(2) Graduates have implemented employment units during their employment, but they belong to flexible employment, that is, in the employment agreement of graduates of ordinary colleges and universities nationwide, only the official seal of the employer agrees to employment, and the employment department of graduates at or above the prefecture level where the unit is located has not approved the management of archives and accounts, and the treatment of their archives and accounts is basically the same as that of the unemployed units.

Usually, the transfer places of graduates' files and registered permanent residence are the same, but the transfer places of graduates' files and registered permanent residence are not completely unified, that is, in flexible employment, graduates' employment units belong to cities other than the places where graduates' registered permanent residence is located before entering school, that is, the places where students are not located, and employers need graduates' personnel files for some reason. At this time, graduates can sign the National Employment Agreement for Graduates of Ordinary Colleges and Universities with the employing unit, and go through the dispatch formalities according to the registration card.
