the revocation of non-permanent institutions, standardized files must be handed over to the comprehensive archives at the same level.
