Overview of Anshun public resources trading network;
Anshun Public Resources Trading Center (hereinafter referred to as the Center) is a county-level public welfare institution with full funding managed by Anshun Municipal People's Government, with 30 staff. The center has director 1 person, 2 deputy directors, discipline inspection team leader 1 person, deputy head of discipline inspection and director of supervision office 1 person. There are four functional departments: comprehensive department, business department I, business department II and information technology department.
The center is established according to the six principles of "government-led, separation of management and operation, centralized trading, standardized operation, departmental supervision and administrative supervision", giving full play to the advantages of resource allocation, taking the standardized trading behavior of public resources as the basis, taking network information technology as the link, establishing and perfecting the system, strengthening internal management and service, and making every effort to build a modern public resource trading platform with complete functions, standardized operation, efficient service and comprehensive opening.
In order to further supervise the local bidding market, Anshun Bidding Network has set up three functional departments according to the actual situation of the local bidding market, namely, comprehensive department, business department, information technology department and other functional departments. The specific work contents are as follows:
Responsibilities of the General Department:
1, responsible for personnel, labor and performance appraisal of the center;
2. Be responsible for the secretarial, administrative, logistical and financial work of the center;
3, responsible for the center's comprehensive management, legal governance, letters and visits, family planning work;
4. Responsible for the archives management of the center;
5. Complete other tasks assigned by the leaders of the center.
Business responsibilities:
1, responsible for verifying the market subject, intermediary qualification, bidding documents, prequalification documents, registration and consulting services of construction project transactions;
2. To be responsible for the statistics of the credit and disciplinary files and business statements of all parties involved in trading activities;
3. Be responsible for the bid opening, bid evaluation management and service of trading activities, and witness the winning result;
4, responsible for the prequalification deposit, bid bond payment, refund audit work;
5. Complete other tasks assigned by the leaders of the center.
Responsibilities of the Information Technology Department:
1, responsible for the collection, release and announcement of information about trading projects, winning bids or trading information of the center;
2. Be responsible for the construction, operation, management and maintenance of the website and network system of the center, and monitor the collection, burning and storage of audio-visual materials;
3, responsible for the management of the center's bid evaluation expert database and network database;
4. Complete other tasks assigned by the leaders of the center.
