The main responsibilities of the Ministry of Industry and Information Technology are as follows:
1. Put forward new industrialization development strategies and policies, coordinate and solve major problems in the process of new industrialization, formulate and organize the implementation of development plans for industry, communication industry and informatization, promote strategic adjustment and optimization of industrial structure, promote the integration of informatization and industrialization, and promote the construction of military-civilian combined weapons and equipment research and production system;
2. Formulate and organize the implementation of industrial planning, plans and industrial policies in the industrial and communication industries, put forward policy suggestions for optimizing industrial layout and structure, draft relevant laws and regulations, formulate rules and regulations, formulate industrial technical specifications and standards and organize their implementation, and guide the quality management of the industry;
3. Monitor and analyze the operation of industry and communication industry, release relevant information statistically, make prediction, early warning and information guidance, coordinate and solve relevant problems in the operation and development of the industry and put forward policy suggestions, and be responsible for the emergency management, industrial safety and national defense mobilization of the industry and communication industry;
4. Put forward opinions on the scale and direction of fixed assets investment in industry, communication industry and information technology (including the utilization of foreign capital and overseas investment) and the arrangement of central financial construction funds, and examine and approve fixed assets investment projects within the scale of national plans and annual plans in accordance with the authority prescribed by the State Council;
5. Formulate and organize the implementation of relevant plans, policies and standards for biomedicine, new materials, aerospace and information industry in high-tech industries, guide technological innovation and progress in industries, transform and upgrade traditional industries with advanced and applicable technologies, organize the implementation of major national scientific and technological projects, promote the industrialization of relevant scientific research achievements, and promote the development of software industry, information service industry and emerging industries.

The term "small and medium-sized enterprises" as mentioned in this Law refers to enterprises with fewer employees and smaller business scale established in People's Republic of China (PRC) according to law, including medium-sized enterprises, small enterprises and micro enterprises. The criteria for the division of medium-sized enterprises, small enterprises and micro-enterprises shall be formulated by the comprehensive management department of the State Council responsible for promoting the development of small and medium-sized enterprises in conjunction with the relevant departments of the State Council according to the indicators of employees, operating income and total assets, combined with the characteristics of the industry, and submitted to the State Council for approval.
