(3) The owner unit shall not purchase or force the construction unit to purchase, lease or use safety protection appliances and mechanical equipment that do not meet the safety, health and hygiene standards, and shall not designate manufacturers and suppliers of various products required by the construction unit.
(4) Supervise the construction unit to do a good job of safe production and civilized construction according to the requirements of standards and specifications.
(5) To participate in the inspection, evaluation and acceptance of safe production and civilized construction in various stages of construction projects and unit projects.
2, supervision unit responsibilities
(1) The supervision unit shall, in accordance with the Regulations on the Administration of Work Safety in Construction Projects, and the requirements of the Supervision Code for Construction Projects (GB503 19) and the supervision codes of related industries, prepare the supervision scheme and detailed rules for the implementation of supervision including safety supervision.
(2) The supervision unit shall strictly review the relevant technical documents and materials submitted by the construction unit, and the project leader shall sign the opinions on the application form of relevant technical documents; Those who fail to pass the examination shall not implement safety technical measures and special construction plans.
(3) The supervision unit shall check the acceptance records of jack-up erection facilities and safety facilities submitted by the construction unit, such as construction hoisting machinery, integral lifting scaffolding, templates, etc., and shall be signed by the safety supervision personnel for the record.
(4) The supervision unit shall patrol and inspect the safety production situation on the construction site, notify the construction unit in writing of all kinds of hidden dangers of safety accidents found, and urge them to rectify immediately; If the situation is serious, the supervision unit shall promptly issue a work stoppage order, requiring the construction unit to stop work for rectification and report to the construction unit at the same time. After the hidden dangers of safety accidents are eliminated, the supervision unit shall check the rectification results and sign the review or return to work opinions. If the construction unit refuses to rectify or stop work for rectification, the supervision unit shall report to the competent department of construction or the competent department of project industry in time. Inspection, rectification, review and report shall be recorded in the supervision log and monthly supervision report.
(5) After the project is completed, the supervision unit shall file the technical documents, acceptance records, supervision planning, supervision implementation rules, supervision monthly report, supervision meeting minutes and relevant written notices related to safety production in accordance with regulations.
3, the responsibility of the construction unit
(1) The construction unit shall strictly implement the laws and regulations on safety in production and the mandatory standards and specifications for engineering construction, establish and improve the safety production guarantee system, formulate the safety production responsibility system and safety operation procedures, ensure the investment in safety production, and conduct regular and special safety inspections on the construction projects undertaken by it.
(2) The construction unit shall be responsible for the management of production safety on the construction site, set up a safety production management organization, and be equipped with full-time safety production management personnel with relevant professional and technical titles suitable for its business scale.
(3) The construction unit shall establish a safety production education and training system. Conduct safety training for relevant personnel of the unit at least once a year, and record the training results in personal files. Personnel who have not passed the examination of safety production education and training shall not work at their posts.
(4) The construction unit must purchase and lease safety protection articles, construction machinery and equipment, machines and tools with production licenses and product quality certificates and filed with the safety supervision department.
4, the construction project department manager responsibilities
(1) The project manager is responsible for the safety production of this construction project. 5, safety supervision and management responsibilities
(1) The safety supervision and management department shall regularly and irregularly supervise and inspect the implementation of laws, regulations, mandatory standards and norms on production safety in construction projects.
(2) The safety supervision and management department strictly examines the preconditions for construction safety, approves the construction stage, and evaluates the completion acceptance of the unit project.
(3) The safety supervision and management department shall inspect the safety production and civilized construction of the construction project from time to time, and order the construction site with illegal operation or major safety hazards to stop operation and make rectification within a time limit.
