According to the relevant provisions of * * * Central Committee and the State Council Municipality's "Reform Plan for Staff Wage System of State Organs and Institutions" and the State Council Wage System Reform Group and Ministry of Labor and Personnel's "Several Issues on Implementing the Reform Plan for Staff Wage System of State Organs and Institutions", the teaching seniority allowance for teachers is now implemented as follows:

First, the scope of implementation of teachers' seniority allowance

Public teachers in secondary specialized schools, teachers' further education schools, technical schools, ordinary middle schools, vocational middle schools, agricultural middle schools, reform-and-study schools, schools for the blind and deaf, primary schools, schools for mentally retarded children and kindergartens can all implement seniority allowance.

Teachers who have been engaged in teaching for 20 years and have been transferred from their posts with the approval of the leaders due to work needs, who are still engaged in education in schools, and teachers who have been engaged in teaching for less than 20 years and have been transferred to school administration to continue to take part-time courses, can also implement seniority allowance.

Second, the length of service allowance standard

Teaching for five years and less than ten years, three yuan per month; Five yuan per month for ten years but less than fifteen years; Over fifteen years but less than twenty years, seven yuan per month; Ten yuan a month for more than twenty years.

Three, teaching experience is the number of years that teachers directly engage in school education.

Qualification calculation method:

1. The working years of full-time Young Pioneers counselors in primary and secondary schools who are teachers in the above schools or directly engaged in moral education, intellectual education, physical education and aesthetic education are calculated as teaching experience.

2. Teachers transferred from various schools at all levels to the above-mentioned schools, whose original years of full-time work as teachers can be combined with the transferred years of work to calculate the teaching years.

3. The calculation of teaching experience of private teachers or long-term substitute teachers after they are converted into public teachers in the above-mentioned schools shall be handled in accordance with the relevant provisions on calculating the length of service.

4. Teachers who continue to engage in educational work because of unjust, false and misjudged cases have been rehabilitated and corrected can be counted as teaching experience.

5. In the previous political movement, teachers who were paid in-service could be counted as teaching years.

6. Teachers who have been ill for more than six months in a row are not counted as teaching experience.

Four, the teachers who receive the seniority allowance are transferred from the above schools, and the seniority allowance will be cancelled.

Five, private teachers whether to implement the seniority allowance system, according to the actual situation.

Six, provinces, autonomous regions and municipalities directly under the central government, the Department of Education (bureau) can according to the above provisions, combined with the local actual situation, formulate detailed rules for implementation, submitted to the people's governments of provinces, autonomous regions and municipalities directly under the central government for approval before implementation, and send a copy to the the State Council wage system reform group and the State Education Commission for the record.

Substitute teacher's salary

"Relevant research shows that 67.34% of rural teachers in the central and western regions do not have their own housing." In this regard, member Ni Jianmin suggested that while strengthening the government's responsibility, we should develop a diversified housing supply system for rural teachers, establish and improve the housing provident fund and housing subsidy system for rural teachers, and solve the housing problem of rural teachers.

"We should adhere to the people-oriented principle, pay more attention to private teachers and substitute teachers, help them solve the practical difficulties and problems they face, and earnestly safeguard the harmony and stability of teachers and society." Member Ni Jianmin said.

After graduating from high school in the mid-1980s, we returned to rural primary schools and became private teachers. We have been teaching for almost 30 years, and our monthly salary is 10 yuan, which has made great sacrifices for rural education in our province. Now I only pay 1 0,000 yuan, which is not enough to support my family. At the same time or later, high school or junior high school graduates who signed up for rural agricultural technology stations and animal husbandry stations failed to pass the examination after working for a short time, and were directly sent to Lanzhou Agricultural School and Provincial Animal Husbandry School for three years before they became cadres. Now most of these lucky people are transferred to the county agricultural bureau or animal husbandry bureau, and promoted to intermediate titles, earning nearly 4,000 yuan a month. However, no one cares about our substitute teacher. In recent years, the government owes a lot to the majority of substitute teachers, and now the provincial financial revenue is good. I hope Secretary Wang and Governor Liu care about us, and suggest that the Provincial People's Social Welfare Department come up with some indicators every year to directly turn substitute teachers who have worked in rural primary schools for more than 25 years and have a high school education level into public teachers in primary schools or kindergartens, so as to improve the treatment of substitute teachers. This is also a part of building a heritage area of Chinese civilization.

Private teachers have devoted their youth to the national education, but they have not been treated as they should. I hope the whole society can pay more attention to them. Zhao Xuefang, a representative of Guangdong's National People's Congress, is going to cheer for the teachers at this year's National People's Congress. Coincidentally, member Ni Jianmin, former vice chairman of the All-China Federation of Trade Unions, also put forward three proposals on teachers, involving rural teachers and substitute teachers.

Zhao Xuefang, born in 1987, is a primary school music teacher. After being elected as a deputy to the National People's Congress, many private teachers "admire" her reflection.

Many private teachers made great contributions to national literacy in the early days of the founding of New China. However, in 1982, in order to improve the teaching quality, the state carried out a large-scale reorganization of private teachers, and the vast majority of private teachers who were not dismissed at that time gradually became full members. However, a considerable number of private teachers have been dismissed, especially those who left the teaching team for various objective reasons, which has formed the problems left over from the history of private teachers.

The fate of these old private teachers made the representative of Zhao Xuefang very worried. She made a special investigation on private teachers who were dismissed or left the teaching team before 1983, and prepared to put forward "suggestions on solving the pension problem of private teachers who left before 1983" at the two sessions.

"I hope that the government can conduct an in-depth investigation on the situation of private teachers who left before 1983, classify them according to the reasons for leaving, and formulate specific policies in a targeted manner. For example, can the teaching experience of qualified former private teachers be used as the length of service to pay social security and medical insurance, or give economic compensation? Only in this way can we effectively solve the problem of old-age care for this special group of people. " The representative of Zhao Xuefang said.

Committee member Ni Jianmin's proposal pays more attention to the problem of substitute teachers. It is understood that up to now, nearly half of the provinces (autonomous regions and municipalities) in China have not formulated local implementation opinions to properly solve the problems left over by substitute teachers and private teachers, resulting in many problems that have not been solved for a long time. There are also some problems in some policies that have been promulgated, such as low compensation standards, high endowment insurance for private substitute teachers, and difficulty in determining teaching experience.

"Local governments at all levels have the responsibility to solve the problem of private substitute teachers." Committee member Ni Jianmin suggested that all localities should be urged to introduce policies and measures to solve the problem of private substitute teachers as soon as possible, and the implementation of relevant national policies should be regarded as an important part of the assessment of the "top leaders" of local governments and relevant departments. At the same time, establish and improve a long-term mechanism to solve the problem of private substitute teachers. Vigorously improve the political and economic treatment of rural teachers, especially those in areas with difficult working conditions, resolutely stop the phenomenon of "hiring substitute teachers for free" and take effective measures to prevent temporary teachers from evolving into new substitute teachers.
