Chapter I General Provisions
Article 1 The Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and the relevant provisions of the Education Department of Heilongjiang Province in order to standardize the enrollment work, safeguard the legitimate rights and interests of candidates and ensure the fairness, justice, safety and standardization of the enrollment work of schools.
Article 2 Harbin Institute of Information Engineering is a private full-time undergraduate college approved by the Ministry of Education.

Article 6 The enrollment work of a school shall be supervised by the discipline inspection and supervision department of the school and the superior competent department. At the same time, we welcome the supervision of candidates, parents, news media and all walks of life.
Chapter II Organizational Structure
Article 7 A school shall set up an enrollment leading group headed by the principal, strengthen the leadership over enrollment, study and formulate the enrollment policies and plans of the school, and decide on major issues. At the same time, according to the relevant regulations of the state, the school has set up an enrollment supervision group to supervise the enrollment process and ensure that the enrollment work is fair and just.
Article 8 The Admissions Office is the functional department of the school, specifically responsible for the enrollment work of the school, and its responsibilities are:
(a) according to the school personnel training objectives, professional structure layout, professional positioning and graduate employment requirements, scientifically formulate the annual enrollment plan.
(two) responsible for the overall organization and coordination of enrollment at home and abroad, and constantly improve the corresponding operating mechanism.
(three) research, demonstration, preparation and approval of the school enrollment plan and annual enrollment plan.
(four) multi-channel and multi-measures to strengthen the publicity work of school enrollment, organize publicity materials. Edit and design the enrollment brochure and send it to the original middle school and related units.
(five) to strengthen the study of enrollment policies, follow the enrollment policies of the country and the provinces of origin, and actively participate in the research and exploration of enrollment policies.
(six) to organize the implementation of school enrollment.
(seven) responsible for the release of enrollment information, the summary of the roster, the transfer of materials, the filing of relevant documents and the analysis and summary of the annual enrollment work.
(eight) to understand the enrollment situation of colleges and universities across the country, and to accept visits, calls, online and other forms of consultation.
(nine) to assist the relevant units and departments to complete the quality analysis of students.

Chapter III Access Rules
Article 9 School admission adopts computer online remote admission.
Article 10 The requirements for the physical health status of candidates in the admission of various majors in schools shall be implemented in accordance with the Guiding Opinions on Physical Examination for Admission of Ordinary Colleges and Universities formulated by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation.
Eleventh schools determine the admission order according to the candidates' college entrance examination results.
Twelfth schools in principle, according to the order of candidates, according to the principle of score priority, the professional distribution of candidates in line according to the results of the file; If the candidates' scores in filing are the same, the majors will be arranged according to the pre-recorded professional categories with reference to different individual scores, specifically:
(a) the pre-recorded major is science and engineering, and the comprehensive order of mathematics, foreign languages and science gives priority to those with high scores in single subjects.
(2) The pre-recorded major is literature and history, and the comprehensive order of Chinese, foreign languages and liberal arts gives priority to those with high scores in single subjects.
(3) Pre-recorded majors are counterparts in secondary vocational schools, and those with high scores in single subjects are given priority in skill operation test scores, Chinese and mathematics.
If the candidates can't meet the professional volunteers and don't obey the professional adjustment, the school will handle the file lifting.
Thirteenth in Inner Mongolia Autonomous Region, the admission rules of "within the enrollment plan 1: 1, according to the professional volunteers" will be implemented.
Fourteenth art candidates must take the technical examination, and among the candidates who have reached the minimum admission control score of the corresponding batch, they will be admitted from high score to low score according to the filing results. If the candidates have the same scores in filing, the admission order of candidates shall be determined by the scores of professional courses, cultural courses, Chinese, mathematics and foreign languages.

Article 15 Undergraduate students will study in Hadong Campus in 2020, and higher vocational (junior college) students will study in Jiangbei Campus in 2020.
Article 16 The academic system of all majors in undergraduate courses is four years, and that of all majors in higher vocational colleges (junior colleges) is three years.
Chapter IV Others
Seventeenth schools charge tuition and accommodation fees according to the relevant provisions of the price department of Heilongjiang province. Tuition and accommodation fees are subject to the information published by the admissions department of the enrollment province, or see the "Admission Instructions" for candidates in that year.
Eighteenth schools set up national scholarships, national inspirational scholarships and other scholarships to reward students with excellent academic performance; Students from poor families can apply for state grants; The school also assists students from poor families to apply for interest-free credit loans or national student loans on campus after entering school.
Nineteenth schools strictly implement and implement the relevant enrollment policies of the Ministry of Education and the Education Department of Heilongjiang Province. Units and individuals who violate enrollment procedures and disciplines and engage in malpractices for personal gain in enrollment work will be severely dealt with. Offenders are handed over to judicial organs.

Chapter V Supplementary Provisions
Twenty-second freshmen, in accordance with the relevant provisions of the state and the school entrance qualification examination. Students who fail to pass the examination shall be dealt with according to relevant regulations until their admission qualification is cancelled.
Article 23 The Articles of Association shall be revised by the Ministry of Education and the provincial enrollment management department where the students are located according to the adjustment of the enrollment policy in that year. In case of any conflict between the Articles of Association and national laws, regulations and superior policies, the latter shall prevail.
Article 24 The Articles of Association shall come into force as of the date of promulgation. If the requirements and regulations of the school's previous enrollment work are in conflict with the articles of association, the articles of association shall prevail, and the previous relevant provisions shall be abolished immediately.
Article 24 The Articles of Association shall be interpreted by the Admissions Office of Harbin Institute of Information Engineering.
